Implementation of Diversity Management Programs in Public Organizations: Lessons from Policy Implementation Research
The U.S. workforce is becoming more diverse, particularly in the public sector. As a result, a number of public-sector employers have initiated diversity management programs aimed to assist different types of employees in their needs at work. While much of the public administration literature has focused on these programs and what makes them work, it has largely ignored a cognate area of study that has much to say about the success of such programs: the policy implementation literature. This paper uses policy implementation research to develop five guidelines for public managers who wish to develop a successful diversity management initiative. Working Paper 06-1
Representative Bureaucracy, Ethnicity, and Public Schools: Examining the Link Between Representation and Performance
Demographic changes in the United States have led to challenges for public organizations that are tasked to serve shifting target populations. Many arguments exist for including greater numbers of ethnic minorities among an organization's personnel, under the guise that greater ethnic representation will result in greater competitiveness in the market or effectiveness in governance. This paper tests this proposition empirically, using data from the public education policy setting. Results show that representativeness along ethnic lines leads to gains for the organization as a whole, but some segments of the target population appear to respond more positively to representativeness than others. Representation of Lesbian and Gay Men in Federal, State, and Local Bureaucracies
Americans increasingly view lesbians and gay men as a legitimate minority, entitled to equal employment opportunities and perhaps to adequate representation in government. Scholars of public administration have extensively studied whether women and racial minorities receive fair representation and pay in the public sector, but we have generally ignored lesbians and gay men, largely because we lack data on the sexual orientation of government employees. Using a 5 percent sample of the 2000 Census, this paper provides new insights into one group of lesbian and gay employees: full-time workers with same-sex unmarried partners. It first determines whether they are as likely to hold jobs in the public and nonprofit sectors as workers who are married, have different-sex unmarried partners, or have never been married. Second, it explores whether lesbians' and gay men's representation is concentrated in particular occupations. It then examines whether workers with same-sex partners earn as much as other workers, and whether any disparities can be explained by race, gender, education, age, occupation, and location. Ethnic Diversity and Organizational Performance: Assessing Diversity Effects at the Managerial and Street Levels
As the public sector workforce becomes more ethnically diverse and as government agencies make attempts to "manage" that diversity, the importance of understanding how diversity affects workplace interactions and work-related outcomes increases. Little public sector research has examined the impact of diversity on performance outcomes. This paper seeks to fill this gap by studying the effects of the ethnic diversity of managers and street level bureaucrats on work-related outcomes. We use basic in-group/out-group theories from psychology to form hypotheses relating diversity to performance. The results of diversity research using social identification and categorization theory and similarity/attraction theory led us to form the hypothesis that greater levels of ethnic diversity among public managers and street-level bureaucrats will lead to lower organizational performance, when the task requires significant coordination and collaboration. Diversity research that uses the information and decision-making theory, while scant, led us to form a second hypothesis that greater levels of ethnic diversity among public managers and street-level bureaucrats will lead to higher organizational performance, when the task does not require significant coordination and collaboration. Our results were mixed. We found support for the first hypothesis with respect to street-level bureaucrats but not for managers. The results did not support our second hypothesis -- we actually found an opposite relationship for street-level bureaucrats from what we expected. Overall, the results support previous research that suggests that increased levels of ethnic diversity can lead to process-oriented difficulties in the workplace and negatively affect workrelated outcomes. What do Women Want? Men, Women, and Job Satisfaction in the Public Service
Research in organizational behavior and public administration has long considered differences between men and women at work. Research indicates that men and women often communicate differently, prefer different approaches to organizational structure and design, and view rewards through different lenses. As women become better represented in public organizations, and at higher levels, it becomes even more important to explore sex-based differences. This paper seeks to uncover differences between men and women when it comes to determinants of job satisfaction. We use the existing literature to develop a series of hypotheses about the different factors that predict job satisfaction for the sexes. We test these hypotheses using data from a survey of health and human services managers, finding that there are more commonalities than differences when it comes to what satisfies men and women at work. CALIPSO Observations of Stratospheric Aerosols: A Preliminary Assessment
We have examined the 532-nm aerosol backscatter coefficient measurements by the Cloud- Aerosol Lidar and Infrared Pathfinder Satellite Observations (CALIPSO) for their use in the observation of stratospheric aerosol. CALIPSO makes observations that span from 82 S to 82 N each day and, for each profile, backscatter coefficient values reported up to approx. 40 km. The possibility of using CALIPSO for stratospheric aerosol observations is demonstrated by the clear observation of the 20 May 2006 eruption of Montserrat in the earliest CALIPSO data in early June as well as by observations showing the 7 October 2006 eruption of Tavurvur (Rabaul). However, the very low aerosol loading within the stratosphere makes routine observations of the stratospheric aerosol far more difficult than relatively dense volcanic plumes. Nonetheless, we found that averaging a complete days worth of nighttime only data into 5-deg latitude by 1-km vertical bins reveals a stratospheric aerosol data centered near an altitude of 20 km, the clean wintertime polar vortices, and a small maximum in the lower tropical stratosphere. However, the derived values are clearly too small and often negative in much of the stratosphere. The data can be significantly improved by increasing the measured backscatter (molecular and aerosol) by approximately 5% suggesting that the current method of calibrating to a pure molecular atmosphere at 30 km is most likely the source of the low values
Characterization of Polar Stratospheric Clouds With Spaceborne Lidar: CALIPSO and the 2006 Antarctic Season
The role of polar stratospheric clouds in polar ozone loss has been well documented. The CALIPSO satellite mission offers a new opportunity to characterize PSCs on spatial and temporal scales previously unavailable. A PSC detection algorithm based on a single wavelength threshold approach has been developed for CALIPSO. The method appears to accurately detect PSCs of all opacities, including tenuous clouds, with a very low rate of false positives and few missed clouds. We applied the algorithm to CALIPSO data acquired during the 2006 Antarctic winter season from 13 June through 31 October. The spatial and temporal distribution of CALIPSO PSC observations is illustrated with weekly maps of PSC occurrence. The evolution of the 2006 PSC season is depicted by time series of daily PSC frequency as a function of altitude. Comparisons with virtual solar occultation data indicate that CALIPSO provides a different view of the PSC season than attained with previous solar occultation satellites. Measurement-based time series of PSC areal coverage and vertically-integrated PSC volume are computed from the CALIPSO data. The observed area covered with PSCs is significantly smaller than would be inferred from a temperature-based proxy such as TNAT but is similar in magnitude to that inferred from TSTS. The potential of CALIPSO measurements for investigating PSC microphysics is illustrated using combinations of lidar backscatter coefficient and volume depolarization to infer composition for two CALIPSO PSC scenes
Logical Step-Indexed Logical Relations
Appel and McAllester's "step-indexed" logical relations have proven to be a
simple and effective technique for reasoning about programs in languages with
semantically interesting types, such as general recursive types and general
reference types. However, proofs using step-indexed models typically involve
tedious, error-prone, and proof-obscuring step-index arithmetic, so it is
important to develop clean, high-level, equational proof principles that avoid
mention of step indices. In this paper, we show how to reason about binary
step-indexed logical relations in an abstract and elegant way. Specifically, we
define a logic LSLR, which is inspired by Plotkin and Abadi's logic for
parametricity, but also supports recursively defined relations by means of the
modal "later" operator from Appel, Melli\`es, Richards, and Vouillon's "very
modal model" paper. We encode in LSLR a logical relation for reasoning
relationally about programs in call-by-value System F extended with general
recursive types. Using this logical relation, we derive a set of useful rules
with which we can prove contextual equivalence and approximation results
without counting steps
