Cyclotrons as Drivers for Precision Neutrino Measurements
As we enter the age of precision measurement in neutrino physics, improved
flux sources are required. These must have a well-defined flavor content with
energies in ranges where backgrounds are low and cross section knowledge is
high. Very few sources of neutrinos can meet these requirements. However,
pion/muon and isotope decay-at-rest sources qualify. The ideal drivers for
decay-at-rest sources are cyclotron accelerators, which are compact and
relatively inexpensive. This paper describes a scheme to produce decay-at-rest
sources driven by such cyclotrons, developed within the DAEdALUS program.
Examples of the value of the high precision beams for pursuing Beyond Standard
Model interactions are reviewed. New results on a combined DAEdALUS--Hyper-K
search for CP-violation that achieve errors on the mixing matrix parameter of 4

Shuttle extravehicular activity signal processor pulse amplitude modulation decommutator
To provide data with long-term stability and accuracy, the pulse amplitude modulation (PAM) decommutator was synchronized to the PAM-return to zero wavetrain, and each channel was sampled with a common sample and hold circuit and digitized sequentially. The digital value of each channel was then scaled by the digital value of the calibration channels. The corrected digital value of each channel was stored for one complete frame and then transferred to the multiplexer-demultiplexer at a high rate in one block of serial digital data. A test model was built to demonstrate this design approach taken for the PAM decom and performance data was provided. The accuracies obtained with various signal to noise ratios are shown
Expression of a catalytically inactive mutant form of glutathione peroxidase 4 (Gpx4) confers a dominant-negative effect in male fertility.
The selenoenzyme Gpx4 is essential for early embryogenesis and cell viability for its unique function to prevent phospholipid oxidation. Recently, the cytosolic form of Gpx4 was identified as an upstream regulator of a novel form of non-apoptotic cell death, called ferroptosis, whereas the mitochondrial isoform of Gpx4 (mGpx4) was previously shown to be crucial for male fertility. Here, we generated and analyzed mice with targeted mutation of the active site selenocysteine (Sec) of Gpx4 (Gpx4_U46S). Mice homozygous for Gpx4_U46S died at the same embryonic stage (E7.5) as Gpx4-/- embryos as expected. Surprisingly, male mice heterozygous for Gpx4_U46S presented subfertility. Subfertility was manifested in a reduced number of litters from heterozygous breedings and an impairment of spermatozoa to fertilize oocytes in vitro. Morphologically, sperm isolated from heterozygous Gpx4_U46S mice revealed many structural abnormalities particularly in the spermatozoan midpiece due to improper oxidation and polymerization of sperm capsular proteins and malformation of the mitochondrial capsule surrounding and stabilizing sperm mitochondria. These findings are reminiscent of sperm isolated from selenium-deprived rodents or from mice specifically lacking mGpx4. Due to a strongly facilitated incorporation of Ser in the polypeptide chain as compared to Sec at the UGA codon, expression of the catalytically inactive Gpx4_U46S was found to be strongly increased. Since the stability of the mitochondrial capsule of mature spermatozoa depends on the moonlighting function of Gpx4 both as an enzyme oxidizing capsular protein thiols and being a structural protein, tightly controlled expression of functional Gpx4 emerges being key for full male fertility

We model the generation of words with independent unequal probabilities of
occurrence of letters. We prove that the probability of occurrence of
words of rank has a power asymptotics. As distinct from the paper published
earlier by B. Conrad and M. Mitzenmacher, we give a brief proof by elementary

The structural properties of the multi-layer graphene/4H-SiC(000-1) system as determined by Surface X-ray Diffraction
We present a structural analysis of the multi-layer graphene-4HSiC(000-1})
system using Surface X-Ray Reflectivity. We show for the first time that
graphene films grown on the C-terminated (000-1}) surface have a
graphene-substrate bond length that is very short (0.162nm). The measured
distance rules out a weak Van der Waals interaction to the substrate and
instead indicates a strong bond between the first graphene layer and the bulk
as predicted by ab-initio calculations. The measurements also indicate that
multi-layer graphene grows in a near turbostratic mode on this surface. This
result may explain the lack of a broken graphene symmetry inferred from
conduction measurements on this system [C. Berger et al., Science 312, 1191

A combined analysis of short-baseline neutrino experiments in the (3+1) and (3+2) sterile neutrino oscillation hypotheses
We investigate adding two sterile neutrinos to resolve the apparent tension
existing between short-baseline neutrino oscillation results and
CPT-conserving, four-neutrino oscillation models. For both (3+1) and (3+2)
models, the level of statistical compatibility between the combined dataset
from the null short-baseline experiments Bugey, CHOOZ, CCFR84, CDHS, KARMEN,
and NOMAD, on the one hand; and the LSND dataset, on the other, is computed. A
combined analysis of all seven short-baseline experiments, including LSND, is
also performed, to obtain the favored regions in neutrino mass and mixing
parameter space for both models. Finally, four statistical tests to compare the
(3+1) and the (3+2) hypotheses are discussed. All tests show that (3+2) models
fit the existing short-baseline data significantly better than (3+1) models.Comment: 16 pages, 15 figures. Added NOMAD data to the analysis, one

Climate Variability and the Millennium Development Goal Hunger Target
Climate variability contributes significantly to poverty and food insecurity. Proactive approaches to managing climate variability within vulnerable rural communities and among institutions operating at community, sub-national, and national levels is a crucial step toward achieving the Millennium Development Goal of eradicating extreme poverty and hunger. Climate variability can impact a household's access to food by affecting subsistence production, income from primary production, local food prices, and sometimes the economy of an entire region. The risk of household food insecurity is determined by the success of livelihood strategies in the face of climate and other shocks. Across the economy, climate variability affects food security through its influence on investment, adoption of agricultural technology, aggregate production, market prices and economic development, and hence the ability of individuals, communities and nations to produce and purchase food. The impacts of climate variability are both ex post – losses that follow a climate shock — and ex ante — opportunity costs of conservative risk management responses to climatic uncertainty. The report summarizes the scientific basis, current methodology, and prospects for improving climate prediction at a seasonal time scale. Current forecast methods give modest to moderately-high prediction skill in "hunger hotspots" in East, West and Southern Africa, and other regions in the tropics and subtropics. Applications of climate information contribute to a comprehensive strategy to combat hunger. First is the use of seasonal climate prediction in early warning systems to guide interventions to avert food crises. Second is the use of climate information to manage risk in agricultural systems within vulnerable rural communities and among a range of institutions. This includes smallholder farmers who comprise the largest group of poor and food-insecure; intermediary institutions that interface with farmers, and can provide the information, technical guidance and production inputs required for effective climate risk management; and institutions that make climate-sensitive decisions at a broader scale that influence food security. We also discuss measures to strengthen institutional capacity and coordination to improve management of climate variability. Improved management of climate variability has appealing synergies with other interventions that target hunger, including soil fertility management, small-scale water management, markets, and extension and communication systems
