Extending Foster Care to Age 21: Weighing the Costs to Government against the Benefits to Youth
The Fostering Connections to Success and Increasing Adoptions Act of 2008 allows states to claim federal reimbursement for the costs of caring for and supervising Title IV-E eligible foster youth until their 21st birthday. This issue brief provides preliminary estimates of what the potential costs to government and the benefits to young people would be if states extend foster care to age 21. The analysis focuses on the increase in postsecondary educational attainment associated with allowing foster youth to remain in care until they are 21 years old and the resulting increase in lifetime earnings associated with postsecondary education. Researchers estimate that lifetime earnings would increase an average of two dollars for every dollar spent on keeping foster youth in care beyond age 18
Generalized Thermalization in an Integrable Lattice System
After a quench, observables in an integrable system may not relax to the
standard thermal values, but can relax to the ones predicted by the generalized
Gibbs ensemble (GGE) [M. Rigol et al., Phys. Rev. Lett. 98, 050405 (2007)]. The
GGE has been shown to accurately describe observables in various
one-dimensional integrable systems, but the origin of its success is not fully
understood. Here we introduce a microcanonical version of the GGE and provide a
justification of the GGE based on a generalized interpretation of the
eigenstate thermalization hypothesis, which was previously introduced to
explain thermalization of nonintegrable systems. We study relaxation after a
quench of one-dimensional hard-core bosons in an optical lattice. Exact
numerical calculations for up to 10 particles on 50 lattice sites (~10^10

Unconditional preparation of entanglement between atoms in cascaded optical cavities
We propose a scheme to unconditionally entangle the internal states of atoms
trapped in separate high finesse optical cavities. The scheme uses the
technique of quantum reservoir engineering in a cascaded cavity QED setting,
and for ideal (lossless) coupling between the cavities generates an entangled
pure state. Highly entangled states are also shown to be possible for

The Influence of pH Variation on CooA Activity
CooA, a CO-sensing heme protein, acts as a transcriptional activator of CO-metabolizing proteins in bacteria such as Rhodospirillum rubrum and Carboxydothermus hydrogenoformans through sequence-specific DNA binding. Previous research indicated a reduced iron center and CO gas were necessary for CooA to achieve its active conformation and bind DNA. To determine if other reaction conditions facilitate CooA activation, the role of pH on CooA function was tested. Specifically, a fluorescence anisotropy assay was employed to measure possible Fe(III) CooA DNA binding from pH 3 - 12. Interestingly, CooA was observed to bind DNA without CO at acidic conditions, with optimal binding observed at pH ~3. These results are discussed in light of the normal CO-dependent activation mechanism of CooA proteins
Design and implementation of sensor systems for control of a closed-loop life support system
The sensing and controlling needs for a Closed-Loop Life Support System (CLLSS) were investigated. The sensing needs were identified in five particular areas and the requirements were defined for workable sensors. The specific areas of interest were atmosphere and temperature, nutrient delivery, plant health, plant propagation and support, and solids processing. The investigation of atmosphere and temperature control focused on the temperature distribution within the growth chamber as well as the possibility for sensing other parameters such as gas concentration, pressure, and humidity. The sensing needs were studied for monitoring the solution level in a porous membrane material along with the requirements for measuring the mass flow rate in the delivery system. The causes and symptoms of plant disease were examined and the various techniques for sensing these health indicators were explored. The study of sensing needs for plant propagation and support focused on monitoring seed viability and measuring seed moisture content as well as defining the requirements for drying and storing the seeds. The areas of harvesting, food processing, and resource recycling, were covered with a main focus on the sensing possibilities for regulating the recycling process
Simulating the weak death of the neutron in a femtoscale universe with near-Exascale computing
The fundamental particle theory called Quantum Chromodynamics (QCD) dictates
everything about protons and neutrons, from their intrinsic properties to
interactions that bind them into atomic nuclei. Quantities that cannot be fully
resolved through experiment, such as the neutron lifetime (whose precise value
is important for the existence of light-atomic elements that make the sun shine
and life possible), may be understood through numerical solutions to QCD. We
directly solve QCD using Lattice Gauge Theory and calculate nuclear observables
such as neutron lifetime. We have developed an improved algorithm that
exponentially decreases the time-to solution and applied it on the new CORAL
supercomputers, Sierra and Summit. We use run-time autotuning to distribute GPU
resources, achieving 20% performance at low node count. We also developed
optimal application mapping through a job manager, which allows CPU and GPU
jobs to be interleaved, yielding 15% of peak performance when deployed across

The effectiveness of communication-skills training interventions in end-of-life noncancer care in acute hospital-based services: A systematic review
A systematic review was conducted in order to explore the effectiveness of communication-skills training interventions in end-of-life care with noncancer acute-based healthcare staff.
Articles were included if they (1) focused on communication-skills training in end-of-life/palliative care for noncancer acute-based staff and (2) reported an outcome related to behavior change with regard to communication. Sixteen online databases were searched, which resulted in 4,038 potential articles. Screening of titles left 393 articles that met the inclusion criteria. Abstracts (n = 346) and full-text articles (n = 47) were reviewed, leaving 10 papers that met the criteria for our review. All articles explored the effect of communication-skills training on aspects of staff behavior; one study measured the effect on self-efficacy, another explored the impact on knowledge and competence, and another measured comfort levels in discussing the end of life with patients/families. Seven studies measured a number of outcomes, including confidence, attitude, preparedness, stress, and communication skills.
Few studies have focused on end-of-life communication-skills training in noncancer acute-based services. Those that do have report positive effects on staff behavior with regard to communication about the end of life with patients and families. The studies varied in terms of the population studied and the health services involved, and they scored only moderately or weakly on quality. It is a challenge to draw a definite conclusion about the effectiveness of training interventions in end-of-life communication because of this. However, the findings from our review demonstrate the potential effectiveness of a range of training interventions with healthcare professionals on confidence, attitude, self-efficacy, and communication skills.
Further research is needed to fully explore the effectiveness of existing training interventions in this population, and evidence using objective measures is particularly needed. Ideally, randomized controlled trials or studies using control groups and longer follow-ups are needed to test the effectiveness of interventions
