The Unusual Suspects: The Bourbon Reforms and The Inter- and Intracolonial Mobility of Africans and Their Descendants In The Spanish Caribbean
This social history examines the trans-imperial mobility of people of African descent in the eighteenth-century Spanish Caribbean in the context of Atlantic enslavement and fugitivity and Spanish imperial policy. Spanish officials knew how often Africans and their descendants traveled throughout the circum-Caribbean. They implemented policies to use this movement for their own gain, either by harnessing that movement for imperial rivalry or commandeering it for security. A close analysis of Catholic parish records, Spanish governors’ correspondence, drafts of Black codes, and smuggling investigations reveals a tension between free and enslaved people’s multi- faceted mobility and Spanish officials’ attempts to use and limit this mobility. This study proposes a new periodization of that tension. Spanish policy towards free and enslaved inter- and intracolonial movement evolved throughout the eighteenth century in response to both global geopolitical tensions and to the movement of Africans and their descendants. During the first half of the century, officials readily commandeered fugitive religious asylum as a means to check British encroachment along its maritime and terrestrial borders. They offered Catholicism as a pathway for free and enslaved people to signal loyalty to the Spanish empire. Officials’ flexible use of inter- and intracolonial mobility shifted after the occupation of Cuba in the 1760s as they increasingly believed that movement represented a threat to the empire and that people of African descent should be tied to plantation slavery. When the administrative, economic, and military imperial policies of the Spanish monarchy, known collectively as the Bourbon Reforms, reached their zenith at the beginning of the Age of Revolutions, officials implemented new laws that used religious instruction as a disciplinary measure to root people of African descent to the plantation rather than to employ multifaceted integration strategies. The adaptability and fluidity of policies in the first half of the century gave way to more rigid polices of rootedness and enslavement. This study contributes to scholarship that analyzes the connections between marronage, militia service, the Atlantic slave trade, and the Bourbon Reforms by emphasizing the central role itinerant free and enslaved people of African descent played in shaping policies in the Spanish Caribbean
Policy challenges from the "White" Senate inquiry into workplace-related health impacts of toxic dusts and nanoparticles
On 22 June 2005 the Senate of the Commonwealth of Australia voted to establish an inquiry into workplace harm related to toxic dust and emerging technologies (including nanoparticles). The inquiry became known as the "White" Inquiry after Mr Richard White, a financially uncompensated sufferer of industrial sandblasting-induced lung disease who was instrumental in its establishment. The "White" Inquiry delivered its final report and recommendations on 31 May 2006. This paper examines whether these recommendations and their implementation may provide a unique opportunity not only to modernize relevant monitoring standards and processes, but related compensation systems for disease associated with workplace-related exposure to toxic dusts. It critically analyzes the likely role of the new Australian Safety and Compensation Council (ASCC) in this area. It also considers whether recommendations related to potential workplace related harm from exposure to nanoparticles could commence a major shift in Australian healthcare regulation
Leadership Styles of Park and Recreation Professionals in GRPA
Undergraduates in the Park and Recreation program at Columbus State University conducted a temperament survey using the Keirsey Temperament Sorter II to identify the temperaments/leadership styles of 50 randomly chosen Park and Recreation professionals within GRPA (Georgia Recreation and Park Association). The Keirsey divides individuals into four main temperaments: Guardian, Artisan, Idealist, and Rational. It is the duty of every leader to evaluate himself or herself in recognizing strengths, weaknesses, capabilities, and limitations. Of the 33 respondents, 73% tested as Guardians, 12% as Artisans, 6% as Idealists, and 3% as Rational. Twenty-seven percent (27%) are more specifically described as Guardian Supervisors. According to http://www.keirsey.com, Guardian Supervisors are squarely on the side of rules and procedures, and they can be quite serious about seeing to it that others toe the mark or else face the consequences. They do not hesitate to give their stamp of approval, nor do they withhold their directions or suggestions for improvement

Leaf age effects on the spectral predictability of leaf traits in Amazonian canopy trees
Recent work has shown that leaf traits and spectral properties change through time and/or seasonally as leaves age. Current field and hyperspectral methods used to estimate canopy leaf traits could, therefore, be significantly biased by variation in leaf age. To explore the magnitude of this effect, we used a phenological dataset comprised of leaves of different leaf age groups -developmental, mature, senescent and mixed-age- from canopy and emergent tropical trees in southern Peru. We tested the performance of partial least squares regression models developed from these different age groups when predicting traits for leaves of different ages on both a mass and area basis. Overall, area-based models outperformed mass-based models with a striking improvement in prediction observed for area-based leaf carbon (Carea) estimates. We observed trait-specific age effects in all mass-based models while area-based models displayed age effects in mixed-age leaf groups for Parea and Narea. Spectral coefficients and variable importance in projection (VIPs) also reflected age effects. Both mass- and area-based models for all five leaf traits displayed age/temporal sensitivity when we tested their ability to predict the traits of leaves of other age groups. Importantly, mass based mature models displayed the worst overall performance when predicting the traits of leaves from other age groups. These results indicate that the widely adopted approach of using fully expanded mature leaves to calibrate models that estimate remotely-sensed tree canopy traits introduces error that can bias results depending on the phenological stage of canopy leaves. To achieve temporally stable models, spectroscopic studies should consider producing area-based estimates as well as calibrating models with leaves of different age groups as they present themselves through the growing season. We discuss the implications of this for surveys of canopies with synchronised and unsynchronised leaf phenology
