A short history of Te Mātāhauariki Research Institute
Te Mātāhauariki Institute was established to continue the work of a research programme which had been established under a contract awarded under the Public Good Science Fund (PGSF), to the School of Law at the University of Waikato. This was the first law project to be so funded in New Zealand. The programme, titled "Laws and Institutions for a Bicultural New Zealand", was developed by Professors Paul Havemann and Margaret Bedggood, at the suggestion and under the guidance and encouragement of Professor Michael Selby, then Deputy Vice Chancellor in charge of Research. The design and writing of the programme itself was almost entirely the work of Professor Havemann. The funding granted initially was $450,000 for two years

Issues both supportive and detrimental relating to the use and publication of indigenous languages in the WWW will be highlighted. University Based Multidisciplinary Organizations - Promises and Challenges
The Diagnostic Instrumentation and Analysis Laboratory (DIAL) at Mississippi State University is a multidisciplinary research organization engaged in developing and applying advanced computer-controlled, optical and laser-based diagnostic instrumentation systems for the characterization of high temperature gas streams. Part of the mission of DIAL is the on-site application of the diagnostic systems to large-scale facilities. The laboratory has approximately 40 professional and support personnel. Twelve faculty members are associated with the laboratory and, because of the multidisciplinary nature of the research program, their disciplines cross college as well as departmental boundaries. This provides for unique graduate research opportunities. Moreover, the laboratory employees 12 full-time research scientists and engineers in addition to a number of technicians and graduate students. The overall program of the laboratory and the rationale for such mission-oriented organizations are presented. In addition, it is pointed out that an organization of this type presents particular administrative problems in universities. While the path from instructor to university president is well laid out in the tenure track system, the administrative path in which the cross-disciplinary researchers find themselves is often unexplored by them or university administrators. Though there are clearly numerous advantages to this kind of organization, there are also disadvantages. Most of these advantages and disadvantages apply to many cross-disciplinary research groups to varying degrees, and these are also discussed in a general way. Recommendations for interfacing cross disciplinary research groups are also given
Aqueous Alteration on Mars
Aqueous alteration is the change in composition of a rock, produced in response to interactions with H2O-bearing ices, liquids, and vapors by chemical weathering. A variety of mineralogical and geochemical indicators for aqueous alteration on Mars have been identified by a combination of surface and orbital robotic missions, telescopic observations, characterization of Martian meteorites, and laboratory and terrestrial analog studies. Mineralogical indicators for aqueous alteration include goethite (lander), jarosite (lander), kieserite (orbiter), gypsum (orbiter) and other Fe-, Mg-, and Ca-sulfates (landers), halides (meteorites, lander), phyllosilicates (orbiter, meteorites), hematite and nanophase iron oxides (telescopic, orbiter, lander), and Fe-, Mg-, and Ca-carbonates (meteorites). Geochemical indicators (landers only) for aqueous alteration include Mg-, Ca-, and Fe-sulfates, halides, and secondary aluminosilicates such as smectite. Based upon these indicators, several styles of aqueous alteration have been suggested on Mars. Acid-sulfate weathering (e.g., formation of jarosite, gypsum, hematite, and goethite), may occur during (1) the oxidative weathering of ultramafic igneous rocks containing sulfides, (2) sulfuric acid weathering of basaltic materials, and (3) acid fog (i.e., vapors rich in H2SO4) weathering of basaltic or basaltic-derived materials. Near-neutral or alkaline alteration occurs when solutions with pH near or above 7 move through basaltic materials and form phases such as phyllosilicates and carbonates. Very low water:rock ratios appear to have been prominent at most of the sites visited by landed missions because there is very little alteration (leaching) of the original basaltic composition (i.e., the alteration is isochemical or in a closed hydrologic system). Most of the aqueous alteration appears to have occurred early in the history of the planet (3 to 4.5 billion years ago); however, minor aqueous alteration may be occurring at the surface even today (e.g., in thin films of water or by acid fog)
Jobs in Springfield, Massachusetts: understanding and remedying the causes of low resident employment rates
As part of the Federal Reserve Bank of Boston's commitment to supporting efforts to revitalize the economy of Springfield, Massachusetts, this paper explores the causes of and potential remedies for the city's low resident employment rates. When compared to the state as a whole and to other midsize New England cities, the share of employed city residents is low, particularly for residents of downtown Springfield and its nearby neighborhoods. By analyzing the availability of jobs across Springfield's various neighborhoods and in nearby towns and cities, this paper's goal is to learn why so few Springfield residents are employed, and thus to identify policy priorities to increase employment. This study finds that solving Springfield's low resident employment rates will require a combination of new job creation, improved informational and physical access to jobs, and strengthening the citizenry's job skills.Economic conditions - Massachusetts ; Job creation - Massachusetts ; Unemployment - Massachusetts
Towards a more prosperous Springfield, MA: what jobs exist for people without a college education?
This paper analyzes projections of Massachusetts employment opportunities by occupation to address concerns about a shortage of jobs for those who lack a college education. While occupations requiring a college degree will grow more rapidly over the period 2006-2016 than occupations that do not require college, replacement needs will ensure large numbers of job openings that do not require college. Wage levels in jobs that do not require college are generally low, however. The exceptions usually require meaningful training of another sort, such as long-term on-the-job training or courses in postsecondary schools or community college. Additionally, some individuals who demonstrate the necessary qualities achieve higher wages through promotion. The distribution of occupations in the Springfield metropolitan area is sufficiently similar to that in Massachusetts that inferences from the Massachusetts projections should be relevant to Springfield.Cities and towns - Massachusetts ; Labor market - Massachusetts
Greater Springfield employment challenges: findings of employer survey and interviews
This paper presents the findings from in-depth interviews and a survey of employers in the Greater Springfield area regarding (a) employment opportunities for entry-level workers with limited skills and (b) barriers that residents of Springfield's low-income neighborhoods face in accessing these jobs. The survey and interviews indicate that entry-level jobs that do not require college are available in the Springfield area. However, even entry-level jobs require the ability to perform a variety of tasks, and many applicants lack the skills needed to perform these jobs or have work readiness problems. Lack of prior experience and the absence of referral networks limit access to these jobs for residents of Springfield's low-income neighborhoods.Cities and towns - Massachusetts ; Labor market - Massachusetts
Classical BI: Its Semantics and Proof Theory
We present Classical BI (CBI), a new addition to the family of bunched logics
which originates in O'Hearn and Pym's logic of bunched implications BI. CBI
differs from existing bunched logics in that its multiplicative connectives
behave classically rather than intuitionistically (including in particular a
multiplicative version of classical negation). At the semantic level,
CBI-formulas have the normal bunched logic reading as declarative statements
about resources, but its resource models necessarily feature more structure
than those for other bunched logics; principally, they satisfy the requirement
that every resource has a unique dual. At the proof-theoretic level, a very
natural formalism for CBI is provided by a display calculus \`a la Belnap,
which can be seen as a generalisation of the bunched sequent calculus for BI.
In this paper we formulate the aforementioned model theory and proof theory for
CBI, and prove some fundamental results about the logic, most notably
completeness of the proof theory with respect to the semantics.Comment: 42 pages, 8 figure
Reinvigorating Springfield's economy: lessons from resurgent cities
As part of the Federal Reserve Bank of Boston's commitment to supporting efforts to revitalize the economy of Springfield, Massachusetts, this paper analyzes the economic development approaches of other mid-sized manufacturing-oriented cities during the past half century. From among a comparison group of 25 municipalities that were similar to Springfield in 1960, the study identifies 10 "resurgent cities" that have made substantial progress in improving living standards for their residents, and that are recognized as vital communities in a broader sense by experts on urban economic development and policy. These case studies suggest that industry mix, demographic composition, and geographic position are not the key factors distinguishing the resurgent cities from Springfield. Instead, the most important lessons from the resurgent cities concern leadership and collaboration. Initial leadership in these cities came from a variety of key institutions and individuals. In some cases, the turnaround started with efforts on the part of the public sector, while in other cases nongovernmental institutions or private developers were at the forefront. Regardless of who initiated the turnaround, economic redevelopment efforts spanned decades and involved collaborations among numerous organizations and sectors.Cities and towns ; Cities and towns - Massachusetts ; Economic policy - Massachusetts
