DINAMIKA KEBIJAKAN PENGENDALIAN KONVERSI LAHAN PERTANIAN DI KOTA SUKABUMI
Local Government of Sukabumi City face a dilemma situation in relation to agricultural land conversion. On the one hand, local governments are obliged to accelerate the pace of economic growth through the development of industrial sectors, services, and property. But on the other hand, local governments should also give attention to efforts to defend and protect the existence of farm lands for the preservation of agricultural production. Formulation and implementation of land policy is needed to allow the system to continue business. Has not seen any technological breakthrough or Local Government efforts to compensate for the decline in agricultural production caused by loss of land. Local Government has proposed an alternative policy to restrict or prevent the conversion of fertile farmland into land as non-agricultural land policies that take into account the allocation of land use as well as the establishment of a sustainable land. Determination of the policy in the form of Regional Regulation is necessary to comprehensively wetland protection strategy based on the dynamics of policy-setting sustainable agricultural land. By focusing attention on the formulation and implementation of policies, indicators of a generic that can be used are: (1) the quality of the substance of the policy that contains guarantee people's basic rights, (2) the quality of the process of formulation and implementation of policies that contain respect for the principle of citizenship and democratic governance good and right. Both of these approaches is sufficient to be value inherent in the management of the dynamics of land conversion control policy related socio-agrarian identification, mapping the agrarian structure and relationship patterns that occur on the possession, control, utilization and land use policy into a whole discussion dynamics
EFEKTIVITAS PELAYANAN ONLINE MENGGUNAKAN LIVIN’ BY MANDIRI DI PT BANK MANDIRI AREA SUKABUMI
Bank is an institution that becomes a place or place to carry out various transactions related to finance. By collecting funds from the public in the form of savings and channeling these funds back to the community in the form of loans. Along with the development of technology and information, there is an evolution that leads to digital banking services. This service aims to improve the effectiveness of the Bank's operational activities and service quality to the public in general and customers in particular. For this reason, PT Bank Mandiri Sukabumi Area as a State-Owned Enterprise (BUMN) follows the policies set by the head office regarding digital transaction services by presenting an online application called Livin 'By Mandiri. The online application is expected to be able to provide online services effectively in transactions, so that problems that often occur such as service limits at service hours, long and long queues and other problems that arise can be resolved by using online services using Livin 'By Mandiri. Various kinds of features are presented to make it easier for people to make transactions without having to waste time and energy going directly to the bank. The whole community can use Livin' By independently anywhere and anytime without any time limit. However, not all people immediately want to use the Livin 'By Mandiri online service policy, there are some customers who do not know or do not understand how to use the online service application. The type of research used is descriptive research using a qualitative approach. Continuous education is needed so that all people can enjoy the convenience of online transactions using Livin By Mandir

Peningkatan Kapasitas Pengelolaan Badan Usaha Milik Desa (BUMDES) Di Kecamatan Sagaranten Kabupaten Sukabumi
This research is entitled "Improving the Management Capacity of Village Owned Enterprises (BUMDES) in Sagaranten District, Sukabumi Regency". The purpose of this study is to explain the capacity building of a public organization, namely a village-owned enterprise (BUMDES). Most BUMDes in Sagaranten sub-district seem to be just joining in or being talkative, which is when the BUMDes institutions and management have been established, but the potential that exists in their village areas has not been explored. So that after the formation of BUMDes, they cannot create business units or programs to utilize the potential of their own village, to provide benefits in accordance with the principles and objectives of BUMDes to the local community. The theory used to measure an increase in the capacity of an organization is the theory of capacity building written by Marilee S. Grindle (1997). The method used in this research is descriptive qualitative research method. Data collection techniques were carried out through observation, interviews and documentation. The results of this study indicate that the mobilization carried out in carrying out business activities has not been maximized, and the control is not optimal. Because some of the planned business programs are not in accordance with the potential that exists in the village. Thus, the management of BUMDes has not been running and achieving its objectives according to the BUMDes principles.

Implementasi Program Kartu Cerdas Dalam Upaya Mengurangi Siswa Rawan Putus Sekolah Pada Jenjang Sekolah Dasar Di Kota Sukabumi
Program Kartu Cerdas adalah program Pemerintah Kota Sukabumi yang bertujuan memberikan dana stimulan pendidikan berupa beasiswa kepada masyarakat Kota Sukabumi dari golongan ekonomi yang kurang mampu. Tujuan penelitian ini adalah Untuk mengetahui implementasi program kartu cerdas dan faktor yang mempengaruhi program kartu cerdas dalam upaya mengurangi siswa rawan putus sekolah pada jenjang sekolah dasar di Kota Sukabumi oleh Dinas Pendidikan dan Sekolah Dasar di Kota Sukabumi. Penelitian ini menggunakan metode kualitatif deskriptif dan menggunakan teori implementasi kebijakan publik menurut Donald van Metter dan Carl van Horn. Data diperoleh melalui observasi, wawancara, dan dokumentasi dengan pihak-pihak terkait dalam pelaksanaan program kartu cerdas. Prosedur pengujian keabsahan data dilakukan dengan triangulasi sumber. Hasil penelitian ini menunjukkan bahwa pada pengimplementasian kartu cerdas ini sudah sesuai dengan teori yang dikemukakan oleh Donald Van Metter dan Carl Varn Horn Berdasarkan 6 (enam) variabel yakni Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap atau Kecenderungan (Dispotition) Para Pelaksana, Komunikasi Antar-Organisasi dan Aktivitas Pelaksana, Lingkungan Ekonomi, Sosial dan Politik
 
EVALUATION OF THE SOCIAL REHABILITATION PROGRAM FOR UNFITABLE HOUSES (RS-RTLH) IN CIKEMBAR DISTRICT SUKABUMI DISTRICT
The title of this study is "Evaluation of the Social Rehabilitation Program for Uninhabitable Houses in Cikembar District, Sukabumi Regency".This study aimed to evaluate the Social Rehabilitation Program for Uninhabitable Houses in Cikembar District, Sukabumi Regency, to identify the inhibiting and supporting factors of this program. This study uses a qualitative research method with a narrative approach. Data collection techniques include observation, interviews, and documentation. The results of this study indicate that. The effectiveness of RTLH rehabilitation in Cikembar District, has been effectively carried out by the Housing and Settlement Service of Sukabumi Regency, Sufficiency in implementing RTLH rehabilitation is provided to low-income communities, Equitable rehabilitation of RTLH is provided to communities according to the criteria in Sukabumi Regent Regulation Number 46 of 2019. Responsiveness to the people whose houses have been rehabilitated is satisfied with government assistance. Accuracy is good and right on target. Inhibiting factors are insufficient budget, determination of low-quality materials, and lack of mutual cooperation in the community. Analysis of E-Democracy in the Simultaneous General Election
This study aims to determine the development of e-democracy in the 2019 simultaneous general elections in Sukabumi City, which is supported by the high number of internet users in Sukabumi City. To measure e-democracy, researchers adopted the e-democracy model developed by Caldow (2004), which consists of 4 quadrants. The method used in this research is a quantitative method with a descriptive approach. Data collection techniques in this study were by distributing questionnaires, observations, interviews and literature studies. The population in this study were all people of Sukabumi City who were registered as the Permanent Voters List (DPT) in the Sukabumi City area, with a total of 100 respondents from 7 sub-districts in Sukabumi City. The sampling technique used by researchers was probability sampling with cluster sampling technique. Data processing in this study used Statistical Product and Service Solutions (SPSS) 26. The result of this study is that e-democracy activities in Sukabumi City are in the high category, where based on the hypothesis test, obtained ttabel 1.660 < tcount 10.127, then H0 is rejected, and Ha is accepted. The accepted hypothesis reads that the level of e-democracy in the 2019 simultaneous general elections in Sukabumi City is above 50%
EFFECTIVENESS OF THE NATIONAL PUBLIC SERVICE COMPLAINT MANAGEMENT SYSTEM SERVICE PROGRAM (E-LAPOR SP4N) IN THE DEPARTMENT OF COMMUNICATIONS, INFORMATICS AND ENGLISHMENT IN SUKABUMI DISTRICT
In an effort to realize digital technology-based good governance, for public complaint management services related to government performance, the Communication, Information and Signage Office of Sukabumi District launched the E-LAPOR SP4N service program, as one of the public service innovations. The purpose of this study was to determine the effectiveness of the National Public Service Complaint Management System Service Program (E-Lapor SP4N) in responding to and following up on complaints from the public at the Communication, Information and Signage Office of Sukabumi Regency. This research uses qualitative research methods with a descriptive approach to observe individuals or a number of people who will become informants in the phenomenon of research problems. The data collection techniques used were observation, interviews, and documents. Data validation used in this research is source triangulation, technique triangulation, and time triangulation. The results showed that the Communication, Informatics and Standardization Office of Sukabumi Regency successfully implemented the E-Lapor SP4N application strongly. Continuous socialization, training and evaluation efforts were made to ensure understanding and effectiveness of the application. Despite facing resource and budget constraints, the app has successfully increased community participation in the oversight of development and public services. The agency followed clear SOPs in handling complaints, achieving timely resolution despite challenges in responsiveness and budget limitations. The implementation of E-Lapor has had a positive impact with significant improvements in the handling of public complaints, opening up more transparent and participatory access for the community in submitting complaints and aspirations related to public services
Kinerja Dinas Koperasi, Usaha Kecil Menengah Perdagangan dan Perindustrian dalam Upaya Menangani Kemiskinan Melalui Program “Sukabumi Kece” di Kota Sukabumi
This research is entitled "Performance of the Cooperative Service, Small and Medium Enterprises, Trade and Industry in an effort to overcome poverty through the small Sukabumi program in Sukabumi City". This study aims to provide an overview of how the performance of the Sukabumi City Diskopdagri in dealing with poverty in Sukabumi City. This research is motivated by the problem of not yet optimal implementation of the Sukabumi Kece program carried out by Diskopdagrin against poverty in Sukabumi City. In addition, the training and assistance program provided by the Sukabumi City Diskopdagrin to the community did not fully run optimally due to the COVID-19 pandemic which resulted in this program being carried out first before its implementation. The method used in this research is descriptive qualitative research method. The data collection techniques were carried out through observation, interviews and documentation. The results of this study indicate that the implementation of the Sukabumi Kece program is still not optimal in dealing with poverty in Sukabumi City
EFFECTIVENESS OF THE EXPANSION PROGRAM OF EMPLOYMENT OPPORTUNITY FOR UNEMPLOYMENT PREVENTION OF SUKABUMI DISTRICT
The purpose of this study to determine the effectiveness of the expansion of employment opportunities program against unemployment reduction in Sukabumi. The method used is qualitative method with descriptive approach. Data collection using observation techniques, interviews, and documentation. Data analysis using Flow model Method and Data Validation using triangulation technique. This study uses the theory of program effectiveness from Sutrisno with 5 indicators of program effectiveness, namely program understanding, target accuracy, timeliness, achievement of goals, and taking real research results show the effectiveness of the expansion of Employment Opportunities Program Against Unemployment in Sukabumi runs well where the dimension of understanding the independent labor program. Program runs skill training through the P2KSS program so as to support the achievement of targets. On the dimension of the accuracy of the target where the independent labor program according to the target where targeting housewives. In imensi keteapatan socialization time will be quite effective independent work program because it has done socialization as much as 2 times face to face. In the dimension of the program where the independent labor program spreads widely to all levels of society. And in the dimension of real decision where Disnakertrans provide facilities and assistance to the community and also training has been implemented
