The trouble with foreign fishing vessels and their crew: is a vessel in the hand really worth two in the sea?

Foreign fishing vessel (FFV) apprehensions in the northern Australian Fishing Zone (AFZ) represent a significant and growing problem not just for the government authorities charged with the detection, apprehension and arrest, investigation and prosecution of offenders but for the Federal Government and Australian taxpayers. Arrests in 2005 were more than double those reported for 2004. 1 In one two-week period in late March 2006, 23 FFVs were apprehended carrying a combined total of 197 crew. 2 While the apprehensions do, on the one hand, vindicate the decision to divert increasing Commonwealth funds towards the fight against illegal fishing, 3 they also raise a question for which there is no easy answer: What is to be done with the FFVs and their crews? Immediately consequent upon the boarding and seizure of a FFV, a number of issues – logistical, legal and social – arise. The nature of these issues is such that many agencies, companies and individuals are involved in dealing with them. With several different actors involved in the processing of FFVs and their crew, there is a risk that the extent of the combined drain on national resources has been overlooked. This Comment raises some of the issues which might flow from the arrest of a FFV and focuses on the costs involved in processing the FFV and crew. The review concludes by asking whether the arrest and seizure of FFVs is the best use of Australia's resources

Imaging, radiation exposure, and attributable cancer risk for neonates with necrotizing enterocolitis

Abstract Purpose: Neonates with necrotizing enterocolitis (NEC) receive numerous radiologic investigations that potentially increase their lifetime cancer mortality risk. We evaluated our radiologic practice pattern for patients with NEC and estimated cumulative radiation exposure and lifetime cancer risk. Methods: Infants with NEC in a tertiary care NICU had patient demographics, imaging, treatments/ interventions, and outcomes analyzed over 3 years. The number and type of imaging were recorded, including NEC-related imaging (thoraco-abdominal "babygrams" and abdominal radiographs), and all other imaging modalities. Patients were stratified by birth weight: group 1 (b 750 g); group 2 (751-1500 g); and group 3 (N 1501 g). Pre-existing normative data were used to calculate radiation exposure, absorption, and attributable cancer risk from NEC-related imaging. Results: Sixty-four neonates with 72 episodes of NEC were identified. Overall survival was 75.0%. When stratified by birth weight, mean abdominal radiographs and babygrams comprised 51%, 60%, and 74% of total imaging, giving median mGy doses of 2.1, 0.4, and 0.2, respectively. Compared to normative data, radiation dosing, and median cumulative cancer lifetime mortality risk increased by an average of 4.3 × from baseline, with two cases documenting a 20-fold increase. Conclusion: Neonates with NEC are exposed to significant amounts of radiation directly attributable to disease surveillance. Non-radiologic surveillance methods could significantly reduce radiation exposure and cancer risk in these infants

Assessment, Usability, and Sociocultural Impacts of DataONE

DataONE, funded from 2009-2019 by the U.S. National Science Foundation, is an early example of a large-scale project that built both a cyberinfrastructure and culture of data discovery, sharing, and reuse. DataONE used a Working Group model, where a diverse group of participants collaborated on targeted research and development activities to achieve broader project goals. This article summarizes the work carried out by two of DataONE’s working groups: Usability & Assessment (2009-2019) and Sociocultural Issues (2009-2014). The activities of these working groups provide a unique longitudinal look at how scientists, librarians, and other key stakeholders engaged in convergence research to identify and analyze practices around research data management through the development of boundary objects, an iterative assessment program, and reflection. Members of the working groups disseminated their findings widely in papers, presentations, and datasets, reaching international audiences through publications in 25 different journals and presentations to over 5,000 people at interdisciplinary venues. The working groups helped inform the DataONE cyberinfrastructure and influenced the evolving data management landscape. By studying working groups over time, the paper also presents lessons learned about the working group model for global large-scale projects that bring together participants from multiple disciplines and communities in convergence research
