Pembangunan masyarakat dan pemberdayaan rakyat tidak mungkin dapat dipisahkan dari arena dan kontek dimana ia beroperasi. Pemberdayaan masyarakat merupakan bagian dari strategi dan program pembangunan kesejahteraan sosial. Salah satu solusi untuk yang ditawarkan pemerintah dalam menanggulangi kemiskinan dengan programnya yaitu melalui program transmigrasi, dengan tujuan untuk memberdayakan masyarakat membuka lahan baru untuk meningkatkan taraf hidupnya dan menetap di wilayah pengembangan transmigrasi, dengan mewujudkan pusat pertumbuhan wilayah baru sesuai dengan rencana tata ruang wilayah.Dalam penelitian menggunakan penelitian yang bersifat kualitatif. Dalam hal ini, yang menjadi fokus penelitian a. Peran Dinas Tenaga Kerja dan Transmigrasi, b. Pemberdayaan masyarakat miskin di daerah transmigran. dengan populasi 46 informan dan sampel 46 informn. Sesuai dengan masalah tersebut, data yang digunakan berupa indept interview, observasi, dokumen selanjutnya dianalisa dengan menggunakan diskriptif kualitatif.Hasil analisa menunjukkan peran Dinas Tenaga Kerja dan Transmigrasi sangat berperan aktif dan dapat memberdayakan masyarakat miskin di daerah transmigran
