A Survey of Viva CalleSJ Participants: San Jose, California 2015
This report presents the findings from a survey of participants at the Viva CalleSJ open streets event held on October 11, 2015. The survey was designed to provide information that would help the City of San Jose assess the success of the event, guide the planning for future Viva CalleSJ events, and inform potential funders and community partners about the benefits of Viva CalleSJ. A total of 618 people completed the one-page paper survey while at the event. Survey findings provide detail on how people learned about the event, how they traveled to the event, what they did at the event, how much physical activity they got, and their interest in attending future Viva CalleSJ events. The survey also collected data on respondents’ gender, age, and race/ethnicity
Exploring Bicycle and Public Transit Use by Low-Income Latino Immigrants: A Mixed-Methods Study in the San Francisco Bay Area
Latin American immigrants will continue to make up a large share of transit ridership, bicycling and walking in the United States for the foreseeable future, but there is relatively little research about them. This mixed-methods study compares the travel patterns of low-income immigrants living in the San Francisco Bay Area with that of other groups and investigates the barriers and constraints faced by low-income immigrants when taking transit and bicycling. Much of the previous work on immigrant travel has relied on national surveys and qualitative analysis, which underrepresent disadvantaged population groups and slower modes of travel, or are unable to speak to broader patterns in the population. We conducted interviews with 14 low-income immigrants and a paper-based intercept survey of 2,078 adults. Interviewees revealed five major barriers that made public transit use difficult for them, including safety, transit fare affordability, discrimination, system legibility, and reliability. Although crime was the most prominent issue in interviews, the survey results suggest transit cost is the most pressing concern for low-income immigrants. Low-income immigrants were less likely than those with higher-incomes to have access to a motor vehicle, and were less likely than higher-income immigrants or the U.S.-born of any income to have access to a bicycle or bus pass. Finally, although most barriers to public transit use were the same regardless of nativity or household income, low-income immigrants were much less willing to take public transit when they had the option to drive and less willing to bicycle for any purpose. The prevalence of concerns about transit affordability, crime, and reliability suggest transit agencies should consider income-based fare reductions, coordinated crime prevention with local law enforcement, and improved scheduling

The U.S. Bureau of Transportation Statistics conducts a nationwide census of ferry boat operators for the U.S. Department of Transportation and the collected information is used for statistical purposes. The Caltrans Division of Local Assistance has been asked by the Federal Highway Administration (FHWA) to gather data regarding ferry operations under MAP-21, the Moving Ahead for Progress in the 21st Century Act. MAP-21 includes a new formula program for ferry boats and ferry terminal facilities eligible under 23 USC 129(c) which authorizes federal participation in toll roads, bridges, tunnels, and ferries. FHWA has asked that Caltrans assure the ferry boat data is current for MAP-21. The Mineta Transportation Institute was contacted by Caltrans to conduct this research. The research team compiled a spreadsheet and accompanying maps that include ferry boats, routes, and operators along with a number of related characteristics including ownership (public or private), daily trip counts, regulation of fares, terminal locations (street address and coordinates), boarding statistics, and route segment lengths. The spreadsheet contains fields that will allow it to be linked in a Geographic Information System to Caltrans Earth software for further analysis. Additionally, where relevant, the report includes a brief description of expansion plans for certain ferry service providers
Comparing Data Quality and Cost from Three Modes of On-Board Transit Passenger Surveys
This report presents the findings from a research project investigating the relative data quality and administration costs for three different modes of surveying bus passengers that produce results generalizable to the full passenger population. The three modes, all of which used survey methods distributed or administered onboard the transit vehicle, were: self-complete paper surveys, self-complete online surveys, and interviewer-assisted tablet-based surveys. Results from this study indicate several implications for practitioners choosing a survey mode. First, and most importantly, the analysis reinforces the point that there is no single, best survey mode. The choice of mode must depend on an agency’s priorities for what questions most need to be answered, what population groups are most important to represent, and exactly how the agency chooses to define concepts like a “complete” survey or a “usable” address. Findings suggest several general recommendations for current survey practice: (1) online surveys administered via an invitation distributed on the transit vehicle are not a good option; (2) old-fashioned, low-tech paper survey may still be the best option for many bus passenger surveys; (3) changes in survey results that accompany changes in survey methods should be interpreted with caution; and (4) using a new survey method, especially one relying on more complex technologies, may create unexpected glitches
What Do Americans Think about Public Transit? A Review of U.S. Public Opinion Polling Survey Questions
This “seed grant” research project compiled a set of 56 US public opinion polls that asked respondents their opinions about public transit. The first and primary goal of the project was to assemble a large set of transit-related survey questions that can be used to inspire the design of future surveys on the topic of public transit. The report presents the specific wording of every relevant question identified.
A second objective of the project was to identify general patterns in public opinion about transit that emerge across multiple surveys. Reviewing the entire set of polling questions related to public transit revealed that the surveys commonly address the following themes: the reasons people support public transit; opinions about transit service quality; the extent to which people support improving transit as a general concept; and support levels for raising additional revenues to support transit. The analysis of the poll questions on these topics shows that strong majorities of people believe that transit brings a number of specific benefits to their community, especially congestion relief and accessibility to vulnerable residents. Strong majorities also support improvements to transit as a general concept. However, fewer people support the general concept of increased spending on transit, and considerably fewer than half support raising any specific tax to increase transit funding, except for sales taxes, which usually enjoy majority support
Understanding Workforce Diversity in the Transit Industry: Establishing a Baseline of Diversity Demographics
This study provides baseline data on the status of the racial/ethnic and gender diversity of the transit agency workforce in the U.S. and identifies potential barriers and promising practices for diversifying this workforce. Public transit agencies function best when the diversity of their workforce represents the communities they serve, yet previous research finds an underrepresentation of women and minorities in senior and managerial roles, along with an overconcentration of men and workers of color—particularly Black workers—in operational roles (e.g., drivers, janitors).
The study updates those earlier studies with newer data drawn from five discrete research tasks: 1) review of the scholarly and professional literature on the topic; 2) review of the websites of the 50 largest transit operators; 3) analysis of employee demographic data submitted by 152 transit operators as part of Equal Employment Opportunity (EEO) program plans; 4) analysis of responses to an original survey sent to the human resources personnel of transit agencies (92 responses from staff at 68 agencies), and 5) interviews with 12 professionals selected for their expertise in transportation workforce diversity monitoring, management, and/or advocacy
Breast cancer management pathways during the COVID-19 pandemic: outcomes from the UK ‘Alert Level 4’ phase of the B-MaP-C study
Abstract: Background: The B-MaP-C study aimed to determine alterations to breast cancer (BC) management during the peak transmission period of the UK COVID-19 pandemic and the potential impact of these treatment decisions. Methods: This was a national cohort study of patients with early BC undergoing multidisciplinary team (MDT)-guided treatment recommendations during the pandemic, designated ‘standard’ or ‘COVID-altered’, in the preoperative, operative and post-operative setting. Findings: Of 3776 patients (from 64 UK units) in the study, 2246 (59%) had ‘COVID-altered’ management. ‘Bridging’ endocrine therapy was used (n = 951) where theatre capacity was reduced. There was increasing access to COVID-19 low-risk theatres during the study period (59%). In line with national guidance, immediate breast reconstruction was avoided (n = 299). Where adjuvant chemotherapy was omitted (n = 81), the median benefit was only 3% (IQR 2–9%) using ‘NHS Predict’. There was the rapid adoption of new evidence-based hypofractionated radiotherapy (n = 781, from 46 units). Only 14 patients (1%) tested positive for SARS-CoV-2 during their treatment journey. Conclusions: The majority of ‘COVID-altered’ management decisions were largely in line with pre-COVID evidence-based guidelines, implying that breast cancer survival outcomes are unlikely to be negatively impacted by the pandemic. However, in this study, the potential impact of delays to BC presentation or diagnosis remains unknown
Bridging pre-surgical endocrine therapy for breast cancer during the COVID-19 pandemic: outcomes from the B-MaP-C study
Purpose:
The B-MaP-C study investigated changes to breast cancer care that were necessitated by the COVID-19 pandemic. Here we present a follow-up analysis of those patients commenced on bridging endocrine therapy (BrET), whilst they were awaiting surgery due to reprioritisation of resources.
Methods:
This multicentre, multinational cohort study recruited 6045 patients from the UK, Spain and Portugal during the peak pandemic period (Feb–July 2020). Patients on BrET were followed up to investigate the duration of, and response to, BrET. This included changes in tumour size to reflect downstaging potential, and changes in cellular proliferation (Ki67), as a marker of prognosis.
Results:
1094 patients were prescribed BrET, over a median period of 53 days (IQR 32–81 days). The majority of patients (95.6%) had strong ER expression (Allred score 7–8/8). Very few patients required expedited surgery, due to lack of response (1.2%) or due to lack of tolerance/compliance (0.8%). There were small reductions in median tumour size after 3 months’ treatment duration; median of 4 mm [IQR − 20, 4]. In a small subset of patients ( n = 47), a drop in cellular proliferation (Ki67) occurred in 26 patients (55%), from high (Ki67 ≥ 10%) to low (< 10%), with at least one month’s duration of BrET.
Discussion:
This study describes real-world usage of pre-operative endocrine therapy as necessitated by the pandemic. BrET was found to be tolerable and safe. The data support short-term (≤ 3 months) usage of pre-operative endocrine therapy. Longer-term use should be investigated in future trials
Reliability Testing of the Pedestrian and Bicycling Survey (PABS) Method
Background: The Pedestrian and Bicycling Survey (PABS) is a questionnaire designed to be economical and straightforward to administer so that it can be used by local governments interested in measuring the amount and purposes of walking and cycling in their communities. In addition, it captures key sociodemographic characteristics of those participating in these activities. Methods: In 2009 and 2010 results from the 4-page mail-out/mail-back PABS were tested for reliability across 2 administrations (test-retest reliability). Two versions—early and refined—were tested separately with 2 independent groups of university students from 4 universities (N = 100 in group 1; N = 87 in group 2). Administrations were 7 to 9 days apart. Results: Almost all survey questions achieved adequate to excellent reliability. Conclusions: Transportation surveys have not typically been tested for reliability making the PABS questionnaire an important new option for improving information collection about travel behavior, particularly walking and cycling
