    Model Evaluasi Mutu Sekolah: Pengembangan Instrumen untuk Menetapkan Mutu

    Tujuan utama penelitian ini adalah untuk mengembangkan: (1) model evaluasi mutu sekolah berbasis teori, hasil riset, dan informasi yang dapat digunakan untuk menetapkan mutu sekolah, (2) instrumen evaluasi mutu sekolah yang dapat memberikan informasi yang tepat bagi stakeholder, baik dari segi implementasi komponen dan indikator mutu maupun best practice dan best approach dalam peningkatan mutu sekolah secara berkelanjutan, dan (3) mekanisme evaluasi yang meliputi pengumpulan data, pengolahan dan analisis data, serta pemaknaan dan tindak lanjut hasil evaluasi dilakukan. Secara konseptual dan prosedural, model pengembangan yang digunakan pada penelitian dan pengembangan ini merujuk pada tiga model, yakni: (1) Research and Development (R&D) yang dikembangkan Borg dan Gall, (2) Research and Development Stages (R&D) yang dikembangkan Krajewski dan Ritzman, dan (3) Research Development and Diffusion (RD&D) yang dikembangkan Havelock. Subjek coba dalam R&D dilakukan tiga tahap yakni uji coba pendahuluan melibatkan 20 orang pakar dan praktisi pendidikan, uji coba utama diterapkan pada 250 subjek coba di SMA Negeri 4 Malang, dan uji coba operasional diterapkan pada 442 subjek coba di SMA Negeri 3 Malang, SMA Negeri 10 Malang, SMA Lab UM serta SMA A Yani Malang dengan melibatkan siswa, guru, dan orang tua siswa. Teknik pengumpulan data menggunakan teknik Delphi, FGD, angket, dokumen, observasi, wawancara, penilaian porto folio. Validitas dan reliabilitas instrumen angket dianalisis ITEMAN, sedangkan keabsahan data kualitatif dilakukan dengan trianggulasi antar sumber, tempat, dan metode. Analisis data kuantitatif dengan teknik analisis deskriptif dan data kualitatif dengan model interaktif. Berdasarkan hasil penelitian dapat disimpulkan bahwa Model EMS: (1) pengembangan komponen dan indikator mutu sekolah dilakukan melalui R&D. Artinya, untuk menghasilkan komponen dan indikator mutu sebagai inti (core) dari model EMS dilakukan melalui kajian konseptual, teoretik, dan empirik di lapangan melalui survai, FGD, dan teknik Delphi; (2) ada interaksi yang positif antar pakar pendidikan dan praktisi pendidikan dalam memberikan judgment komponen dan indikator mutu sekolah. Artinya, proses pengembangan Model EMS yang di dalamnya berisi sepuluh komponen mutu dan empat puluh dua indikator mutu merupakan kesepakatan bersama yang akan digunakan sebagai acuan untuk mengembangkan instrumen EMS; (3) model EMS hasil pengembangan memiliki kepekaan yang tinggi terhadap objek yang diteliti. Artinya, dalam proses ujicoba pendahuluan, utama, dan operasional di lima Sekolah Menengah Atas (SMA) pada 742 subjek coba dapat mengungkap data yang dibutuhkan; (4) model EMS hasil pengembangan dapat memberikan informasi yang tepat bagi stakeholder. Artinya, tujuh jenis instrumen yang digunakan meliputi angket, dokumentasi, observasi, wawancara, dan penilaian porto folio dapat memberikan seluruh informasi yang berkaitan dengan implementasi komponen dan indikator mutu, termasuk best practice dan best approach yang dilakukan siswa, guru, kepala sekolah; (5) tingkat koherensi instrumen EMS ketika digunakan untuk menetapkan mutu sekolah sesuai dengan rancangan. Artinya, lima jenis instrumen yang digunakan dapat memberikan informasi yang saling mendukung dan melengkapi antara data kuantitatif yang dianalisis dengan statistik deskriptif maupun data kualitatif yang dianalisis dengan interaktif; dan (6) kelebihan dibandingkan instrumen BAS Nas dan SNP signifikan. Artinya, instrumen EMS: (a) komprehensif, karena komponen dan mutu indikator mutu mewakili hampir seluruh kegiatan penyelenggaraan pendidikan, (b) holistik, karena dapat mengungkap fakta sesungguhnya apa yang terjadi di sekolah, (c) mudah dilakukan, (d) temuan EMS dapat digunakan sebagai evaluasi diri sekolah, (e) efektif digunakan sekolah tanpa mengganggu proses pembelajaran yang ada, (f) mendukung persiapan akreditasi sekolah dan penjaminan mutu, serta (g) independen karena melibatkan komite sekolah

    The research objectives were to determine the type of service, analyze and identify supporting factors and inhibiting factors for empowerment services for women and children in Samarinda City. With this type of qualitative research. Data collection techniques are observation, interviews and documentation. Then the interactive model data analysis technique. The results of research on empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda include the provision of information and data collection services through hotline calls or through the SIPPEKA application. Medical and psychological referral services are carried out in collaboration with hospitals and HIMPSI, legal aid services are provided for victims of women and child violence from the police office to the court and in the mediation stage. Safe home services to provide protection for victims.     Abstrak. Sektor pariwisata di Indonesia senantiasa terus dikembangkan dari tahun ke tahun. Salah satu sektor yang sedang gencar-gencarnya dikembangkan yaitu potensi desa wisata di berbagai daerah di Indonesia. Desa Selorejo Kecamatan Dau menjadi salah satu desa yang sedang dalam proses dikembangkan menjadi desa wisata yang memiliki daya jual dan saing yang tinggi. Adapun potensi yang masih bisa dikembangkan lagi di Desa Selorejo selain wisata petik jeruk yaitu wisata edukasi pertanian, wisata sungai, dan wisata Bedengan. Untuk wisata Bedengan sendiri, terdapat beberapa aspek yang bisa dikembangkan. Salah satunya pemanfaatan hutan pinus sebagai sarana wisata dengan pembangunan rumah pohon. Berdasarkan hasil pengembangan potensi wisata pada kawasan Bedengan dengan pembangunan rumah pohon dapat diketahui bahwa terjadi peningkatan jumlah pengunjung dengan tujuan berwisata. Jika sebelumnya mayoritas pengunjung hanya bertujuan untuk berkemah, setelah adanya pengembangan fasilitas di kawasan Bedengan menjadikan para pengunjung memiliki opsi untuk berwisata alam.     Education is very important in improving the quality of human resources (HR). Good quality human resources are expected to fill jobs in accordance with their expertise and can further advance the country. In the world of education to realize this one of them is by the existence of vocational education. Preparation of skilled personnel with the approach of life base learning (LBL) through Teaching Factory (TeFa) is very much needed for vocational education. Therefore, in every vocational institution, they should have LBL-TeFa preparation, implementation, and evaluation in accordance with education directorate standards. So as to improve the quality of vocational education. This paper discusses improving the quality of vocational education through LBL-TeFa.     The Contribution of Teaching Skill and Learning Skill To The Competence Achievement of Computer Assembly in Public Vocational High School of Malang City

    Good competence mastering for the package of Computer and Network Engineering skill can’t be separated from maturity of competence achievement in the skill program basic as well. Thus, with good and appropriate basic competence achievement of Computer and Network Engineering skill, competence mastering of Computer and Network Engineering skill will also be great. Computer assembly subject is one subject which included into basic of Computer and Network Engineering skill. Besides that, computer assembly subject supports computer technician work which much needed in the industrial or business world. Less basic competence mastering of Computer and Network Engineering skill is assumed due to many aspects, both internal and external aspect. Internal aspect includes factor which affects from the inside of student such as learning skill. External aspect is factor which affects from student’s outside such as teacher teaching skill. This research aims to know how large the contribution of teaching skill and learning skill to the vocational competence achievement for students in the Vocational High School (SMK-Sekolah Menengah Kejuruan) at Computer and Network Engineering skill Malang City. Type and data analysis in this research included into quantitative research. Sample in this research was 199 students in the 10th Grade. Data collection technique for teaching skill and learning skill variable used questionnaire, while competence achievement of computer assembly variable used test and documentation. Data analysis that used in this research was frequency distribution with SPSS program for Windows version 16. Data analysis included description and multiple regression. Research result showed that: (1) contribution of teaching skill to the competence achievement of computer assembly was 5%; (2) contribution of learning skill to the competence achievement of computer assembly was 8%; and (3) contribution of teaching skill and student learning skill simultaneously to the competence achievement for computer assembly was 20.2%. Suggestion that recommended in this research as follow: (1) it needs improvement or development for teachers in order to be able to give question and distribute the question which will encourage student to have critical thinking; (2) it needs guidance for students who have difficulty in arranging their learning schedule and cooperate with parents in order to support their children’s effort to be discipline in learning as with the learning schedule

    This study was to determine the effect of machining skills and numeracy literacy skills formation on PBL model welding practicum for Mechanical Engineering Education Study Program students in the year 2016 and 2017. The method of this research approach was quantitative with path analysis. This study used a random sampling technique. The results showed that (1) the machining skills formation significantly influenced the PBL model welding practicum; and (2) the numeracy literacy skills formation significantly influences the PBL model welding practicum for students. The numeracy literacy skills test results have the most influence on the PBL model welding practicum for student

    Effect of Media Synchronization Module on Learning Achievement of the Software Engineering Students of Vocational High School

    This research aims at examining the effect of media synchronization module, mechanical aptitude, and prior knowledge on learning achievement of eleven grade students of the Software Engineering (RekayasaPerangkatLunak/RPL) Programin Vocational High School 5 at Malang, East Java, Indonesia. This quasi-experimental research used factorial design of 2x2x2 pattern and applied the non-equivalent control group design. It involved 74 students who were divided into two groups; 37 students were in the experimental group and 37 students were in the control group. Tests were used to investigate the students’ mechanical aptitude, prior knowledge and learning achievement. Data were analyzed by using three-way ANOVA. The results of the research showed that: 1) There was a significant difference in the learning achievement of the group taught by using media synchronization module and those who were taught by using the conventional method; 2) there was no significant difference in the learning achievement in the C++ Programming between students who had high and low mechanical aptitude; 3) there was a significant difference in the learning achievement in C++ Programming between students who had high and low prior knowledge; and 4) there was no significant interaction among media synchronization module, mechanical aptitude, and prior knowledge on the learning achievement with C++ Programming
