IMPACT ONLINE LEARNING POLICY DROPS SEMESTER GRADES OF STUDENTS OF FISIP IN CENDERAWASIH UNIVERSITY YEAR 2020-2021
This study aims to investigate the impact online learning policy, issued Ministry of Education and Culture Republic of Indonesia, followed Rector of Cendrawasih University and Dean of Faculty of Social and Political Sciences. Policy impact drops semester grades students from seven program studies in Faculty of Social and Political Sciences: Governance Science, Public Administration, Business Administration, International Relations, Anthropology, Welfare, and Library. To analyze problem, Merilee S. Grindle’s policy theory was used. Qualitative research method. The study was conducted in Faculty of Social and Political Sciences of Cenderawasih University year 2020-2021. Study involves 20 respondents: 8 are lecturers of Faculty of Social and Political Sciences and 12 are students of Faculty of Social and Political Sciences. Qualitative analyzed method was used; data collection methods interview, observation, documentation have been analyzed according to the reality. The result shows that the second semester grades of students of batch 2021 drastically drop due to internet trouble, unavailable facilities, infrastructures, and server building for Wi-Fi in Faculty of Social and Political Sciences, Cenderawasih University, districts in Papua Province, and districts in West Papua Province. Recommendation for Dean of Faculty of Social and Political Sciences of Cenderawasih University, Rector of Cenderawasih University, Ministry of Education and Culture Republic of Indonesia is to allow face to face learning with number of students grouped into several daily shifts and good implementation of covid-19 health protocols in Faculty of Social and Political Sciences of Cenderawasih University
IMPACT COVID-19: INFLATION ON STAPLE FOOD, UNEMPLOYMENT, THEFT, MARIJUANA CASES IN JAYAPURA CITY IN 2020-2021
This study aims to investigate how the impact of COVID-19 to the inflation of staple foods, increasing in unemployment 2,956 people, theft 2,940 cases and marijuana 50 cases in Jayapura City in 2020. To analyze the problem in this study, Thomas R. Dye Policy Theory was used. Qualitative research method was used. Research location is in Jayapura city in 2020-2021. There are 20 respondents gathered in this study: 1 respondent of Head of Health Department of Jayapura city; 1 respondent of Head of Department of Industry, Trade, Cooperatives and SMEs of Jayapura city; 1 respondent of Head of Department of Labor of Jayapura city; 2 respondents of Head of Detective for Theft and Marijuana Cases; 5 respondents of private employees; 6 respondents of neighborhood chiefs and respected figures in society; and 4 respondents of high school students and university students. The data collected and analyze from interview, observation and documentation according to the reality. In Jayapura City in 2021, the impact of COVID-19 still increase, the rise of staple food, the number of unemployment to 12,788 people, theft cases to 3,920 cases and marijuana cases to 60 cases. The suggestions to Mayor of Jayapura City in 2022 are lower monthly and yearly tax for malls, shops, hotels, traditional markets, give the donations or helps entrepreneurs suffering financial problems, no termination of employees in private sectors, ease the approval of business license issues and also invite the big investor to come and open the new business in Jayapura City
Evaluasi Kinerja Pegawai Jabatan Struktural dengan Jabatan Fungsional Pasca Terbit Kebijakan Tunjangan Tambahan Penghasilan di Dinas Pendidikan Kabupaten MAPPII
This research aims to evaluate the performance of employees in structural positions with functional positions after the issuance of the additional income allowance policy at the Mappi district education office. The method used in this research is qualitative. Based on interview data, the research results show that 1).Quality of work. In particular, there is no difference in performance achievements pre and post TPP administration. 2.) Quantity of work. There are differences in the quantity of work pre and post TPP in structural positions and functional officials. For structural officials, work is assigned in a quantity of 12 points post-TPP from 10 points pre-TPP, this means that there is an additional workload after the TPP is implemented. Furthermore, for functional officials, there has been a change in the provision of TPP from 12 workload points during pre-TPP to 10 TPP weight points, meaning there is a decrease in workload. 3). Supervision of structural positions. The obstacle is in the form of a lack of readiness of officials due to changes in workload which has increased more than after the TPP was given, then another obstacle is that the TPP program is not attractive. 4.) Attendance. The TPP program provided is unable to increase employee motivation to improve their performance because the amount of TPP received refers to work performance achievements, not based on discipline or the level of attendance of officials. 5) Conservation. The provision of TPP has fulfilled the efficient elements.

POLITIK IDENTITAS ETNIK ASLI PAPUA BERKONTESTASI DALAM PEMILIHAN KEPALA DAERAH DI KOTA SORONG
Tujuan penelitian, (1) Untuk mengetahui bagaimana politik identitas etnik asli Papua berkontestasi merebut kekuasaan dalam pemilihan kepala daerah di Kota Sorong. (2) Untuk mengetahui bagaimana etnik asli Papua berkolaborasi dengan etnik non Papua dalam merebut kekuasaan dalam pemilihan kepala daerah di Kota Sorong. Metode penelitian kualitatif. Hasil penelitian menunjukkan (1) Otonomi khusus melahirkan politik identitas etnik, egoisme kampung, marga, budaya, saudara, untuk merebut kekuasaan dalam pemilihan kepala daerah di Kota Sorong. Kedua etnik asli Papua saling marginalisasi dalam strategi isu kampaye politik identitas, family, marga, kampung, organisasi etnik, gereja, televisi,spanduk, koran, elit DPRD Kota. Kedua etnik tidak bersatu dikarenakan egosime budaya, adat, diantara kedua etnik asli Papua itu sendiri di Kota Sorong. Tujuan politik identitas etnik untuk menguasai sumber daya ekonomi (dana) otsus Kota Sorong. (2) Alasan etnik asli Papua berkolaborasi dengan etnik non Papua dikarena etnik Maybrat mempunyai perjanjian politik yaitu etnik Maybrat walikota dan etnik Makassar wakil walikota dalam pemilihan kepala daerah di Kota Sorong. Serta mengguasai pasar umum, transportasi kendaraan umum.
Identity Politics of Papuan Indigenous Ethnics in the Position Seizure Contestation: A Case Study of the OPD Structural Positions in the Governmental Bureaucracy in Papua
This research was aimed to (1) Know how identity politics of Papua indigenious ethnics of Papua contested to seize structural positions of the OPD (Regional Apparatus Organization) in the governmental organization (2) Know identity politics of Papua indigenous ethnics collaborated with identity politics of non-Papuan ethnics in filling structural position of the OPD in the governmental bureaucracy. The research method used was qualitative i.e. describe, record, analyze, interpret conditions occur today. While data gathering used an observation technique, photos and also interview technique. The research results showed (1) Identity politics practice implemented in the governmental bureaucracy shown along with the existence of dominance of office chief, secretary, structural position and also office with much financial were mostly dominated by MT ethnics. MT ethnics marginalized other Papuan ethnics in positions of office chief, agency, district, secretary, structural position. From the process of marginalized Papuan ethnics were affected by ethnics egoism from village, clans, family, one ethnic and other Papuan ethnics emerge other Papuan ethnics prefer non-Papuan ethnics to collaborate in power in the governmental bureaucrcy. Various powers in the filling of the OPD structural positions in the governmental bureaucracy. The bureaucracy of Papuan governmental bureaucracy was still thick with a cultural primordial, familism, tribalism and margaism. The purpose of ethnics identity politics applied in the governmental bureaucracy include to dominate economic resources that are much such as: Otsus Fund, APBD, PAD, DAK, DAU, governmental projects and programs for self ethnic interest and political groups in the governmental bureaucracy. (2) The filling of the OPD structural position of the governmental bureaucracy. The whole of position percentage data result available in filling the OPD structural position of the governmental bureaucracy, MT ethnics dominate all of positions available. And is followed by non-Papuan ethnics (BS, BN, MR, AN, and TA) that collaborated with MT ethnics in seizing number one and number two chairs in the governmental bureaucracy. Team baperjakat has selected officers who are skilled, good career, professional suitable with country’s civil apparatus. However, all decision to promote officials in the OPD structural position, that guard ethnic contestation in the governmental bureaucracy, in overall policy based on number one and number two persons in the governmental bureaucracy. TRADITIONAL DOWRY IN REPRESSING PAPUAN WOMEN’S POLITICAL REPRESENTATION JAYAPURA CITY LEGISLATIVE 2014-2019
This research investigated the impact of traditional dowry payments on the low political representation of indigenous Papuan women in the Jayapura City legislature from 2014 to 2019. Despite the election of four indigenous Papuan women to the Jayapura City legislature in 2014, there remains a significant gap in representation. This qualitative research gathered data through interviews with 30 respondents, including seven influential community figures, seven husbands of indigenous Papuan women, six Papuan students, two lecturers, three members of political parties, two female Papuan legislators, one representative from the General Election Commission, one member of the Papuan People’s Council, and the head of the Population and Civil Registry Service. Observational data were gathered from the General Election Commission Office and the indigenous Papuan community in Jayapura City. Documentation review further supplemented the research, focusing on legislative representation data, voter turnout, and customary dowry payment records for indigenous Papuan women. The data underwent rigorous re-validation to ensure the analysis accurately reflected the reality of how traditional dowry practices hinder the political participation of indigenous Papuan women in the Jayapura City legislature during the specified period. The findings reveal that the obligation for indigenous Papuan women to adhere to their husbands’ directives, a consequence of dowry payments, significantly limits their ability to engage in political activities, including legislative candidacy and community campaigning. This restriction was exemplified in the 2019 election, where only one indigenous Papuan woman was elected to the Jayapura City legislature
KOMPOSISI ETNISITAS BIROKRASI PEMERINTAHAN DAN DAMPAK ETNISITAS TERHADAP AKSES PELAYANAN PUBLIK DALAM IMPLEMENTASI OTONOMI KHUSUS SERTA IMPLIKASINYA TERHADAP KETAHANAN WILAYAH (Studi Di Birokrasi Pemerintahan Kota Sorong, Provinsi Papua Barat)
The purpose of this research is to find out (1) ethnicity composition of the
government bureaucracy at Sorong, and (2) the ethnicity effect on public service in
implementing special autonomy, (3) its implication on regional resilience at Sorong
government.
The research method in use is qualitative descriptive. The research is the study
on government bureaucracy at Sorong, West Papua province. The data and facts
collected with observation, in-depth interviews technique and secondary data.
Domination of the Ayamaru tribe/ ethnic creates discrimination in the
bureaucracy and public service at the Sorong local government. The domination
shows the majority of Ayamaru ethnic existence at every SPKD more than other
ethnic. It also shows on the organization structure at every SPKD, where official with
strategic position is of Ayamaru tribe. There is not a significant conflic
