    Mass transit options

    Choices on public transit options are choices about a city's future. Will there be congestion? Will there be high levels of air and noise pollution? Will transport be affordable? Will services be available to all? The type of public transit system will have a big impact on the answers to these questions. This module aims to provide policy-makers in developing cities - and those advising them - with guidance on choosing appropriate Mass Rapid Transit (MRT) systems. The module begins by briefly describing some basic concepts and defining features of MRT in developing cities. Current applications of each of the main MRT options are then described, focusing on applications in developing cities. Since Metros and Light Rail Transit are still relatively uncommon in low income developing cities, most of this discussion focuses on the recent development of Bus Rapid Transit systems throughout the world

    International Lessons for Promoting Transit Connections to High-Speed Rail Systems

    As the California High-Speed Rail (HSR) project becomes reality, many communities involved in, or affected by, the California HSR project have considered how to connect the new HSR passenger services to local urban transportation systems – such as bus and light rail systems – and how they can take advantage of HSR accessibility and speed throughout the state. European and other overseas systems have decades of experience in forging connections between HSR and various transportation options. This study examines international HSR stations and identifies patterns in transit connections associated with stations on the basis of size, population levels, and other characteristics. Additionally, a closer examination is made of the lessons that can be learned from a strategic sample of overseas HSR stations, correlated to similar cities in the planned California system. Generally, the findings from the comparison suggest that California cities must make significant strides to approach the level of integration and ease of access to other modes that systems outside the U.S. now enjoy

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region

    Carnage Interrupted: An Analysis of Fifteen Terrorist Plots against Public Surface Transportation, Research Report 11-20

    This report examines 13 terrorist plots against public surface transportation that were uncovered and foiled by authorities between 1997 and 2010 and two failed attempts to carry out attacks. Certainly, this is not the total universe of foiled or failed terrorist plots in these years, but they were selected on the basis of what is known about them and the accessibility of information. The report focuses on terrorist plots in the West. Seven of the 15 plots took place in the United States, and four occurred in the United Kingdom. These two countries figure prominently as targets of terrorism, and in addition, American and British officials have dealt with terrorist plots through publicized arrests and trials, which provide additional information. Although motive was not a criterion in the selection of the plots, all but one involve individuals or groups inspired by al Qaeda’s ideology of violent global jihad against the West. The exception is the 1997 Flatbush plot, in which two terrorists, both of whom had connections with Hamas, angered by events in Palestine, simply wanted to kill as many Jews as possible to express their opposition to U.S. support for Israel. Other sources suggest that the Flatbush plotters wanted to force the release of jailed Islamist terrorists in the United States, including Ramzi Yousef, who participated in the 1993 World Trade Center bombing, and Sheik Omar Abdul-Rahman, who was convicted for his involvement in a plot to carry out additional bombings in New York

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    Technical and institutional priorities for enhancing rail/aviation cooperation for the future intercity passenger transportation

The growth in the number of airport rail links reflects the almost relentless growth in air travel and the associated worsening congestion and delays on both landside and airside of airports. Rail-Air Passenger Intermodal Development (RAPID) in the United States has lagged behind the world trend, especially in comparison with Europe and Japan. This paper consists of two tasks: to examine technical priorities for the competitiveness of rail a s a feeder to a irports, a nd to i dentify key b arriers a nd recommend changes for RAPID development in this nation. Having an effective intermodal connection has proved to be the prerequisite for the successfulness of RAPID. When such a connection is available, enhancing intermodal cooperation is likely to be more effective than operating high speed rail in terms of the competitiveness of railfor airport trips. The speed of trains only needs to be high enough to ensure door-to-door trip time advantages over highways and flights in short- to mid- distance corridors. All the necessary technical options for RAPID have been widely applied in the world for decades. Even without technical challenges, RAPID development might be expensive and complicated with with many stakeholders and interest groups directly and indirectly impacted. Lack of effective intermodal infrastructure has been the primary hurdle impeding RAPID development in this nation. Unbalanced development in this nation's intercity passenger transportation system has resulted in the inability of intercity railroads to promote RAPID and the unwillingness of air carriers to connect and cooperate with the rail system.(cont.) These problems make RAPID unlikely to be developed by relying solely on the private sector. Mode separation in the administrative framework and modal bias in policy generate further hurdles for RAPID from the public sector in terms of public funding, information, planning and cooperation. To succesfully achieve RAPID, the federal government must play a major role in terms of provding a) sufficient federal funding specifically for RAPID infrastructures and b) incentives to enhance the willingness of state and localities to support RAPID.     Feasibility Study of a Campus-Based Bikesharing Program at UNLV

    Bikesharing systems have been deployed worldwide as a transportation demand management strategy to encourage active modes and reduce single-occupant vehicle travel. These systems have been deployed at universities, both as part of a city program or as a stand-alone system, to serve for trips to work, as well as trips on campus. The Regional Transportation Commission of Southern Nevada (RTCSNV) has built a public bikesharing system in downtown Las Vegas, approximately five miles from the University of Nevada, Las Vegas (UNLV). This study analyzes the feasibility of a campus-based bikesharing program at UNLV. Through a review of the literature, survey of UNLV students and staff, and field observations and analysis of potential bikeshare station locations, the authors determined that a bikesharing program is feasible at UNLV

    Collaborative Funding to Facilitate Airport Ground Access, Research Report 11-27

    This report presents the findings and conclusions from a research study that has examined the challenges of funding airport ground access projects and the role of collaborative funding strategies between the different agencies that typically become involved in such projects. The report reviews the recent literature on funding airport ground access projects, as well as funding transportation projects more generally. This is followed by a detailed review of current federal transportation funding programs relevant to airport ground access projects, as well as a discussion of state and local funding programs and potential opportunities for private-sector funding. A major component of the research described in the report consists of detailed case studies of seven selected airport ground access projects, including a major intermodal center, two automated people-mover projects, two airport access highway projects, and two airport rail links. These case studies examine the history of each project, the costs involved, and the funding programs and mechanisms used to finance the projects. Based on the literature review, the review of current funding programs, and the case study findings, the report identifies potential funding strategies for intermodal airport ground access projects, requirements for effective implementation of these strategies, and a recommended approach to facilitate successful project development and implementation. The report also presents recommended changes to transportation funding program rules and regulations that could facilitate and simplify development of intermodal solutions to future airport ground access needs

    Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks. This study reviews current research on terrorist tactics against transportation assets, with an emphasis on vehicle ramming attacks. It evaluates some of the current attack strategies, and the possible mitigation or response tactics that may be effective in deterring attacks or saving lives in the event of an attack. It includes case studies that can be used as educational tools for understanding terrorist methodologies, as well as ordinary emergencies that might become a terrorist’s blueprint
