    Враховуючи важливість енергетичного співробітництва в Європі, можливості забезпечити розвиток інфраструктури та встановити необхідні взаємозв'язки між операторами енергоресурсів, керувати потоками енергії та комунікацією між агентами загальноєвропейського енергетичного ринку, застосовувати інноваційні технології для досягнення переваг в розумній спеціалізації у роботі виділено відповідні стратегії. Існуючі енергетичні системи недостатньо оснащені для задоволення найновіших потреб користувачів за такими параметрами, як енергоефективність, надійність, економічність, відповідальність за довкілля. Враховуючи ці параметри, можна знайти майбутній вектор спеціалізації країн в енергетичній сфері. Впровадження розумних енергетичних мереж є необхідним для підвищення енергоефективності, стимулювання економічного розвитку та зростання. У зв'язку з цим формування енергетичної політики Європейського Союзу спрямоване на підвищення безпеки енергопостачання та покращення використання відновлюваної енергії за допомогою різних стимулюючих заходів, передбачених стратегіями та директивами держав-членів ЄС. На сьогодні розвинені країни трансформують свої національні стратегії з розширення відновлюваних джерел енергії у споживанні енергії у всіх секторах економіки. Енергетична політика разом із політикою енергетичної безпеки формується з урахуванням нових потреб розвитку енергетичної інфраструктури. Не всі європейські країни мають достатні запаси традиційних джерел енергії, тому існує необхідність імпорту ресурсів. З огляду на суперечки, що виникають між країнами щодо транспортування енергії, економічного та політичного втручання, європейські країни шукають стійкі джерела енергії для диверсифікації енергопостачання. Таким чином, енергетична безпека досягається за рахунок розширення споживання відновлюваної енергії, виробленої з внутрішніх або зовнішніх джерел енергії. Саме тому пріоритетним завданням є впровадження розумних технологій в енергетичному секторі, належне співробітництво та співпраця для стратегічної перебудови енергетичного ринку. У цьому напрямку все більше уваги приділяється розвитку розумних мереж як основи для майбутнього розвитку енергетичного сектору. Однак слід зазначити, що впровадження технологій інтелектуальних мереж є досить складним процесом, що вимагає глибоких досліджень та аналізу.Учитывая важность энергетического сотрудничества в Европе, возможности для обеспечения развития инфраструктуры и установления необходимых взаимосвязей между операторами энергоресурсов, для управления потоками энергии и коммуникации между участниками общеевропейского энергетического рынка, для применения инновационных технологий для достижения выгод были определены стратегии умной специализации. Существующие энергетические системы недостаточно оснащены для удовлетворения новейших потребностей пользователей по таким параметрам, как энергоэффективность, надежность, экономичность, ответственность за окружающую среду. С учетом этих параметров можно определить будущий вектор специализации стран в сфере энергетики. Развертывание интеллектуальных энергосетей необходимо для повышения энергоэффективности и стимулирования экономического развития. В связи с этим формирование энергетической политики Европейского Союза направлено на повышение безопасности энергоснабжения и улучшение использования возобновляемых источников энергии с помощью различных мер стимулирования, предусмотренных стратегиями и директивами государств-членов ЕС. В настоящее время развитые страны трансформируют свои национальные стратегии в сторону расширения использования возобновляемых источников энергии и потреблении возобновляемой энергии во всех секторах экономики. Энергетическая политика вместе с политикой энергетической безопасности формируется с учетом возникающих потребностей развития энергетической инфраструктуры. Не все европейские страны обладают достаточными запасами традиционных источников энергии, поэтому существует необходимость в импорте ресурсов. Принимая во внимание споры, возникающие между странами по поводу транспортировки энергии, экономического и политического вмешательства, европейские страны ищут устойчивые источники энергии для диверсификации поставок энергии. Таким образом, энергетическая безопасность достигается за счет увеличения потребления возобновляемой энергии, вырабатываемой из внутренних или внешних источников. Вот почему приоритетной задачей является внедрение интеллектуальных технологий в энергетическом секторе, надлежащее сотрудничество и взаимодействие для стратегической реструктуризации энергетического рынка. В этом направлении все больше внимания уделяется развитию интеллектуальных сетей как основы будущего развития энергетического сектора. Однако следует отметить, что внедрение технологий умных сетей - довольно сложный процесс, требующий глубоких исследований и анализа.Given the importance of energy cooperation and collaboration in Europe, possibilities to provide the infrastructure development and to establish the necessary interconnections between energy resource operators, to manage energy flows and communication among Pan-European energy market agents, to apply innovative technologies to achieve the benefits in smart specialization strategies are highlighted. The existing energy systems are insufficiently equipped to meet the users’ newest needs by such parameters as energy efficiency, reliability, cost-effectiveness, responsibility for the environment. Taking these parameters into account, one can find the future specialization vector of countries in the energy sphere. The deployment of smart energy grids is indispensable for improving energy efficiency, stimulating economic development and growth. In this regard, the formation of the European Union's energy policy is aimed at increasing security of energy supply and improving the renewable energy use through various incentive measures provided by the strategies and directives of EU Member States. Nowadays, developed countries are transforming their national strategies to expand renewable energy sources in energy consumption across all sectors of the economy. Energy policies, together with energy security policies, are formed to take into account the emerging needs of energy infrastructure development. Not all European countries have sufficient reserves of conventional energy sources, so there is a need to import resources. Given the controversy that arises between countries over energy transportation, economic and political interference, European countries are looking for sustainable energy sources to diversify their energy supply. Thus, energy security is achieved by expanding the consumption of renewable energy generated from internal or external energy sources. That is why the priority task is to introduce and to implement smart technologies in the energy sector, proper cooperation and collaboration for a strategic restructuring of the energy market. In this direction, more and more attention is paid to the development of smart grids as a basis for the future development of the energy sector. However, it should be noted that smart grid technologies implementation is a rather complex process that requires deep studies and analysis

    Ukraine’s Energy Security in Strategies

    During the independence period, the Ukrainian government has published two energy security strategies. The first strategy was adopted in 2006 and the second one in 2016. Both documents provided a similar definition of energy security. The aims of the first strategy, covering the period 2006–2030, were the restructuring of the fuel and energy complex using new technologies, increase of energy efficiency and ensuring market prices of energy generation and sale. The second strategy was much more extensive and envisaged the implementation of changes in three stages until 2035. The changes proposed in the document are reasonable from the point of view of Ukraine’s energy security. The strategy does not take an explicit position on decarbonisation, although it provides for the modernisation of power plants and closure of unprofitable mines. Some of the goals of the Ukrainian energy sector were only roughly outlined and therefore need elaboration and clear indication of how they would be achieved. The aim of this article is to analyse the reforms and measures provided for in Ukraine’s strategies designed to ensure the country’s energy security. The research hypothesis is as follows: The reforms envisaged in the strategies can effectively contribute to ensuring the state’s energy security. To test this hypothesis, the author formulated the following research questions: 1. How did the two energy strategies define security?; 2. Which elements of energy policy were considered to be the most important in the first strategy document?; 3. What energy security components are listed in the second strategy document?; 4. Were the measures specified in the first and second strategies capable of ensuring the energy security of Ukraine? The applied research methods were the following: literature research, comparison method and content analysis

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Transformation of international economic relations: modern challenges, risks, opportunities and prospects: collective monograph

    The authors of the book have come to the conclusion that it is necessary to effectively use the methodological tools for assessing the competitiveness of financial and insurance markets, methodological approaches to assessing the effectiveness of regional policy, internal audit of resources. Basic research is aimed at researching the main trends in the international economy, socialization of global economic development, investment aspects of development countries, functioning of consumer market in the international economic system, trends of international population migration, processes of European integration in the field of energy efficiency. The research results have been implemented in the different models of the behavior of the economic system in the conditions of crisis, provision competitiveness of national economy in the face of increasing burden of public debt. The results of the study can be used in decision-making at the level of international business, ministries and departments that regulate international relations, ensuring security and overcoming risks. The results can also be used by students and young scientists in modern concepts of the formation of international economic relations in the context of strengthening European integration processes and globalization of the economy

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations
