    Safety in maritime oil sector: Content analysis of machinery space fire hazards

    An in-depth study of the practice within the maritime oil industry was undertaken to ascertain safety issues in seafaring vessels. It was more concentrated on the type of accidents that occur in machine spaces of seafaring vessels in this industry. The main focus of the research was streamlined to fire in machinery spaces. The literature review later concentrated on two of such incidences, they are oil spill and fire events. An investigation was done to assess those factors which actually contribute or are in association to fire outbreak. A content analysis methodology was used to investigate the associative relationships to fire outbreak with the aid of NVivo 9.0 software. The investigation focused on 15 key in-depth reports on machinery space incidences which were uploaded into the software. The results indicate that leakages on hot surfaces were the major causes of fire hazards in seafaring vessels. The results from using this methodology also highlighted two more fire hazards that were not so apparent in previous studies. They are generator fire and compressors fire. The results supported other studies about leakages on hot surfaces as a major contributor, but also clearly show that there are other hazardous factors of fire in machinery spaces that require further investigation

    Fire Management on Container Ships. New Strategies and Technologies

    Design and construction of container ships follow consolidated requirements, with standard consideration of fire management. Indeed, cargo fires can have important consequence on crewmembers and cargoes, as well as impacting coastal zone and marine environment. Innovative strategies include prevention of events and mitigation of consequences. Digital solutions, providing with situational pictures onboard and around the vessel are fundamental for new fire management solutions, seamless and integrated in o the vessel IT infrastructure, according to IMO regulations and the recent EMSA CARGOSAFE Report. The assessment of these solutions requires theoretical evaluation, validation activities in simulated environment and demonstration activities in real environments, with use cases to prove feasibility and benefits. This paper, after a review of traditional preventing and mitigating solutions against fire and an analysis of container ships fires, proposes applicable innovative technologies and operational measures, emerging problems for their potential implementation and requirements for virtual and real tests design

Abstract The cumulative and in-combination effects of ocean shipping and port operations need addressing via a detailed, rigorous and holistic framework of risk assessment and risk management. This aims to protect the natural system while at the same time obtaining societal benefits from the seas. This paper proposes a conceptual framework that integrates both an ISO industry standard risk assessment and management framework (Bow-tie analysis) and the DAPSI(W)R(M) analysis supported by the ten-tenets criteria to provide guidance for all stakeholders, including industry and government, to address these issues.     Review and analysis of fire and explosion accidents in maritime transportation

    The globally expanding shipping industry has several hazards such as collision, capsizing, foundering, grounding, stranding, fire, and explosion. Accidents are often caused by more than one contributing factor through complex interaction. It is crucial to identify root causes and their interactions to prevent and understand such accidents. This study presents a detailed review and analysis of fire and explosion accidents that occurred in the maritimetransportation industry during 1990–2015. The underlying causes of fire and explosion accidents are identified and analysed. This study also reviewed potential preventative measures to prevent such accidents. Additionally, this study compares properties of alternative fuels and analyses their effectiveness in mitigating fire and explosionhazards. It is observed that Cryogenic Natural Gas (CrNG), Liquefied Natural Gas (LNG) and methanol have properties more suitable than traditional fuels in mitigating fire risk and appropriate management of their hazards could make them a safer option to traditional fuels. However, for commercial use at this stage, there exist several uncertainties due to inadequate studies, and technological immaturity. This study provides an insight into fire and explosion accident causation and prevention, including the prospect of using alternative fuels for mitigating fire and explosion risks in maritime transportation

    Security and risk-based models in shipping and ports: Review and critical analysis

    The primary aim of maritime security assessment models is to assess the level of security within and across the maritime network. When managing risk through legislation, regulatory assessment models are used to assess risk levels and examine the impact of policy options, usually in terms of the costs and benefits of a regulatory proposal. This paper reviews the development, application and adequacy of existing risk assessment and management models to maritime and port security. In particular, we examine the problematical issues of security perception, value and impact, and discuss the limitations of the current regulatory framework in providing an integrated and effective approach to risk assessment and management, including for supply chain security
