Virtual public administration: improving public administration procedures through project management
The best way to contribute electronic and mobile Government is by creating a public administration network in virtual communities. This is essentially the definition of Virtual Public Administration (VPA). A virtual community (a good example of which would be the well acclaimed virtual reality world Second Life), could potentially provide the platform to offer improved public administration services. Arguably, the quality of these services to citizens and businesses in virtual communities are more competitive than in reality. Therefore, the social, economic and technological impact is more inquiring because we could potentially offer to the end users more motivation to join these communities. Furthermore the success of the VPA is based on the virtual project management application.
Our paper examines, theoretically and empirically, how VPA could potentially contribute to better public administration services and how effective project management application could facilitate the proposed transition.
The research strategy is based on a combination of qualitative and quantitative methodological approaches. In that respect pertinent data is been collected through both semi structured interviews and questionnaires, with executives and others, in the Greek and UK public administration sector.
Preliminary theoretical results demonstrate the improvement achieved by integrating time in virtual and real worlds and by testing impact to the quality of service provided by public sector to citizens/businesses. To that end, our study provides both qualitative (statements of directors, observations) and quantitative (metrics) examples related to these improvements. Three UK based councils have agreed in principle to participate to the study. Furthermore, in Greece the General Inspector of Public Administration, the National University of Athens and others has also agreed to participate.
Our paper concludes with the contribution of our work along with some interesting avenues for further research
THE RE-ENGINEERING OF MANAGERIAL PROCESS IN PUBLIC ADMINISTRATION
The base of this research was a comparative analyse of the international practices in the field, in order to identify the most important tendencies in public services management. Considering the results of this research, there were identified the foundamental principles of an intelligent management model for public management (subsidiarity, public value and deliberative governance). Starting from this point, we proposed a new intelligent management model applicable in romanian public sector, which can be structured into three major components: top management component (executive and deliberative), operational management component (back office) and communication component (front level). STRATEGIC MANAGEMENT â MODEL AND TOOL FOR THE DEVELOPMENT OF THE LOCAL COMMUNITIES MANAGEMENT, IN THE STATE REFORM CONTEXT
Ever since 2007, along with the completion of the EU accession process, but also before that, our country has constantly focused on improving local government standards either through a solid and sustained reform or through public system management renewal and enhancement. In the actual context, of the permanent reform and modernization of the Romanian state, which includes all its domains and levels: political, legal, administrative, economic â central and local level, the management development of the public local administration plays a crucial role in the successfully achievement of this major objective. The development of the public local administration must rely on criteria such as efficiency, performance, competitiveness and quality, which have to assure the transformation of the local administration and the local communities into tools of maximum satisfaction for the citizens, satisfaction translated in quality public services, performed with the highest level of professionalism, in a high living standards, in safety and confidence in the local authorities. CARACTERIZING THE PUBLIC HEALTH SYSTEM REFORM USING THE STATISTICAL SURVEY APPROACH
Assuring the health of the general public is a major objective of each countryâs public health system. To insure this goal the public health system needs to offer good quality and prompt services according to the populationâs needs The paper presents the main results of a two step sampling procedure applied within the medical institutions from Bucharest in July 2007. NEW PUBLIC MANAGEMENT MODEL A SPECIAL ALTERNATIVE FOR THE ROMANIAN LOCAL PUBLIC ADMINISTRATION
The paper is based on a special research started few years ago. The main objective of this research is to contribute to the innovation of the public management from the Romanian local public administration based on the best practices from the developed European public administration and not only. Our research team set up a new public management model supported by the informational technologies and communications. The research started with a very special diagnosis of the public organizations from the Romanian local public administration and intends to demonstrate that there is an alternative for transforming our Romanian public administration in a more transparent and more effective one. The key component of this model is the public management component, but this is supported by other two components: informatic and communication. The model is defined for each managerial level: top public management, middle public management and low public management level.
