Public Transit Labeling
We study the journey planning problem in public transit networks. Developing
efficient preprocessing-based speedup techniques for this problem has been
challenging: current approaches either require massive preprocessing effort or
provide limited speedups. Leveraging recent advances in Hub Labeling, the
fastest algorithm for road networks, we revisit the well-known time-expanded
model for public transit. Exploiting domain-specific properties, we provide
simple and efficient algorithms for the earliest arrival, profile, and
multicriteria problems, with queries that are orders of magnitude faster than

California Voting and Suburbanization Patterns: Implications for Transit Policy, MTI Report 12-05
Public transit is an environmentally friendly transportation mode that usually focuses on transporting people within and to the city center. However, over the last 60 years, population and employment has been suburbanizing. As the median voter lives further from the city center, and thus enjoys fewer benefits from accessing public transit, does this reduce such a voter’s propensity to support public investment in public transit improvements? We analyze voting patterns on 20 transit-related ballot propositions from state-wide elections in California between 1990 and 2010. Controlling for demographic, socio-economic and political ideological factors, we focus on the role of suburbanization as a possible causal factor in determining public support for public transit investment. The results provide a rich picture of the attitudes towards transportation policy among California voters, and will help policy makers to better understand citizen preferences and to better predict how future trends will shift support towards or against transit. Assessing the Efficiency of Mass Transit Systems in the United States
Frustrated with increased parking problems, unstable gasoline prices, and stifling traffic congestion, a growing number of metropolitan city dwellers consider utilizing the mass transit system. Reflecting this sentiment, a ridership of the mass transit system across the United States has been on the rise for the past several years. A growing demand for the mass transit system, however, necessitates the expansion of service offerings, the improvement of basic infrastructure/routes, and the additional employment of mass transit workers, including drivers and maintenance crews. Such a need requires the optimal allocation of financial and human resources to the mass transit system in times of shrinking budgets and government downsizing. Thus, the public transit authority is faced with the dilemma of “doing more with less.” That is to say, the public transit authority needs to develop a “lean” strategy which can maximize transit services with the minimum expenses. To help the public transit authority develop such a lean strategy, this report identifies the best-in-class practices in the U.S. transit service sector and proposes transit policy guidelines that can best exploit lean principles built upon best-in-class practices
Improving Demand Modeling in California\u27s Rail Transit System
This paper analyzes urban rail-fare elasticity and compares the results across four California transit systems. A method of Internet search is adopted to collect monthly transit-fare records from 2002 to 2013. This paper contributes towards improving demand modeling for public transit using more precise and monthly data and applies econometric techniques involving autoregressive integrated moving average (ARIMA) and panel data models. Results show that demand for public transit in California is very inelastic. Any ridership promotion policy may have a heterogeneous impact across transit systems
Bus rapid transit
Effective public transit is central to development. For the vast majority of developing city residents, public transit is the only practical means to access employment, education, and public services, especially when such services are beyond the viable distance of walking or cycling. Unfortunately, the current state of public transit services in developing cities often does little to serve the actual mobility needs of the population. Bus services are too often unreliable, inconvenient and dangerous.
In response, transport planners and public officials have sometimes turned to extremely costly mass transit alternatives such as rail-based metros. Due to the high costs of rail infrastructure, cities can only construct such systems over a few kilometres in a few limited corridors. The result is a system that does not meet the broader transport needs of the population. Nevertheless, the municipality ends up with a long-term debt that can affect investment in more pressing areas such as health, education, water, and sanitation.
However, there is an alternative between poor public transit service and high municipal debt. Bus Rapid Transit (BRT) can provide high-quality, metro-like transit service at a fraction of the cost of other options. This document provides municipal officials, non-governmental organizations, consultants, and others with an introduction to the concept of BRT as well as a step-by-step process for successfully planning a BRT system
Optimizing public transit quality and system access: the multiple-route, maximal covering/shortest-path problem
Public transit service is a promising travel mode because of its potential to address urban sustainability. However, current ridership of public transit is very low in most urban regions -- particularly those in the United States. Low transit ridership can be attributed to many factors, among which poor service quality is key. Transit service quality may potentially be improved by decreasing the number of service stops, but this would be likely to reduce access coverage. Improving transit service quality while maintaining adequate access coverage is a challenge facing public transit agencies. In this paper we propose a multiple-route, maximal covering/shortest-path model to address the trade-off between public transit service quality and access coverage in an established bus-based transit system. The model is applied to routes in Columbus, Ohio. Results show that it is possible to improve transit service quality by eliminating redundant or underutilized service stops.
Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05
Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes
What Do Americans Think about Federal Tax Options to Support Public Transit, Highways, and Local Streets and Roads? Results from Year Eight of a National Survey
This report summarizes the results of the eighth year of a national random-digit-dial public opinion poll asking 1,201 respondents if they would support various tax options for raising federal transportation revenues, with a special focus on understanding support for increasing revenues for public transit. Ten specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new federal sales tax. Other questions probed perceptions related to public transit, including knowledge and opinions about federal taxes to support transit. In addition, the survey collected data on standard sociodemographic factors, travel behavior (public transit usage, annual miles driven, and vehicle fuel efficiency), respondents’ views on the quality of their local transportation system, and their priorities for government spending on transportation in their state. All of this information is used to assess support levels for the tax options among different population subgroups.
The survey results show that a majority of Americans would support higher taxes for transportation – under certain conditions. For example, 78% of respondents supported a gas tax increase of 10¢ per gallon to improve road maintenance, whereas support dropped to just 36% if the revenues were to be used more generally to maintain and improve the transportation system. For tax options where the revenues were to be spent for undefined transportation purposes, support levels varied considerably by what kind of tax would be imposed, with a sales tax much more popular than either a gas tax increase or a new mileage tax.
With respect to public transit, the survey results show that most people want good public transit service in their state. In addition, 68% of respondents supported spending gas tax revenues on transit and 48% supported raising the gas tax specifically to pay for transit. Also, not all respondents were well informed about how transit is funded, with only 58% knowing that fares do not cover the full cost of transit
Performance Measures to Assess Resiliency and Efficiency of Transit Systems
Transit agencies are interested in assessing the short-, mid-, and long-term performance of infrastructure with the objective of enhancing resiliency and efficiency. This report addresses three distinct aspects of New Jersey’s Transit System: 1) resiliency of bridge infrastructure, 2) resiliency of public transit systems, and 3) efficiency of transit systems with an emphasis on paratransit service.
This project proposed a conceptual framework to assess the performance and resiliency for bridge structures in a transit network before and after disasters utilizing structural health monitoring (SHM), finite element (FE) modeling and remote sensing using Interferometric Synthetic Aperture Radar (InSAR). The public transit systems in NY/NJ were analyzed based on their vulnerability, resiliency, and efficiency in recovery following a major natural disaster

An Assessment of Performance Measures in the Transportation Development Act
"This report examines the performance measures requirements in California’s Transportation Development Act (TDA) of 1971. The TDA is an important source of funding for the state’s public transit agencies, representing approximately 18 percent of their total (2018) revenue between the TDA’s two funds (LTF and STA). Since the TDA’s passage in 1971, the transit operating environment in California has changed, in some cases dramatically. The state has nearly doubled in population (20.4 million in 1971 to 39.8 million in 2019), traffic has worsened considerably, climate change is now a central public policy focus, and many places around the state are investing heavily in making public transit a viable alternative to driving. Our research examined the TDA’s performance requirements and their effects on the state’s transit operators. We also considered alternative approaches to both transit finance and performance requirements, by studying transit funding programs in 13 other states that invest significant amounts of funding in transit. In brief, we find that the TDA’s use of performance measurements to allocate funding is unusual. The states we studied do not for the most part make funding contingent on performance, thereby avoiding the unproductive and difficult-to-implement “death penalty” (Taylor, 1995) of withholding subsidies for a much-needed public service. In several of the cases analyzed, by contrast, states guarantee specific levels or amounts of funding for transit service.To examine how the TDA’s performance measures are working, we conducted a survey of California transit professionals at agencies and at Regional Transportation Planning Agencies (RTPAs). That California’s aspirations for transit have evolved over the years is reflected in the frequent loopholes and exemptions the legislature has added to the TDA to give struggling operators more latitude to receive funding in order to meet multiple goals and objectives while staying in compliance with a single cost-effectiveness goal. The extent and frequency with which these exemptions have occurred suggests that the larger aims for public transit, and indeed the goals for the TDA program itself, have evolved, and need to be re-thought holistically, rather than incrementally.Accordingly we offer six recommendations concerning transit performance assessment in the TDA.
