    Reclaiming the political : emancipation and critique in security studies

    The critical security studies literature has been marked by a shared commitment towards the politicization of security – that is, the analysis of its assumptions, implications and the practices through which it is (re)produced. In recent years, however, politicization has been accompanied by a tendency to conceive security as connected with a logic of exclusion, totalization and even violence. This has resulted in an imbalanced politicization that weakens critique. Seeking to tackle this situation, the present article engages with contributions that have advanced emancipatory versions of security. Starting with, but going beyond, the so-called Aberystwyth School of security studies, the argument reconsiders the meaning of security as emancipation by making the case for a systematic engagement with the notions of reality and power. This revised version of security as emancipation strengthens critique by addressing political dimensions that have been underplayed in the critical security literature

    Open political science, methodological nationalism and European Union studies

    The relationship between European integration and political science has always offered a very good case study of the intersection between novel developments in the ‘real world’ and the evolution of the academic study of politics. The area of political science now usually dubbed EU studies has, of course, been driven routinely by the unfolding story of the object it seeks to analyse. Put simply, without the EU there would be no EU studies. The emergence of integration theory in the 1950s and 1960s was a bold attempt to build a general comparative framework out of the inductive study of the European experience that commenced with the inauguration of the European Coal and Steel Community in 1951. Subsequent bursts of integrative activity such as the single market project of the mid 1980s and the progress towards monetary union and significant enlargement in the 1990s have provided cues for more analysts of politics to ply their trade (at least partly) in relation to the EU. The EU’s importance as a supplier of binding decisions and as perhaps the key agent for the governance of the European economy have demanded the study of the polity/governance system through which such authoritative outputs emerge. By any reckoning, the proliferation of specialist journals and the membership levels of relevant professional associations suggests a field in robust health, even if some sceptics openly question the overall quality or ‘scientific value’ of the aggregated output of EU studies

    A Relative Impact Ranking of Political Studies In Ireland

    Against a background of the Irish government’s concerns with Key Performance Indicators (KPIs) and the British government’s wishes for a more quantitative Research Assessment Exercise (RAE), our study conducts a relative impact assessment of the study of politics, government, political science, and international relations in Ireland. Impact is measured as citations from the publications of permanent staff in eight Irish politics departments, based on data compiled in April 2008 from two leading academic indexes – ISI’s Web of Science and Scopus – as well as the now popular Google Scholar. We discuss some of the criticisms that naturally arise in a study of this nature. Then, following similar exercises in other disciplines (e.g. economics), we use the impact measures to compare and rank individual scholars as well as departments. We also explore the extent to which the choice of different indexes, and different measures, influences the results that we obtain. While there are differences, in particular between indexes based purely on articles and those that access books and other material, the results from the different indexes are strongly correlated.

    Reassembling the political: the PKK and the project of radical democracy

    One of the most important secular political movements in the Middle East, the Kurdistan Workers Party (PKK) underwent a profound transformation in the 2000s. What the PKK has experienced in this period was a comprehensive restructuration of its organization, ideology and political-military struggle, changing its course towards a project of radical democracy. In this article we explore the content of this new project, and its practical implications. Through this discussion, our study addresses a gap in Turkish and Kurdish studies. Only few studies deal explicitly with the political ideology of the PKK. The data for this article has been collected through a study of Öcalan’s defence texts and his ‘prison notes’, along with key PKK documents, such as congress reports, formal decisions and the writings of its cadre, such as Mustafa Karasu. We conclude that the project for radical democracy is based on the conception of ‘politics beyond the state, political organisation beyond the party, and political subjectivity beyond class’ and can have the opportunity to change the centralist tradition in Turkish political system as well as the statist and class reductionist political thought in the Left in Turkey

    Saving the Banks:The Political Economy of Bailouts

    How much leeway did governments have in designing bank bailouts and deciding on the height of intervention during the 2007-2009 financial crisis? By analyzing the variety of bailouts in Europe and North America, we will show that the strategies governments use to cope with the instability of financial markets does not depend on economic conditions alone. Rather, they take root in the institutional and political setting of each country and vary in particular according to the different types of business-government relations banks were able to entertain with public decision makers. Still, crony capitalism accounts overstate the role of bank lobbying. With four case studies of the Irish, Danish, British, and French bank bailout, we show that countries with close one-on-one relationships between policy makers and bank management tended to develop unbalanced bailout packages, while countries where banks negotiated collectively developed solutions with a greater burden-sharing from private institutions

    Two houses: legislative studies and the Atlantic divide

    Legislative scholars have a history of stepping back occasionally to examine the development and state of the sub-discipline (Budge 1973; Gamm and Huber 2002; Loewenberg, Patterson, and Jewell 1985; Mezey 1993; Morris-Jones 1983; Pasquino 1973; Patterson 1989). Many of these existing reviews, although valuable, are predominantly of a qualitative and subjective nature and are, in most cases, now dated. This paper provides a bibliometrical analysis of the state of legislative studies in the United States and Europe by exploring the content of eight political science journals. I looked at six general political science journals, three originating in the United States and three in Europe, as well as the content of two legislative studies journals—the American-based Legislative Studies Quarterly and the British-based Journal of Legislative Studies

    Foundational Economic Theories for Political-Scientific Inter-Branch Studies

    Economic theories are increasingly popular in political science, and in particular in research on the relations between the legislative, the executive, and the judicial branches of government. Among these theories, principal-agent (´PA´) and transaction cost economics (´TCE´) feature particularly high in our research agenda. Yet, pushed by the view that "the content of ´science´ is primarily the methods and rules" (King et al. 1994: 9), and working with limited resources, political scientists have tended to neglect careful theorizing. PA and TCE are taken off-the-shelf without much prior scrutiny, and past conceptual mistakes are perpetuated. This paper aims at introducing and explaining the real PA, positive agency, TCE, and incomplete contracts theories for the purposes of political analysis. In a companion paper, I show the serious mistakes perpetuated by political scientists, and I argue that, faced with a choice between those four economic theories, we should place our bets on a revised version of TCE.Theory of delegation, political science, principal-agent models, transaction costs economics
