Solutions for Sustainable Economic Development - 4th Arctic Science Ministerial Meeting Report
Arctic Science Ministerial is a unique form of scientific cooperation that traditionally advocates preserving the Arctic region as a territory of peace, stability and constructive interaction focused on achieving concrete, practical results in the interests of all people in the northern latitudes, including indigenous peoples.
The Russian Federation continues the coordinating functions within the ASM adopted from previous coordinators on June 16, 2021 at the final ASM3 webinar, and on October 14, 2021 in Reykjavik, Iceland at the annual international Arctic Circle Assembly, based on the continuity of previous ASM and the increasing relevance of scientific research in the Arctic.
This book provides an overview of past events - webinars, participation in conference roundtables - with the aim of sharing scientific experience of Arctic research and forming informational materials to support science and higher education activities through international organizations and forums in the Arctic zone, supporting and updating the database of Arctic research projects carried out by scientific and educational organizations, including jointly, as well as through international.
The information base for this work was the results of feedback assessment from Russian and foreign scientific and educational organizations, data on international projects in the Arctic, materials from the websites of the Arctic Council https://arctic-council.org/ and the working groups of the Arctic Council. In addition, climate, geological, biological, sociological, and technological research was used as the basis for developing strategies for sustainable economic development in the Arctic that take into account the interests of all stakeholders, including indigenous peoples, environmental organizations, industry, and government agencies
Pan-Arctic Report, Gender Equality in the Arctic, Phase 3
Gender equality in the Arctic is highly relevant to the agenda and role of the Arctic Council (the Council) and its Sustainable Development Working Group (SDWG), which have emphasised gender equality in previous projects and initiatives.
The importance of issues of gender and diversity has become increasingly evident, the latest example being Iceland’s emphasis on gender issues during its Arctic Council Chairmanship. Examples of previous work and valuable input in this field under the Council’s auspices include: the 2002 Taking Wing Conference in Inari that focused on the themes of women and work, gender and self-determination among Indigenous Peoples, and violence against women; the first edition of the Arctic Human Development Report (AHDR) in 2004, which included a chapter on gender; and the second edition of the AHDR, published in 2014, in which gender issues were mainstreamed into all chapters as appropriate
This work has as its object of study the foreign policy of China during the administration of Xi Jinping (2013-2023), with special emphasis on the Belt and Road Initiative and its impact on the International Order. Endowed with a more assertive and pragmatic foreign policy, Xi's China has sought to assert itself internationally, in a strategy where the Belt and Road is assumed as a preponderant instrument. In this way, we will seek, with this investigation, to understand the direction of Xi's foreign policy and the pretensions and consequences of the Belt and Road in the light of what is the Chinese vision of the world and international relations. Thus, at the end of this dissertation we will be able to answer our starting question: "Has China, through its foreign policy, especially the Belt and Road Initiative, sought to shape the International Order in the light of its vision of international relations?"
Starting from a model of analysis based on Foreign Policy Analysis (EPA) and Role Theory, we will seek, in this way, to confirm or invalidate the hypotheses presented: "The Belt and Road Initiative is a project of an economic nature that seeks to meet some needs of the Chinese economy, but that, by its size and nature, ends up causing changes in the International Order"; "The Belt and Road Initiative, despite being a project of an economic nature, has been defined, in light of the Chinese vision of international relations, as an instrument of Chinese foreign policy that catalyzes the revision of the host International Order of a rising China.
National Visions of EU Defence Policy-Common Denominators and Misunderstandings
National Visions of EU Defence Policy - Common Denominators and Misunderstandings is a collaborative study between CEPS and GRIP (Group for Research and Information on Peace and Security), funded by COST, an intergovernmental framework for European Cooperation in Science and Technology supported by the EU’s RTD Framework ProgrammeThe premise of this study is simple: before discussing what defence strategy the EU should adopt at Brussels-level, member states should clarify what they expect individually from the EU Common Security and Defence Policy (CSDP). Inspired by the confusion about EU defence policy in most European capitals, this authoritative study inverts the usual analytical approach applied to the debate on European strategy. Rather than initiating the enquiry from the perspective of common interests guiding CSDP, it analyses how seven prominent member states see CSDP as a tool to pursue their strictly national interests. Five researchers immersed themselves in the foreign policy worlds of Paris, London, Berlin, Rome, Warsaw, Stockholm and Madrid, looking at CSDP through national lenses and away from the potentially distorting influence of ‘Brussels’ rhetoric. This book does not set out to analyse European defence policy as an end in itself or as a collective project, but rather as a vector of individual – indeed self-interested – visions for the member states studied. By adopting this rather more pragmatic approach, the study aims to identify the common denominators, misunderstandings and deadlocks in the strategic debate around CSDP, with a view to enriching it.Joanna Dobrowolska-PolakCOST Action IS0805 "New Challenges of Peacekeeping and the European Union’s Role in Multilateral Crisis Management
The Concept of Energy Security: Implications of EU-Russia Energy Relations, 2004-2012
This research project presents a novel and fundamental understanding of energy security and threat perceptions by analysing the EU-Russia energy relationship concerning gas supply during the period 2004-2012. The ultimate goal of this thesis is to address the two-fold research question of why differences exist in the threat perceptions and understandings of energy security among member states of the EU, and how they affect EU’s energy stance and its gas relations with Russia. Encountering endemic problems with the coherence of EU energy policy towards Russia, the research focuses on two case studies, those of Poland and Germany, based on identifying their energy interests and identities and the previous patterns of energy interactions with Russia as an explanatory basis for the construction of threat perceptions
