    The Iowa Department of Transportation (DOT), working closely with the Federal Aviation Administration (FAA), strives to ensure that Iowa’s system of public airports is positioned to meet the needs of businesses, residents, and visitors to our state. Airports must be accessible and positioned to safely meet different levels of aviation activity. In partnership with the FAA and various cities, counties, and airport authorities, the Iowa DOT helps to direct the systematic development of public airports. This report is a summary of a more comprehensive technical report that outlines a strategic plan for improving the performance of airports in Iowa over the next 20 years. More information on the technical report and on individual reports prepared for each of the public airports can be obtained from the Iowa DOT, Office of Aviation website at www.iawings.com. The Iowa Aviation System Plan provides the Iowa DOT with an important tool to monitor the ability of airports to meet customer needs. The plan also provides a means to measure the effects of investment on the performance of the Iowa Aviation System. Over the next 20 years, federal, state, local, and private funding will be needed to ensure that the aviation system meets goals established in this study. It is estimated that at least $821 million will be needed over the next 20 years if airports in Iowa are to respond to objectives set by the system plan. In future years, the plan will enable the Iowa DOT to measure system performance. By tracking key indicators for the airport system, it will be possible for the Iowa DOT and the FAA to formulate strategies for responding to Iowa’s air transportation needs. The Iowa Aviation System Plan provides a guide for the state and its communities to ensure that the vision established for the Iowa Aviation System can be achieved

    We report on the current simulation studies regarding the reconstruction of Jets and Missing Transverse Energy (MET) with the CMS detector at the CERN proton-proton LHC accelerator. The performance of various jet algorithms is compared, when using calorimeter energy deposits as inputs to the algorithm. The plan for obtaining jet energy corrections is outlined and data-driven correction methods are described. Finally, the performance of MET reconstruction is summarized.Comment: 6 page

Each element of the Framework is linked to provide a coherent and streamlined means for schools to:   understand their performance (self-evaluation and review) identify their vision and purpose and set goals and targets for improvement (school strategic plan) put into operation their improvement plans and manage resources (annual implementation plan) report on their performance (annual report to the school community). The Framework builds on the relationships that exist within each school: those with the school council as the governing body, school staff and parents and the broader community in which the school is located.     The HPCG benchmark: analysis, shared memory preliminary improvements and evaluation on an Arm-based platform

    The High-Performance Conjugate Gradient (HPCG) benchmark complements the LINPACK benchmark in the performance evaluation coverage of large High-Performance Computing (HPC) systems. Due to its lower arithmetic intensity and higher memory pressure, HPCG is recognized as a more representative benchmark for data-center and irregular memory access pattern workloads, therefore its popularity and acceptance is raising within the HPC community. As only a small fraction of the reference version of the HPCG benchmark is parallelized with shared memory techniques (OpenMP), we introduce in this report two OpenMP parallelization methods. Due to the increasing importance of Arm architecture in the HPC scenario, we evaluate our HPCG code at scale on a state-of-the-art HPC system based on Cavium ThunderX2 SoC. We consider our work as a contribution to the Arm ecosystem: along with this technical report, we plan in fact to release our code for boosting the tuning of the HPCG benchmark within the Arm community.Postprint (author's final draft

    Brunetta’s reform swan song? An assessment of its success in local governments through the analysis of its tools

    The work aims at assessing the success of Brunetta’s reform (Legislative Decree n. 150/2009), a far-reaching reform that aimed at improving both organizational and individual performance in Italian public administration through a specific planning and control process (the performance cycle) and most of all through two new tools, Performance Plan and Performance Report. The success of the reform is assessed, with particular emphasis on local governments, analyzing the diffusion and use of these new tools. The study has been conducted using a deductive-inductive methodology. Thus, after a study of managerial reforms in Italy and performance measurement literature, a possible model (PerformEL Model) local governments could follow to draw up Performance Plan and Report as effective tools for performance measurement has been designed (deductive phase). Performance Plans 2011-2013 and Performance Report 2011 downloaded from Italian big sized municipalities’ websites have been analyzed in the light of PerformEL Model, to assess the diffusion of the documents and their coherence with legal requirements and suggestions from literature (inductive phase). Data arising from the empirical analysis have been studied to evaluate the diffusion and the effectiveness of big sized municipalities’ Performance Plans and Reports as performance measurement tools and thus to assess the success of the reform (feedback phase). The study shows a scarce diffusion of the documents; they are mostly drew up because of their compulsoriness or to gain legitimization. The results testify the failure of Brunetta’s reform, at least with regard to local governments
