The Paris Club and African Debt

SUMMARY Peter Mountfield's article provides an insider's historical account of how working procedures evolved in the Paris Club. It also describes the main features of a Paris Club agreement, as well as the proceedings of how the Paris Club currently operates. Some suggestions follow on current issues and on proposals to deal with them. RESUME Le club de Paris L'articie de Peter Mountfield présente un compte?rendu historique vu de l'intérieur sur l'évolution des procédures actuellement en cours dans le Club de Paris.
