    These proceedings capture the content of the second Witness Seminar hosted by Northumbria University’s School of Computing, Engineering and Information Sciences. It followed the success of the first witness seminar in terms of its format and style but differed in that it focused on one topic - managing email and other electronic communications technologies from a records perspective. As before the witnesses were invited to share their views and opinions on a specific aspect taking as their starting point a pertinent published article(s). Three seminars explored the business, people and technology perspectives of email and e-communications, asking the following questions: What are the records management implications and challenges of doing business electronically? Are people the problem and the solution? Is technology the problem or panacea? The final seminar, 'Futurewatch', focused on moving forward, exploring new ways of working, potential new technologies and what records professionals and others need to keep on their radar screens

    Intellectual Property, Globalization, and Left-Libertarianism

    Intellectual property has become the apple of discord in today’s moral and political debates. Although it has been approached from many different perspectives, a final conclusion has not been reached. In this paper I will offer a new way of thinking about intellectual property rights (IPRs), from a left-libertarian perspective. My thesis is that IPRs are not (natural) original rights, aprioric rights, as it is usually argued. They are derived rights hence any claim for intellectual property is weaker than the correlative duties attached to self-ownership and world-ownership rights, which are of crucial importance in any left-libertarian view. Moreover, IPRs lack priority in front of these two original rights and should be overridden by stronger claims of justice. Thus, as derived rights, IPRs should not benefit of strong enforcement like any original rights especially if it could be in the latters’ detriment

Some time ago, while working in commodities, the author felt how difficult it was to decide the order in which to use arguments during a negotiation process. What would happen if we translated the arguments into cards and played them according to the rules of the Bridge game? The results were impressive. There was potential for improvement in the negotiation process. The investigation went deeper, exploring players, cards, deals and the information concealed in the players´ announcements, in the cards and in the deals. This new angle brought the research to NeuroLinguistic Patterns and cryptic languages, such as Russian Cards.     The increasing array and power of personal digital recordkeeping systems promises both to make it more difficult for established archives to acquire personal and family archives and less likely that individuals might wish to donate personal and family digital archives to archives, libraries, museums, and other institutions serving as documentary repositories. This paper provides a conceptual argument for how projects such as the Digital Curation one ought to consider developing spinoffs for archivists training private citizens how to preserve, manage, and use digital personal and family archives. Rethinking how we approach the public, which will increasingly face difficult challenges in caring for their digital archives, also brings with it substantial promise in informing them about the nature and importance of the archival mission.     Updating democracy studies: outline of a research program

    Technologies carry politics since they embed values. It is therefore surprising that mainstream political and legal theory have taken the issue so lightly. Compared to what has been going on over the past few decades in the other branches of practical thought, namely ethics, economics and the law, political theory lags behind. Yet the current emphasis on Internet politics that polarizes the apologists holding the web to overcome the one-to-many architecture of opinion-building in traditional representative democracy, and the critics that warn cyber-optimism entails authoritarian technocracy has acted as a wake up call. This paper sets the problem – “What is it about ICTs, as opposed to previous technical devices, that impact on politics and determine uncertainty about democratic matters?” – into the broad context of practical philosophy, by offering a conceptual map of clusters of micro-problems and concrete examples relating to “e-democracy”. The point is to highlight when and why the hyphen of e-democracy has a conjunctive or a disjunctive function, in respect to stocktaking from past experiences and settled democratic theories. My claim is that there is considerable scope to analyse how and why online politics fails or succeeds. The field needs both further empirical and theoretical work
