Process evaluation of five integrated offender management pioneer areas
A qualitative process evaluation of five Integrated Offender Management (IOM) pioneer areas was undertaken to assess implementation of IOM, identify approaches to implementation and capture the lessons learnt. The findings indicated that IOM enabled structural changes, transforming the delivery of offender management. There was considerable commitment and enthusiasm for IOM at the sites, whilst acknowledging barriers to development such as definition, resourcing, governance and clarity of agency roles. Since the evaluation took place, the political and criminal justice landscape has changed somewhat, supporting a more locally driven approach which can draw on the learning directly from the pioneers which were shaped and delivered locally
Increasing the voluntary and community sector’s involvement in Integrated Offender Management(IOM)
As part of an undertaking to increase voluntary and community sector (VCS) involvement in service delivery, the Home Office set up an initiative to provide small grants to VCS organisations to work with IOM partnerships.
The Home Office commissioned an evaluation of the initiative which aimed to: explore the strengths and weaknesses of the funding model; identify perceived barriers and facilitators to voluntary and community sector involvement in IOM; explore how the Home Office might best work with the VCS to encourage and support their capacity to work in partnership with statutory agencies; and identify any implications for the delivery of future similar projects
Why New York State Still Needs Single Payer Health Care
Conventional wisdom in the United States holds that our health care system, while costly, achieves some of the best outcomes in the world. A report by the Institute of Medicine (IOM), however, conclusively refutes these assumptions. In a survey of current and historical health data for 17 other high-income democracies, the IOM found that the United States ranked dead last in life expectancy among males and second-to-last among females, despite spending substantially more per person on health care than any other nation. In measure after measure, Americans were found to have poorer health and higher rates of disease compared to their peer-country counterparts
A Cryptanalysis of Two Cancelable Biometric Schemes based on Index-of-Max Hashing
Cancelable biometric schemes generate secure biometric templates by combining
user specific tokens and biometric data. The main objective is to create
irreversible, unlinkable, and revocable templates, with high accuracy in
matching. In this paper, we cryptanalyze two recent cancelable biometric
schemes based on a particular locality sensitive hashing function, index-of-max
(IoM): Gaussian Random Projection-IoM (GRP-IoM) and Uniformly Random
Permutation-IoM (URP-IoM). As originally proposed, these schemes were claimed
to be resistant against reversibility, authentication, and linkability attacks
under the stolen token scenario. We propose several attacks against GRP-IoM and
URP-IoM, and argue that both schemes are severely vulnerable against
authentication and linkability attacks. We also propose better, but not yet
practical, reversibility attacks against GRP-IoM. The correctness and practical
impact of our attacks are verified over the same dataset provided by the
authors of these two schemes.Comment: Some revisions and addition of acknowledgement
PERAN INTERNATIONAL ORGANIZATION FOR MIGRATION (IOM) THAILAND DALAM MENANGANI KASUS TINDAK PIDANA PERDAGANGAN ORANG DI PERBATASAN THAILAND-MYANMAR TAHUN 2022
Abstract
Using the theory of the role of international organizations, this research explains how the role of the International Organization for Migration (IOM) Thailand handles cases of Trafficking in Person (TIP) on the Thailand-Myanmar border in 2022. First, the role of the instrument, IOM Thailand helps the Thai government through the The Promise II program which helps Prospective migrant workers from Myanmar receive appropriate qualifications. Second, the role of the arena, IOM Thailand supports international forums discussing human trafficking crimes through the Bali Process forum, Coordinated Mekong Ministerial Initiative Against Trafficking (Commit Process). Third, the role of independent actors, IOM Thailand implements the 4P strategy to handle the crime of human trafficking. The results of this research show that IOM Thailand has fulfilled the criteria for its role as an international organization in handling human trafficking cases.
Keywords: IOM Thailand; Trafficking in Persons (TIP); Thailand-Myanmar; The Promise II.
Abstrak
Menggunakan teori peran organisasi internasional, penelitian ini menjelaskan bagaimana peran International Organization for Migration (IOM) Thailand menangani kasus Tindak Pidana Perdagangan Orang (TPPO) di perbatasan Thailand-Myanmar tahun 2022. Pertama, peran instrument, IOM Thailand membantu pemerintah Thailand melalui program The Promise II yang membantu para calon pekerja migran asal Myanmar mendapat kualifikasi layak . Kedua, peran arena, IOM Thailand mendukung forum internasional membahas kejahatan perdagangan manusia melalui forum Bali Procces, Coordinated Mekong Ministerial Initiative Againts Trafficking (Commit Process),. Ketiga, peran independent actor, IOM Thailand menerapkan strategi 4P menangani Tindak Pidana Perdagangan Orang. Hasil penelitian ini menunjukkan IOM Thailand sudah memenuhi kriteria peran sebagai organisasi internasional dalam menangani kasus Tindak Pidana Perdagangan Orang.
Kata Kunci: IOM Thailand; Tindak Pidana Perdagangan Orang (TPPO); Thailand-Myanmar; The Promise II.

Digitizing Data Management for Intraoperative Neuromonitoring.
Intraoperative neurophysiological monitoring (IOM) enables a function-preserving surgical strategy for surgeries of brain or spinal cord pathologies by neurophysiological measurements. However, the IOM data management at neurosurgical institutions are often either not digitized or inefficient in terms of collecting, storing and processing of IOM data. Here, we describe the development of a web application, called IOM-Manager, as a first step towards the complete digitization of the IOM workflow. The web application is used for structured protocoling based on standardized protocol entry catalog, data archiving, and data analysis. These functionalities are based on the results of the requirement engineering of a process analysis, a survey with potential users and a market analysis. A usability test with one IOM team indicated the IOM-Manager and its other components can in fact solve many problems of existing solutions
A Qualitative Analysis of Student Understanding of Team Function Through the use of the Jefferson Teamwork Observation Guide (JTOG)
Background:
Several early IOM reports identified the need to educate medical and health professions students in delivering patient-centered care as members of interprofessional teams (IOM, 2001; IOM, 2003). Evidence shows that conducting interprofessional education during education and training prepares student learners for collaborative practice when they enter the workplace, which in turn helps to achieve the Triple Aim of 1) enhancing the patient experience; 2) improving the health of populations; and 3) decreasing costs (WHO, 2010; Berwick, et al., 2008). One way to prepare students for collaborative practice is to have them observe real teams in action. Thus, the Jefferson Teamwork Observation Guide (JTOG) was created to serve as an educational tool in aiding students to better recognize the characteristics of effective teams. It has since been used to assess teams in the majority of clinical observation, simulation and collaborative practice activities offered by Jefferson Center for Interprofessional Education (JCIPE).
The JTOG is a two-part assessment comprised of identifiable characteristics of well-functioning teams drawn from the literature about teamwork. The first part consists of Likert Scale questions (strongly disagree to strongly agree) regarding the behavior of the interprofessional team observed in the domains of Values/Ethics in Interprofessional Practice, Roles/Responsibilities, Interprofessional Communication, Teams and Teamwork, and Leadership (IPEC, 2011; IPEC 2016). The second part includes qualitative questions relating to team-based care, patient-centered care, and teamwork
