    Terms of engagement: Australia’s regional defence diplomacy

    Australia is in the process of pivoting back to our own region and looking for new strategies for Defence re-engagement. But the Defence Cooperation Program hasn’t been scrutinised in any depth since an audit report by the Auditor-General in 2001. That pointed to a lack of financial information management and clear and public articulation of the goals and objectives of defence cooperation activities.A fundamental conclusion of the report is that these criticisms remain valid today. The emphasis has shifted over the years from assisting regional countries to build their own defence forces more towards working together to promote a secure region. The report makes a number of recommendations including that our defence engagement in the priority regions should focus on the maritime dimension. The highest priority should be attached to implementing the Pacific Maritime Security Project as the cornerstone of our maritime security engagement in the South Pacific

    This supplement updates and adds to MTIs 2007 report on Selective Screening of Rail Passengers (Jenkins and Butterworth MTI 07-06: Selective Screening of Rail Passengers). The report reviews current screening programs implemented (or planned) by nine transit agencies, identifying best practices. The authors also discuss why three other transit agencies decided not to implement passenger screening at this time. The supplement reconfirms earlier conclusions that selective screening is a viable security option, but that effective screening must be based on clear policies and carefully managed to avoid perceptions of racial or ethnic profiling, and that screening must have public support. The supplement also addresses new developments, such as vapor-wake detection canines, continuing challenges, and areas of debate.     Elaboration of the Model of Formation of Readiness of Future Primary School Teachers to the Use of Learning-playing Technologies

    The study characterizes the structural-functional model of formation of readiness of students of the specialty “Primary education” to using learning-playing technologies in the educational process. Among general modeling forms there was chosen the combined model (graphic descriptive scheme) of the structural-functional type. There was substantiated the main idea of modeling of the process of formation of future primary school teachers' readiness to using learning-playing technologies, especially, elaboration of such structural-functional model that would allow to improve the effectiveness of this process, to make it correspondent to social requirements and expectations from realization of New Ukrainian school principles. It was determined, that the object of modeling is the process of formation of readiness to using learning-playing technologies, realized within the general system of the professional training of future primary school teachers. The aim of the model creation was formulated: elaboration of the schematic construction that embodies the abstract structure and the real projected process and result. The theoretical-methodological approaches to the model projecting process were separated, namely: system, activity, personally oriented, competence.     The article strives to disclose the higher police education at the Faculty of Public Security Mykolas Romeris University in Lithuania. The trends and developments in higher police education in Lithuania have generally confirmed the principal challenges identified in the Bologna Declaration – standardizes and integrates the Lithuanian education in the European Higher Education Area. Higher education can best assist police, in their great social work, by working with them to design, develop, deliver and evaluate full-fledged philosophies of police education. On this basis, all university programs have a strong focus on basic skills education. In management education in particular, this relies on the development, or at least the articulation, of normative and interrelated models of society and its police, and on the identification of empirically justifiable dispositions for practice and methods for teaching. This paper is part of a larger study into university education for police managers and presents the preliminary findings of the study
