Maritime Security: National Strategy and Supporting Plans Were Generally Well-Developed and Are Being Implemented
A letter report issued by the Government Accountability Office with an abstract that begins "The safety and economic security of the United States depends on the secure use of the world's seaports and waterways. Homeland Security Presidential Directive-13 (HSPD-13, also referred to as National Security Presidential Directive-41) directs the coordination of U.S. maritime security policy through the creation of a National Strategy for Maritime Security and supporting implementation plans. GAO was asked to evaluate this strategy and its eight supporting plans. This report discusses: (1) the extent to which the strategy and its supporting plans contain desirable characteristics of an effective national strategy, and (2) the reported status of the implementation of these plans. To conduct this work, GAO evaluated the National Strategy for Maritime Security and its supporting plans against the desirable characteristics of an effective national strategy that GAO identified in February 2004, reviewed HSPD-13 and supporting plans, and reviewed documents on the status of the plans' implementation.

Maritime Security: Varied Actions Taken to Enhance Cruise Ship Security, but Some Concerns Remain
A letter report issued by the Government Accountability Office with an abstract that begins "Over 9 million passengers departed from U.S. ports on cruise ships in 2008, and according to agency officials, cruise ships are attractive terrorist targets. GAO was asked to review cruise ship security, and this report addresses the extent to which (1) the Coast Guard, the lead federal agency on maritime security, assessed risk in accordance with the Department of Homeland Security's (DHS) guidance and identified risks; and (2) federal agencies, cruise ship and facility operators, and law enforcement entities have taken actions to protect cruise ships and their facilities. GAO reviewed relevant requirements and agency documents on maritime security, analyzed 2006 through 2008 security operations data, interviewed federal and industry officials, and made observations at seven ports. GAO selected these locations based on factors such as the number of sailings from each port. Results of the visits provided additional information on security, but were not projectable to all ports.

Maritime Security: Information-Sharing Efforts Are Improving
Testimony issued by the Government Accountability Office with an abstract that begins "Sharing information with nonfederal officials is an important tool in federal efforts to secure the nation's ports against a potential terrorist attack. The Coast Guard has lead responsibility in coordinating maritime information sharing efforts. The Coast Guard has established area maritime security committees--forums that involve federal and nonfederal officials who identify and address risks in a port. The Coast Guard and other agencies have sought to further enhance information sharing and port security operations by establishing interagency operational centers--command centers that tie together the efforts of federal and nonfederal participants. This testimony is a summary and update to our April 2005 report, Maritime Security: New Structures Have Improved Information Sharing, but Security Clearance Processing Requires Further Attention, GAO-05-394. It discusses the impact the committees and interagency operational centers have had on improving information sharing and identifies any barriers that have hindered information sharing.

U.S. Customs and Border Protection: Trade Facilitation, Enforcement, and Security
[Excerpt] This report describes and analyzes import policy and CBPâs role in the U.S. import process. (The report does not cover CBPâs role in the U.S. export control system.) The first section of the report describes the three overarching goals of U.S. import policy and the tension among them. Second, the report provides a legislative history of customs laws, followed by an overview of the U.S. import process as it operates today. Third, the import process and CBPâs role in it are discussed. The final section highlights several policy issues that Congress may consider in its oversight role or as part of customs or trade legislation, including measures seeking to provide additional trade facilitation benefits to importers and others enrolled in âtrusted traderâ programs, to improve enforcement of intellectual property and trade remedy laws, to strengthen cargo scanning practices, and/or to promote modernization of customs data systems, among other issues. A list of trade-related acronyms used in the report is provided in Appendix A

Maritime Security: Federal Agencies Have Taken Actions to Address Risks Posed by Seafarers, but Efforts Can Be Strengthened
A letter report issued by the Government Accountability Office with an abstract that begins "The State Department and two components of the Department of Homeland Security (DHS), Customs and Border Protection (CBP) and the Coast Guard, are responsible for preventing illegal immigration at U.S. seaports and identifying individuals who are potential security risks. The International Labor Organization (ILO) adopted the Seafarers' Identity Documents Convention (ILO 185) to establish an international framework of seafarer identification documents and reduce their vulnerability to fraud and exploitation. GAO was asked to examine (1) measures federal agencies take to address risks posed by foreign seafarers and the challenges, if any, DHS faces; (2) the challenges, if any, DHS faces in tracking illegal entries by foreign seafarers and how it enforces penalties; and (3) the implementation status of ILO 185. GAO reviewed relevant requirements and agency documents on maritime security, interviewed federal and industry officials, and visited seven seaports based on volume of seafarer arrivals. The visits provided insights, but were not projectable to all seaports.

Maritime Security: Opportunities Exist to Further Clarify the Consequences of a Liquefied Natural Gas Tanker Spill
Testimony issued by the Government Accountability Office with an abstract that begins "Liquefied natural gas (LNG) is a supercooled liquid form of natural gas. U.S. LNG imports are projected to increase to about 17 percent of natural gas supplies by 2030, from about 3 percent today. To meet this increase, energy companies have submitted 32 applications for new terminals. If a terrorist attack on an LNG tanker caused a spill, potential hazards, such as fire, asphyxiation, and explosions, could result. The Department of Energy (DOE) recently funded a study to conduct small- and large-scale experiments to refine and validate models that calculate how heat from large LNG fires would affect the public. This testimony is based on GAO's report, Maritime Security: Public Safety Consequences of a Terrorist Attack on a Tanker Carrying Liquefied Natural Gas Need Clarification (GAO-07-316). To prepare this report, GAO examined the results of six recent studies on the effects of an LNG spill and convened a panel of 19 experts to identify areas of agreement on the consequences of a terrorist attack on an LNG tanker.
The United States, PMSCs and the state monopoly on violence: Leading the way towards norm change

Copyright @ 2013 Sage.The proliferation of private military and security companies (PMSCs) in Iraq and Afghanistan has raised many questions regarding the use of armed force by private contractors. This article addresses the question of whether the increased acceptance of PMSCs indicates a transformation of the international norm regarding the state monopoly on the legitimate use of armed force. Drawing on theoretical approaches to the analysis of norm change, the article employs four measures to investigate possible changes in the strength and meaning of this norm: modifications in state behaviour, state responses to norm violation, the promulgation of varying interpretations of the norm in national and international laws and regulations, and changes in norm discourse. Based on an analysis of empirical evidence from the United States of America and its allies, the article concludes that these measures suggest that the USA is leading the way towards a transformation of the international norm of the state monopoly on violence, involving a revised meaning. Although this understanding has not yet been formally implemented in international law, it has allowed a growing number of countries to tolerate, accept or legalize the use of armed force by PMSCs in the international arena.The Alexander von Humboldt Foundation and the Peace Research Institute Frankfurt
