    It was the purpose of this study to gather and compile information concerning the development of elementary education in Iredell County from 1900 to 1965. Records in the Iredell County Schools offices are not available before the year 1935. For this reason, the writer has relied heavily upon the biennial reports of the Superintendent of Public Instruction in North Carolina before that year. The Principal's Report of 1935, the Statistical Reports, and the Minutes of the Iredell County Board of Education were the chief sources of information after the year 1935. The writer concludes that the changes made in Iredell County school program have been relatively notable

    Access to Elementary Education in India

    This analytical review aims to explore trends in educational access and to delineate different groups which are vulnerable to exclusion from educational opportunities at the elementary stage. This review has drawn references from a series of analytical papers developed on different themes, including regional disparity in education, social equity and gender equity in education, the problem of drop out, education of the children of migrants, inequity in educational opportunities, health and nutrition, and governance of education, among others. The first and second sections of the paper present a brief review of the state of elementary education in India with particular focus on regional disparities and social inequities in provision. The third section delineates different zones of exclusion, highlighting the nature and magnitude of the problems of access, transition and equity. The fourth section captures the profiles of the varying groups of children and addresses the questions: ‘who is excluded from schooling?’ and ‘why are they excluded?’. In the final section, the paper makes an effort to identify gaps in our understanding which point to the need for further research and also identifies strategies that have had some success in addressing issues of access to elementary education in India

    In India the 73rd and 74th constitutional amendments have given powers and responsibility of achieving the goal of Universal Elementary Education (UEE) to the local body governments. The present study has examined the situation of elementary schools run by Bharuch municipality. The evidence show that the situation of elementary education is unsatisfactory and in bad shape. The number of schools has declined rapidly, the learning levels of students are miserable, community participation is almost non-existent, private cost of so called free municipality education is high; and the state of the mid-day meal scheme looks very grim.     Policy Reforms and Financing of Elementary Education in India: A Study of the Quality of Service and Outcome

    Even as a case can be made out for public spending on elementary education, its link with enrolment rates does not appear strong. However, once efficiency and demand-side factors are accounted for, public spending is seen to make an impact on the rate of enrolment and quality of education as measured by teacher-pupil ratio. Teacher-pupil ratio and the number of schools, in turn, are seen to have a stronger impact on the rate of enrolment in efficient states. Literacy rates as well as state domestic product were seen to have a positive influence on education. The share of public expenditure on elementary education in GDP peaked in 1990-91 but never achieved the targeted level of 6 per cent of GDP. The reforms brought a break in the growth rate of public expenditure on elementary education, from which not all the states could recover even over an extended period of time.EducationElementary Education

    Foctors that prevent children from gaining access to schooling : a study of Delhi Slum households

    This paper examines the factors that prevent slum children aged 5 to 14 from gaining access to schooling in light of the worsening urban poverty and sizable increase in rural-to-urban migration. Bias against social disadvantage in terms of gender and caste is not clearly manifested in schooling, while migrated children are less likely to attend school. I argue that the lack of preparation for schooling in the pre-schooling ages and school admission procedures are the main obstacles for migrated children.     Reducing out of school children in India: lessons from a micro study

    Throughout the world ensuring formal education to all children has been an area of lively debate for about a decade with many different viewpoints on the issue. Sadly, Universalisation of Elementary Education is still a distant prospect in substantial parts of the globe, including India. Under such circumstances, Sarva Shiksha Abhiyan (SSA) was launched in India in 2001 to extend useful and quality elementary education to all children in the age group of 6-14 years before the end of 2010. It has been able to bring the children to school but has failed to retain them and high incidence of drop out emerges to be the most critical problem facing the Indian education scenerio. The present paper explores the trends in school drop out, reasons behind leaving schools, how programmes and policies have fared in reducing school drop-out, and how to make these policies more effective. To bring to light factors that push children out of school and thereby suggest policies, we have undertaken a Field Survey in selected rural areas of West Bengal. Low level of income emerges to be the most crucial factor responsible for the incidence of out of school children. Other factors include insufficient educational infrastructure, lucrative earning opportunities for the children, lack of consciousness among the parents etc. It seems that time has come to refocus and reorient the operation of SSA, transforming it from an infrastructure based approach to a facilitating approach. A targeted approach should be taken whereby different policies should be formed for retention of different age-groups of children in schools. The gender and regional dimension should also be taken into consideration and policies must reflect local socio-economic conditions.
