Teaching Students with Special Needs in School-Based, Agricultural Education: A Historical Inquiry
The purpose of this historical study was to investigate the inclusion of students with special needs in school-based, agricultural education as reported by The Agricultural Education Magazine and the Journal of Agricultural Education over a time period of six decades. The impact of landmark legislation, such as the Vocational Education Act of 1963, the Elementary and Secondary Education Act of 1965, the Education for All Handicapped Children Act of 1975, and the Individuals with Disabilities Act of 1990, were examined. This legislation motivated and supported agricultural educationâs efforts to meet the learning needs of special education students by providing modified lessons and learning environments, inclusive SAEs and FFA activities, and focused teacher preparation. Challenges and concerns regarding the placement of special needs students in school-based, agricultural education are also discussed, as well as opportunities for related research in the future, especially about their participation in the FFA
Gender Equality in Agricultural Education
Women play an important role in Agriculture, especially in developing countries. Promoting gender equality is crucial for agricultural development and food security. Agricultural extension services have a long tradition of working predominantly with men and only 15 percent of the worldâs extension agents are women. World Bank has suggestedâIncreased womenâs enrollment in agricultural coursesâ as one among the strategies when addressing gender issues in the education and training components of agricultural development projects. In this context the study was carried out to ascertain the representation of women and their academic achievement in agricultural education. The study revealed that almost equal representation was found for women in agricultural course and they were also provided better quality education in their schooling, in the form of English medium education and education in private schools. Recent trends for the past four years showed a higher percentage of enrollments of women in agricultural course than men. The growth rate was also higher for the female students. Women also showed a significantly higher percentage of academic achievement than men. These positive indicators provide sufficient signals for equality of women in agricultural course and have positive implications for development of the agricultural sector in future
Supervision of School-based, Agricultural Education: A Historical Review
This studyâs purpose was to understand the historical evolution of the supervision of school-based, agricultural education (SBAE). Supervision as a concept is described, including its emergence as an integral part of public school education in the United States. Moreover, the perspectives of early leaders of vocational education, such as Charles Prosser, are examined, as well as the impact of the Smith-Hughes Act of 1917 and other key federal legislation that came afterward. Supervision of SBAE as inspection and administrative oversight and for the purpose of instructional improvement is explored. We also discuss the early supervisory role of teacher educators of agricultural education; the ascendance and, in some cases, later decline of state staff as supervisors; and the role of local school administrators in the supervision of SBAE, including some of the philosophical tensions and divergent views among and between those stakeholders. Implications and recommendations are offered regarding the supervision of SBAE in the future, especially the role of professional organizations, such as the National Association of Agricultural Educators, the American Association for Agricultural Education, and the National Association of Supervisors of Agricultural Education, and their working in concert with The National Council for Agricultural Education
Curriculum Enhancement and Reform to Meet the Needs of Smallholder Farmers in Developing Countries: Survey of Literature
The agricultural education system plays an important role in developing knowledge resources and preparing well-trained individuals and the next generation of labor force that becomes part of the public sector (government), the private sector (entrepreneurs, farm producers, agri-business entities) and the NGOs. An education system that is innovative and responsive to the complex and rapidly changing work environment is critical to ensure the effectiveness of all the institutions that contribute to agricultural development agenda. To make the education system responsive requires developing and implementing curriculum and teaching programs that are relevant to the production needs and employment demands of the agricultural sector. This paper reviews the literature on experiences gained in the development of innovative and demand-driven curriculum to make the postsecondary agricultural education system serve the needs of smallholder farmers in developing countries. The paper reviews the desired characteristics of the formal post-secondary educational system to be effective in fulfilling its role in supplying well-trained and productive work force for the agricultural economy. The current general state of agricultural curriculum in developing countries is reviewed with respect to these desired characteristics. Problems and Perspectives for Agricultural Economics Education in Bulgaria
The paper presents the changes in education of agricultural economics in Bulgaria in the transition period and makes evaluation of basic problems of education. Agricultural economics education in Bulgaria had eighty years tradition and experience. The paper includes three parts â experience, problems and future. The first part shows three periods of historical development and experience of agricultural economics education till 1990: *1921 â 1949 in Sofia State University; *1949 â 1976 in Higher agricultural institute in Sofia; *1976 â 1990 in Higher economics institute in Sofia. The second part contains analysis and evaluation of main problems in education in several directions: * Programs for education and textbooks; * Qualification of lectures; * Problems with new computers and products: * Transition period in high education from one to three degrees system (bachelor, master, doctor). The Development of Vocational Agriculture before the Vocational Education Act 1963
Agricultural education programs are experiencing pressure to change from a variety of educational and societal influences. This pressure is not new to agricultural education programs. The evolution of vocational agriculture from 1945 to 1963 provides a historical example of vocational education change as a result of social influences. Rural America experienced unprecedented emigration after World War II. The loss of students from farming families, the intended recipients of vocational agriculture, should have hampered local programs, but in fact the opposite occurred: enrollment in vocational agriculture continued to grow. We examine how vocational agriculture teachers transformed local programs to match their emerging clientele before the Vocational Education Act of 1963
Revisiting the Role of Education for Agricultural Productivity
While the majority of micro studies finds that rural education increases agricultural productivity, various recent crossâcountry regressions analyzing the determinants of agricultural productivity were only able to detect an insignificant or even surprisingly negative effect of schooling. In this paper, we show that this failure to find a positive impact of education in the international context appears to be a data problem related to the inappropriate use of enrolment and literacy indicators. Using a panel of 95 developing and middleâincome countries from 1961 to 2002 that includes data on educational attainment, we show that education indeed has a highly significant, positive effect on agricultural productivity which is robust to the use of different control variables, databases and econometric methods. Distinguishing between different levels of education further reveals that only primary and secondary schooling attainment has a significant positive impact while the effect of tertiary education is insignificant. When distinguishing between income groups, our results indicate that even though the coefficient of the education variable is highly significant and positive for all quintiles, the returns to education are higher for the countries belonging to the richest three quintiles. This finding can be interpreted as support for the claim that education will have larger impacts on agricultural productivity in the presence of rapid technical change since it helps farmers to adjust more readily to the new opportunities provided by technological innovations.Agricultural productivity, agricultural production function, crossâcountry regression, education, human capital
