Orbital Debris-Debris Collision Avoidance
We focus on preventing collisions between debris and debris, for which there
is no current, effective mitigation strategy. We investigate the feasibility of
using a medium-powered (5 kW) ground-based laser combined with a ground-based
telescope to prevent collisions between debris objects in low-Earth orbit
(LEO). The scheme utilizes photon pressure alone as a means to perturb the
orbit of a debris object. Applied over multiple engagements, this alters the
debris orbit sufficiently to reduce the risk of an upcoming conjunction. We
employ standard assumptions for atmospheric conditions and the resulting beam
propagation. Using case studies designed to represent the properties (e.g. area
and mass) of the current debris population, we show that one could
significantly reduce the risk of nearly half of all catastrophic collisions
involving debris using only one such laser/telescope facility. We speculate on
whether this could mitigate the debris fragmentation rate such that it falls
below the natural debris re-entry rate due to atmospheric drag, and thus
whether continuous long-term operation could entirely mitigate the Kessler

Towards GMO-free landscapes? Identifying driving factors for the establishment of cooperative GMO-free zones in Germany
Since the end of the quasi-moratorium on genetically modified organisms (GMO) in the European Union in 2004, the establishment of GMO-free zones has become an EU wide phenomenon. In contrast to other European countries, Germany follows the concept of cooperative GMO-free zones where neighbouring farmers contractually refrain from GMO cultivation. In this article, we address the question which underlying factors could account for the establishment of cooperative GMO-free zones in Germany. Drawing on the existing literature on spatial agglomeration of different farming systems and the establishment of GMO-free zones, we provide the first systematic study on driving factors for the regional formation of GMO-free zones in Germany. The empirical analysis is based on a unique data set at the federal states level for the years 2004 to 2007. We show that infestation rates with the European Corn Borer, imminent Bt maize cultivation in the near vicinity and the number of arriving tourists mainly account for the establishment of cooperative GMO-free zones. This finding is consistent with the view that it is more the overall rejection of agro-biotechnology by broad strata of the population, including stakeholders in tourism and environmental protection, than economic benefits at the farm level which make German regions establish GMO-free zones.Genetically modified organisms (GMO), GMO-free zone, econometric analysis, Germany, Agribusiness,
Do Banks provision for bad loans in good times? empirical evidence and policy implications
Recent debate about the pro-cyclical effects of bank capital requirements, has ignored the important role that bank loan loss provisions play in the overall framework of minimum capital regulation. It is frequently observed that under-provisioning, due to inadequate assessment of expected credit losses, aggravates the negative effect of minimum capital requirements during recessions, because capital must absorb both expected, and unexpected losses. Moreover, when expected losses are properly reflected in lending rates, but not in provisioning practices, fluctuations in bank earnings magnify true oscillations in bank profitability. The relative agency problems faced by different stakeholders, may help explain the prevailing, and often unsatisfactory institutional arrangements. The authors test their hypotheses with a sample of 1,176 large commercial banks - 372 of them in non-G10 countries - for the period 1988-99. After controlling for different country-specific macroeconomic, and institutional features, they find robust evidence among G10 banks, of a positive association between loan loss provisions, and banks'pre-provision income. Such evidence is not confirmed for non-G10 banks, which on average, provision too little in good times, and are forced to increase provisions in bad times. Economic principles of state aid control
This paper summarizes the economic principles of European state aid control. We start with a discussion of the economic justification for state aid control, including the definition of state aid in European law and exceptions to the general ban of state aid. We then explore the motives for granting state aid, ranging from the correction of market failures over political motives to political economy considerations. We then discuss how state aid control fits into the framework of European competition policy before we comment extensively on the more economic approach to state aid control, as implemented by the European Commission, and the state aid action plan. --
Health-related quality of life, assessed with a disease-specific questionnaire, in Swedish adults suffering from well-diagnosed food allergy to staple foods
BACKGROUND: Our aim was to investigate the factors that affect health related quality of life (HRQL) in adult Swedish food allergic patients objectively diagnosed with allergy to at least one of the staple foods cow’s milk, hen’s egg or wheat. The number of foods involved, the type and severity of symptoms, as well as concomitant allergic disorders were assessed. METHODS: The disease-specific food allergy quality of life questionnaire (FAQLQ-AF), developed within EuroPrevall, was utilized. The questionnaire had four domains: Allergen Avoidance and Dietary Restrictions (AADR), Emotional Impact (EI), Risk of Accidental Exposure (RAE) and Food Allergy related Health (FAH). Comparisons were made with the outcome of the generic questionnaire EuroQol Health Questionnaire, 5 Dimensions (EQ-5D). The patients were recruited at an outpatient allergy clinic, based on a convincing history of food allergy supplemented by analysis of specific IgE to the foods in question. Seventy-nine patients participated (28 males, 51 females, mean-age 41 years). RESULTS: The domain with the most negative impact on HRQL was AADR, assessing the patients’ experience of dietary restrictions. The domain with the least negative impact on HRQL was FAH, relating to health concerns due to the food allergy. One third of the patients had four concomitant allergic disorders, which had a negative impact on HRQL. Furthermore, asthma in combination with food allergy had a strong impact. Anaphylaxis, and particularly prescription of an epinephrine auto-injector, was associated with low HRQL. These effects were not seen using EQ-5D. Analyses of the symptoms revealed that oral allergy syndrome and cardiovascular symptoms had the greatest impact on HRQL. In contrast, no significant effect on HRQL was seen by the number of food allergies. CONCLUSIONS: The FAQLQ-AF is a valid instrument, and more accurate among patients with allergy to staple foods in comparison to the commonly used generic EQ-5D. It adds important information on HRQL in food allergic adults. We found that the restrictions imposed on the patients due to the diet had the largest negative impact on HRQL. Both severity of the food allergy and the presence of concomitant allergic disorders had a profound impact on HRQL
Aero-Propulsion Control Research in Support of NASA Aeronautics Research Strategic Thrusts
In the past few years, NASA (National Aeronautics and Space Administration) Aeronautics Research Mission Directorate (ARMD) has introduced and updated a New Blueprint for Transforming Global Aviation . This blueprint consists of six NASA Aeronautics Research Strategic Thrusts " The updated vision is designed to ensure that through NASA's aeronautical research the United States will maintain its leadership in the sky and sustain aviation so that it remains a key economic driver and cultural touchstone for the nation. In mid-2016, technology development roadmaps were developed by ARMD for each of the strategic research thrusts and these roadmaps are continually being updated based on feedback from the broader aeronautics research community. The NASA Aeronautics research vision is implemented through a set of 4 programs " Advanced Air Vehicles Program (AAVP), Airspace Operations and Safety Program (AOSP), Integrated Aviation Systems Program (IASP), and Transformative Aeronautics Concepts Program (TACP). The Intelligent Control and Autonomy Branch (ICAB) at NASA Glenn Research Center (GRC) in Cleveland, Ohio, is leading and participating in various projects in partnership with other organizations within GRC and across NASA, the U.S. aerospace industry, and academia to develop advanced controls and health management technologies for aero-propulsion systems that will help meet the goals of the ARMD programs. These efforts are primarily under the various projects under AAVP, AOSP, and TACP. The ICAB current research tasks in support of ARMD program are described in this paper. The paper provides motivation, background, technical approach and recent accomplishments for these tasks, as well as a couple of tasks completed in the previous fiscal year
Behavior Trees in Robotics and AI: An Introduction
A Behavior Tree (BT) is a way to structure the switching between different
tasks in an autonomous agent, such as a robot or a virtual entity in a computer
game. BTs are a very efficient way of creating complex systems that are both
modular and reactive. These properties are crucial in many applications, which
has led to the spread of BT from computer game programming to many branches of
AI and Robotics. In this book, we will first give an introduction to BTs, then
we describe how BTs relate to, and in many cases generalize, earlier switching
structures. These ideas are then used as a foundation for a set of efficient
and easy to use design principles. Properties such as safety, robustness, and
efficiency are important for an autonomous system, and we describe a set of
tools for formally analyzing these using a state space description of BTs. With
the new analysis tools, we can formalize the descriptions of how BTs generalize
earlier approaches. We also show the use of BTs in automated planning and
machine learning. Finally, we describe an extended set of tools to capture the
behavior of Stochastic BTs, where the outcomes of actions are described by
probabilities. These tools enable the computation of both success probabilities
and time to completion
Airborne laser sensors and integrated systems
The underlying principles and technologies enabling the design and operation of airborne laser sensors are introduced and a detailed review of state-of-the-art avionic systems for civil and military applications is presented. Airborne lasers including Light Detection and Ranging (LIDAR), Laser Range Finders (LRF), and Laser Weapon Systems (LWS) are extensively used today and new promising technologies are being explored. Most laser systems are active devices that operate in a manner very similar to microwave radars but at much higher frequencies (e.g., LIDAR and LRF). Other devices (e.g., laser target designators and beam-riders) are used to precisely direct Laser Guided Weapons (LGW) against ground targets. The integration of both functions is often encountered in modern military avionics navigation-attack systems. The beneficial effects of airborne lasers including the use of smaller components and remarkable angular resolution have resulted in a host of manned and unmanned aircraft applications. On the other hand, laser sensors performance are much more sensitive to the vagaries of the atmosphere and are thus generally restricted to shorter ranges than microwave systems. Hence it is of paramount importance to analyse the performance of laser sensors and systems in various weather and environmental conditions. Additionally, it is important to define airborne laser safety criteria, since several systems currently in service operate in the near infrared with considerable risk for the naked human eye. Therefore, appropriate methods for predicting and evaluating the performance of infrared laser sensors/systems are presented, taking into account laser safety issues. For aircraft experimental activities with laser systems, it is essential to define test requirements taking into account the specific conditions for operational employment of the systems in the intended scenarios and to verify the performance in realistic environments at the test ranges. To support the development of such requirements, useful guidelines are provided for test and evaluation of airborne laser systems including laboratory, ground and flight test activities
Eco-efficient process based on conventional machining as an alternative technology to chemical milling of aeronautical metal skin panels
El fresado quÃmico es un proceso diseñado para la reducción de peso de pieles metálicas que, a
pesar de los problemas medioambientales asociados, se utiliza en la industria aeronáutica desde los
años 50. Entre sus ventajas figuran el cumplimiento de las estrictas tolerancias de diseño de piezas
aeroespaciales y que pese a ser un proceso de mecanizado, no induce tensiones residuales. Sin
embargo, el fresado quÃmico es una tecnologÃa contaminante y costosa que tiende a ser sustituida.
Gracias a los avances realizados en el mecanizado, la tecnologÃa de fresado convencional permite
alcanzar las tolerancias requeridas siempre y cuando se consigan evitar las vibraciones y la flexión
de la pieza, ambas relacionadas con los parámetros del proceso y con los sistemas de utillaje
empleados.
Esta tesis analiza las causas de la inestabilidad del corte y la deformación de las piezas a través
de una revisión bibliográfica que cubre los modelos analÃticos, las técnicas computacionales y las
soluciones industriales en estudio actualmente. En ella, se aprecia cómo los modelos analÃticos y las
soluciones computacionales y de simulación se centran principalmente en la predicción off-line de
vibraciones y de posibles flexiones de la pieza. Sin embargo, un enfoque más industrial ha llevado al
diseño de sistemas de fijación, utillajes, amortiguadores basados en actuadores, sistemas de rigidez
y controles adaptativos apoyados en simulaciones o en la selección estadÃstica de parámetros.
Además se han desarrollado distintas soluciones CAM basadas en la aplicación de gemelos virtuales.
En la revisión bibliográfica se han encontrado pocos documentos relativos a pieles y suelos
delgados por lo que se ha estudiado experimentalmente el efecto de los parámetros de corte en su
mecanizado. Este conjunto de experimentos ha demostrado que, pese a usar un sistema que
aseguraba la rigidez de la pieza, las pieles se comportaban de forma diferente a un sólido rÃgido en
términos de fuerzas de mecanizado cuando se utilizaban velocidades de corte cercanas a la alta
velocidad. También se ha verificado que todas las muestras mecanizadas entraban dentro de
tolerancia en cuanto a la rugosidad de la pieza. Paralelamente, se ha comprobado que la correcta
selección de parámetros de mecanizado puede reducir las fuerzas de corte y las tolerancias del
proceso hasta un 20% y un 40%, respectivamente. Estos datos pueden tener aplicación industrial en
la simplificación de los sistemas de amarre o en el incremento de la eficiencia del proceso.
Este proceso también puede mejorarse incrementando la vida de la herramienta al utilizar
fluidos de corte. Una correcta lubricación puede reducir la temperatura del proceso y las tensiones
residuales inducidas a la pieza. Con este objetivo, se han desarrollado diferentes lubricantes, basados
en el uso de lÃquidos iónicos (IL) y se han comparado con el comportamiento tribológico del par de
contacto en seco y con una taladrina comercial. Los resultados obtenidos utilizando 1 wt% de los
lÃquidos iónicos en un tribómetro tipo pin-on-disk demuestran que el IL no halogenado reduce
significativamente el desgaste y la fricción entre el aluminio, material a mecanizar, y el carburo de
tungsteno, material de la herramienta, eliminando casi toda la adhesión del aluminio sobre el pin, lo
que puede incrementar considerablemente la vida de la herramienta.Chemical milling is a process designed to reduce the weight of metals skin panels. This process
has been used since 1950s in the aerospace industry despite its environmental concern. Among its
advantages, chemical milling does not induce residual stress and parts meet the required tolerances.
However, this process is a pollutant and costly technology. Thanks to the last advances in
conventional milling, machining processes can achieve similar quality results meanwhile vibration
and part deflection are avoided. Both problems are usually related to the cutting parameters and the
workholding.
This thesis analyses the causes of the cutting instability and part deformation through a literature
review that covers analytical models, computational techniques and industrial solutions. Analytics
and computational solutions are mainly focused on chatter and deflection prediction and industrial
approaches are focused on the design of workholdings, fixtures, damping actuators, stiffening
devices, adaptive control systems based on simulations and the statistical parameters selection, and
CAM solutions combined with the use of virtual twins applications.
In this literature review, few research works about thin-plates and thin-floors is found so the
effect of the cutting parameters is also studied experimentally. These experiments confirm that even
using rigid workholdings, the behavior of the part is different to a rigid body at high speed machining.
On the one hand, roughness values meet the required tolerances under every set of the tested
parameters. On the other hand, a proper parameter selection reduces the cutting forces and process
tolerances by up to 20% and 40%, respectively. This fact can be industrially used to simplify
workholding and increase the machine efficiency.
Another way to improve the process efficiency is to increase tool life by using cutting fluids.
Their use can also decrease the temperature of the process and the induced stresses. For this purpose,
different water-based lubricants containing three types of Ionic Liquids (IL) are compared to dry and
commercial cutting fluid conditions by studying their tribological behavior. Pin on disk tests prove
that just 1wt% of one of the halogen-free ILs significantly reduces wear and friction between both
materials, aluminum and tungsten carbide. In fact, no wear scar is noticed on the ball when one of
the ILs is used, which, therefore, could considerably increase tool life
LightForce: An Update on Orbital Collision Avoidance Using Photon Pressure
We present an update on our research on collision avoidance using photon-pressure induced by ground-based lasers. In the past, we have shown the general feasibility of employing small orbit perturbations, induced by photon pressure from ground-based laser illumination, for collision avoidance in space. Possible applications would be protecting space assets from impacts with debris and stabilizing the orbital debris environment. Focusing on collision avoidance rather than de-orbit, the scheme avoids some of the security and liability implications of active debris removal, and requires less sophisticated hardware than laser ablation. In earlier research we concluded that one ground based system consisting of a 10 kW class laser, directed by a 1.5 m telescope with adaptive optics, could avoid a significant fraction of debris-debris collisions in low Earth orbit. This paper describes our recent efforts, which include refining our original analysis, employing higher fidelity simulations and performing experimental tracking tests. We investigate the efficacy of one or more laser ground stations for debris-debris collision avoidance and satellite protection using simulations to investigate multiple case studies. The approach includes modeling of laser beam propagation through the atmosphere, the debris environment (including actual trajectories and physical parameters), laser facility operations, and simulations of the resulting photon pressure. We also present the results of experimental laser debris tracking tests. These tests track potential targets of a first technical demonstration and quantify the achievable tracking performance
