E-Government Interoperability and Integration Architecture Modeling Using TOGAF Framework Based on Service Oriented Architecture
. Development of e-Government in Indonesia continues to roll and run in every government agency, both in central government and local government. Implementation of e-Government means that there are government's efforts to build and improve the quality of public services and internal operations in each regional apparatus organization effectively and efficiently. These activities inline with one of the bureaucracy reform mission, that is the modernization of government bureaucracy through the using of information and communication technology optimization to support bureaucracy reform vision and the creation of good governance. The development and implementation of e-Government currently mostly implemented by each regional apparatus organization. This condition makes it difficult to exchange data and information related to multisectoral activities due to data and information spread across various databases from different applications, platform, environment and architecture without good documentation. In preparation for arranging the e-Government architecture, we will use The Open Group Architecture Framework - Architecture Development Method as an enterprise architecture framework. The purpose of this research is to study and conceptualize e-Government interoperability and integration solutions of all existing applications and providing some model documents such as e-Government Architecture Vision, Integrated Business Model References Architecture, and Integrated Data Model References Architecture
Soft set theory based decision support system for mining electronic government dataset
Electronic government (e-gov) is applied to support performance and create more efficient and
effective public services. Grouping data in soft-set theory can be considered as a decision-making
technique for determining the maturity level of e-government use. So far, the uncertainty of the data
obtained through the questionnaire has not been maximally used as an appropriate reference for the
government in determining the direction of future e-gov development policy. This study presents
the maximum attribute relative (MAR) based on soft set theory to classify attribute options. The
results show that facilitation conditions (FC) are the highest variable in influencing people to use
e-government, followed by performance expectancy (PE) and system quality (SQ). The results provide
useful information for decision makers to make policies about their citizens and potentially provide
recommendations on how to design and develop e-government systems in improving public services
A semantic web service-based architecture for the interoperability of e-government services
We propose a semantically-enhanced architecture to address the issues of interoperability and service integration in e-government web information systems. An architecture for a life event portal based on Semantic Web Services (SWS) is described. The architecture includes loosely-coupled modules organized in three distinct layers: User Interaction, Middleware and Web Services. The Middleware provides the semantic infrastructure for ontologies and SWS. In particular a conceptual model for integrating domain knowledge (Life Event Ontology), application knowledge (E-government Ontology) and service description (Service Ontology) is defined. The model has been applied to a use case scenario in e-government and the results of a system prototype have been reported to demonstrate some relevant features of the proposed approach
COBRA framework to evaluate e-government services: A citizen-centric perspective
E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts. Legal Ontologies for the spanish e-Government
The Electronic Government is a new field of applications for the semantic web where ontologies are becoming an important research technology. The e-Government faces considerable challenges to achieve interoperability given the semantic differences of interpretation, complexity and width of scope. In this paper we present the results obtained in an ongoing project commissioned by the Spanish government that seeks strategies for the e-Government to reduce the problems encountered when delivering services to citizens. We also introduce an e-Government ontology model; within this model a set of legal ontologies are devoted to representing the Real-estate transaction domain used to illustrate this paper
E-government adoption: A cultural comparison

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed
Situating the transient user: overcoming challenges in the design of e-government systems
e-Government systems present new challenges for user involvement in the design process. Existing user-centred and participatory design methodologies were mainly developed for situations where a user is in the workplace. In e-government applications the user population is heterogeneous and numerous; the increasing ubiquity of e-government systems also questions the concept of “the interface”. This paper presents the results of a study of discourses of e-government users in two cases studies of interaction with new information systems in transport, which illuminate usability problems arising from a failure to prioritise users’ needs at all stages. An approach is proposed which accounts for the values as well as the goals of users, appropriating stakeholder analysis and ideas from Soft Systems Methodology while recognising that the routine actions of users in the real world are situated and contingent
