A DEFICIENTE COOPERAÇÃO NO COMBATE A COVID-19 ENTRE OS MUNICÍPIOS DE FRONTEIRA

Abstract

The situation of border municipalities is analyzed with regard to their socioeconomic development and guarantees of the right to health, as well as measures to combat COVID-19 in this region. Thus, the work proposes to answer: is there cooperation in health in combating the pandemic caused by COVID-19 on the border? The study is carried out using the method of deductive approach and bibliographic procedure. Thus, the article is divided: first, it addresses the right to health, its concept and when it started to be part of Brazilian norms; in a second moment, it is studied how the legislation on borders changed over the decades and its consequences in this region; It ends by presenting data that indicate whether there was any type of cooperation in health between border municipalities during the COVID-19 pandemic. It is concluded that, according to a survey conducted in consultation with municipal managers in this region, that the existing cooperation is deficient between municipalities on different sides of the border. Thus, it is evident that if there is more integration and joint work in these locations, the right to health can be better guaranteed to this population.Analisa-se a situação dos municípios de fronteira no que diz respeito a seu desenvolvimento socioeconômico e garantias do direito à saúde, e também sobre as medidas de enfrentamento à COVID-19 nesta região. Assim, o trabalho se propõe a responder: existe cooperação em saúde no combate a pandemia causada pelo COVID-19 na fronteira? O estudo é realizado utilizando o método de abordagem dedutivo e de procedimento bibliográfico. Com isso, o artigo divide-se: primeiramente, aborda o direito à saúde, seu conceito e quando começou a fazer parte das normas brasileiras; em um segundo momento, estuda-se como foi mudando a legislação sobre as fronteiras ao passar das décadas e sua consequência nesta região; finaliza-se apresentando dados que indicam se houve algum tipo de cooperação em saúde entre os municípios de fronteira durante a pandemia da COVID-19. Conclui-se que, segundo pesquisa realizada consultando os gestores municipais desta região, que a cooperação existente é deficiente entre municípios de diferentes lados da fronteira.  Desse modo, evidencia-se que se houver mais integração e trabalho em conjunto nessas localidades o direito à saúde pode ser melhor garantido a esta população
