Perencanaan Rute dan Tarif Angkutan Feeder di Surabaya Selatan untuk Mendukung Bus Kota Surabaya

Abstract

Suroboyo Bus rute TIJ-Jono Soewojo dan Purabaya – Rajawali yang melayani Surabaya Selatan memiliki jumlah penumpang cukup sedikit yaitu sebanyak 500 penumpang per hari pada rute TIJ – Jono Soewojo dan rute Purabaya - Rajawali sebanyak 1500 penumpang per hari. Oleh karena itu, muncul rencana pengadaan feeder yang difungsikan sebagai penghubung penumpang yang hendak naik Suroboyo Bus atau Trans Semanggi Suroboyo. Potensi penumpang yang bisa dilayani berdasarkan daerah yang dilewati rute dan untuk jumlah penumpang yang akan menggunakan berdasarkan tarif yang diterapkan. Diperlukan perencanaan rute, informasi permintaan masyarakat terhadap layanan feeder, jumlah armada yang dibutuhkan dan tarif yang optimal. Salah satu metode yang digunakan dalam perencanaan layanan feeder yaitu studi analisis potensi demand, analisis kebutuhan armada, dan Willingness To Pay (WTP) dengan pengumpulan data melalui metode stated preference. Hasil perencanaan rute berupa tiga rute yaitu Rute Hijau (16,7 Km) yang melalui Mall City of Tommorow – Royal Plaza, Rute Merah (19,33 Km) yang melalui Masjid Al-Akbar – Terminal Intermoda Joyoboyo, dan Rute Biru (25,5 Km) melalui Universitas Kristen Petra – RSAL Surabaya. Hasil dari analisis perencanaan transportasi didapatkan sebanyak 3046 orang per hari yang berpotensi menggunakan layanan feeder yang sudah direncanakan. Rute hijau akan memiliki jumlah penumpang sebanyak 665 orang per hari, rute merah sebanyak 568 orang per hari, dan rute biru sebanyak 1813 orang per hari. Jumlah maksimum penumpang pada jam puncak sebesar 43, 74, dan 151 berturut-turut pada rute hijau, merah, dan biru. Berdasarkan pertimbangan kelancaran operasional digunakan 6 armada dan headway 15 menit pada rute hijau. Rute merah memerlukan 10 armada dan headway 10 menit. Sementara itu, rute biru memerlukan 14 armada dan headway 10 menit. Hasil analisis Willingness to Pay menunjukkan tarif yang pengguna terima yaitu sebesar Rp. 5000 dengan integrasi antar angkutan umum =================================================================================================================================== The Suroboyo Bus routes TIJ-Jono Soewojo and Purabaya – Rajawali, serving South Surabaya, have relatively low passenger numbers, with 500 passengers per day on the TIJ – Jono Soewojo route and 1500 passengers per day on the Purabaya - Rajawali route. Therefore, there is a plan to introduce feeder services to connect passengers intending to board Suroboyo Bus or Trans Semanggi Suroboyo. The potential passenger capacity is determined based on the areas covered by the routes and the expected number of passengers using the applied tariffs. The planning involves route planning, assessing public demand for feeder services, determining the required fleet size, and optimizing fare structures. One method employed in feeder service planning includes a study analyzing potential demand, fleet requirements analysis, and Willingness To Pay (WTP) through data collection using the stated preference method. The resulting planned routes include the Green Route (16.7 km) passing through the Mall City of Tomorrow – Royal Plaza, the Red Route (19.33 km) passing through Masjid Al-Akbar – Joyoboyo Intermodal Terminal, and the Blue Route (25.5 km) passing through Petra Christian University – RSAL Surabaya. The transportation planning analysis reveals a potential daily ridership of 3046 people for the planned feeder services. The Green route is expected to carry 665 passengers per day, the Red route 568 passengers per day, and the Blue route 1813 passengers per day, with peak hour maximum passenger loads of 43, 74, and 151, respectively. To ensure smooth operational flow, it is recommended to use 6 fleets with a 15-minute headway for the Green route, 10 fleets with a 10-minute headway for the Red route, and 14 fleets with a 10-minute headway for the Blue route. The Willingness to Pay analysis indicates that the acceptable fare for users is Rp. 5000 with integrated public transportation
