Implantação de sistemas de controle gerencial para empresas incubadas: uma proposta

Abstract

A proposta desta dissertação é apresentar um estudo, realizado por meio da estratégia da Pesquisa-Ação, na Incubadora de Empresas da Universidade Presbiteriana Mackenzie, com o objetivo de identificar as necessidades dos Sistemas de Controle Gerencial das empresas incubadas, as predisposições dos seus gestores para uso desses Sistemas e a partir desses resultados, propor soluções de Controle Gerencial que atendam às suas demandas de modo que se possa contribuir para a gestão mais eficiente dos empreendimentos. Para atingir o Objetivo Geral foram estabelecidos quatro objetivos específicos: 1) Identificar as características das empresas incubadas na Incubadora da Universidade Presbiteriana Mackenzie na área de serviços, 2) Identificar as necessidades de Controle Gerencial dessas empresas à luz de suas características, 3) Identificar as predisposições dos gestores das empresas incubadas quanto aos usos do Sistema de Controle Gerencial e 4) Propor soluções de controladoria que atendam às necessidades das empresas incubadas na área de serviços da Incubadora de Empresas da Universidade Presbiteriana Mackenzie. O estudo se situa dentro de uma abordagem construtiva e envolve duas áreas de conhecimento: Teoria Contingencial e Contabilidade Gerencial. Para a consecução da pesquisa optou-se por utilizar a técnica de natureza qualitativa, onde houve a aplicação de entrevistas semiestruturadas com os gestores de todas as empresas incubadas. Na análise qualitativa, efetuada por intermédio da análise de conteúdo, buscou-se utilizar como modelo a classificação das empresas incubadas em empreendimentos orgânicos (flexíveis) ou mecânicos (rígidos) considerando as variáveis contingenciais estratégia, tecnologia, ambiente e estrutura. Os resultados indicam, que em sua maioria, os empreendimentos foram classificados como orgânicos e que para isso se deve adotar uma prática de Controle Gerencial compatível com suas estruturas e, que não somente é vital a existência de um Sistema de Controle Gerencial mas também a sua adesão completa por parte gestores para propiciá-los com instrumentos que forneçam informações para a tomada de decisão mais precisa. Todos os objetivos específicos foram cumpridos considerando os ciclos propostos da pesquisa-ação.The purpose of this dissertation is to present a study, through the Constructive Research Approach strategy, the Incubator Mackenzie Presbyterian University, in order to identify the needs of Management Control Systems of the incubated companies, the predispositions of their managers to use of these systems and from these results, propose management Control solutions that meet their demands so that they can contribute to more efficient management of projects. To achieve the general objective were established four specific objectives: 1) Identify the characteristics of the companies incubated in the Incubator of Mackenzie University in the area of services, 2) identify the Management Control needs in line with their characteristics, 3) identify predispositions of managers of incubated companies with respect to the management Control System uses and 4) Propose controller solutions that meet the needs of companies incubated in the Incubator service area enterprises Mackenzie Presbyterian University. The study is situated within a constructive approach and involves two areas of knowledge: Contingency Theory and Management Accounting. To achieve general objective it was decided to use the qualitative technique, where there was the application of semi-structured interviews with managers of all incubated companies. Qualitative analysis performed through content analysis, we sought to use as a model the classification of incubated companies in organic enterprises (flexible) or mechanical (standard structure) considering the contingency variables strategy, technology, environment and structure. The results indicate that in most cases, the projects were classified as organic, which means that it should adopt a Management Control practice consistent with their structures and that is not only vital to the existence of a Management Control System but also their full adherence by managers to propitiate them with tools that provide information for making more accurate decision. All specific objectives were accomplished considering the proposed cycles of action research
