Diseño de un sistema integrado de gestión en la empresa Pintumarca Núñez y Nogales Cía. Ltda.

Abstract

En términos generales, este proyecto consiste en el diseño de los parámetros base del Sistema Integrado de Gestión donde la Calidad que se enfoca en el cliente, el Medio Ambiente que contribuye a la sociedad/entorno y la Seguridad y Salud en el Trabajo centrada en los trabajadores, son el principal eje para la gestión eficaz de las actividades de una pyme distribuidora de pinturas y materiales de construcción en el suroccidente colombiano. Para el desarrollo del proyecto, en primer lugar se genera un equipo base conformado por el grupo investigador de este proyecto y por dos representantes de las partes interesadas de la empresa (un trabajador y un directivo). Este equipo lleva a cabo un plan de diseño e implementación del sistema integrado de gestión. Cabe resaltar que el alcance de este trabajo es solo de la primera etapa donde se diseñan los parámetros base del sistema, pero es la empresa la responsable y encargada de su ejecución (involucra toda la implementación, seguimientos y actuación de aspectos preventivos y correctivos). El plan seguido para el diseño, comienza con la recolección de información con la cual se caracterizan los procesos de la empresa en el estado actual, para identificar todo lo relacionado a los mismos (recursos, proveedores, clientes, actividades y relaciones con los sistemas). Seguido a esto, se realiza, por medio de la metodología de lluvia de ideas, una identificación de fallas en los procesos caracterizados anteriormente. Además, de analizar qué tanto la empresa está cumpliendo los requerimientos de las normas de gestión utilizadas como base para el diseño del sistema integrado. (ISO 9001:2008, ISO 14001:2004, OSHAS: 2007). Acto seguido, se establecen y diseñan los parámetros bases del Sistema Integrado de Gestión, que incluyen: la misión, visión y política integral de la empresa, se plantean los objetivos e indicadores, se crean los programas y planes para cumplir los objetivos del sistema, además, se definen y modifican los procedimientos para ajustarlos al sistema, y por último, se diseña la estructura de la documentación que permita llevar un seguimiento y control de modificaciones. Es importante resaltar que para garantizar el cumplimiento de los propósitos de un sistema integrado es de suma importancia el compromiso de la alta gerencia y la disponibilidad y flexibilidad por parte de los trabajadores. Como parte final de la investigación las autoras hacen un análisis de los posibles beneficios de la implementación del Sistema Integrado de Gestión, en donde se compararon los costos actuales con los costos de la implementación del sistema.Generally speaking, this project consists in the design of the basic parameters for an Integrated Management System, where the Quality focusing on the customer, the Environment on the society, and the Occupational Safety and Health on the employers, are the main axis for the effective management of the activities of a SME, distributor of paints and construction materials on the Colombian southwestern. For the development of the project, in first place, a basic team was conformed by the researchers and two representatives of the stakeholders (a employer and a directive). This team developed a design and implementation plan of the Integrated Management System. It should be noted that the scope of this project is only the first stage where the basic parameters are designed, but the company is responsible of its execution that involves the implementation, monitoring the preventive and corrective actions. The plan followed for the design, started with the recollection of the information to characterize the processes of the company in the present to identify all the things related with them (resources, suppliers, customers, activities and relationship with the systems). After that, with the brainstorming methodology, a failure identification of the processes characterized before was developed. Also, the researchers analyzed the grade of fulfillment of the requirements of the management standards used as a basis for the design of the Integrated Management System (ISO 9001:2008, ISO 14001:2004, OSHAS: 2007). In addition, the researchers established and design the parameters that include: the mission, vision, integrated politic, objectives, indicators, and programs to achieve the objectives. Moreover, they define and modify the processes to adjust them to the system. Lastly, the document structure was designed to allow tracking and controlling of the modifications. It is important to stand out that in order to guarantee the fulfillment of the purposes of an integrated system is very important the compromise of the top management and availability and flexibility of the employers. As a final part of the project, the authors analyzed the possible benefits of the implementation of the Integrated Management System, where they compared the actual cost versus the cost of the system implementation
