Environmental assessment: Closure of the Waste Calcining Facility (CPP-633), Idaho National Engineering Laboratory

Abstract

The U.S. Department of Energy (DOE) proposes to close the Waste Calcining Facility (WCF). The WCF is a surplus DOE facility located at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering Laboratory (INEL). Six facility components in the WCF have been identified as Resource Conservation and Recovery Ace (RCRA)-units in the INEL RCRA Part A application. The WCF is an interim status facility. Consequently, the proposed WCF closure must comply with Idaho Rules and Standards for Hazardous Waste contained in the Idaho Administrative Procedures Act (IDAPA) Section 16.01.05. These state regulations, in addition to prescribing other requirements, incorporate by reference the federal regulations, found at 40 CFR Part 265, that prescribe the requirements for facilities granted interim status pursuant to the RCRA. The purpose of the proposed action is to reduce the risk of radioactive exposure and release of hazardous constituents and eliminate the need for extensive long-term surveillance and maintenance. DOE has determined that the closure is needed to reduce potential risks to human health and the environment, and to comply with the Idaho Hazardous Waste Management Act (HWMA) requirements
