Abstract

An analysis of Spanish expenditure by inhabitant on Health and Education, in comparison with OECD countries, is performed, including an econometric model for the estimation of the elasticity of expenditure on education to changes in GDP and the number of students. The main conclusion is that Spain has had during the period 1980-96 very low levels of total expenditure by inhabitant in both kinds of social services, particularly in education. Higher levels of expenditure are recommended in order to improve not only well-being of population but also to induce, through education expenditure, higher educative levels and better economic performance of Spain, as it has happened before in more advanced OECD countries and more recently in the case of Ireland
