A comparative study of 2 organisations operating across European regions and facilitated by use of ICT and the use of Clustering as a policy instrument.

Abstract

This paper describes different types of organisations that are operating across national boundaries. Both organisations LEARN (an organisation within PRELUDE) and organizations of Euro region NISSE utilize information and communication technologies to facilitate networking for the purpose of innovation. Having described the organisations and the policy context in which they were born the paper makes some observations about the nature of policy instruments and clustering in the European Union
