As políticas de turismo e os novos arranjos institucionais na Paraíba/Brasil

Abstract

Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Filosofia e Ciências Humanas, Programa de Pós-Graduação em Sociologia Política, Florianópolis, 2012Esta tese objetiva analisar os novos arranjos institucionais, fundamentados em processos descentralizadores e participativos, a partir das relações entre os atores estatais e não estatais no âmbito das políticas de turismo e as implicações dessas relações na dinâmica do planejamento turístico da Paraíba. O argumento central é que as ações de transformação para o setor, defendidas pelas políticas estruturadoras por meio dos arranjos por elas propostas, são ou não assimilados a partir das especificidades do tecido social local e das relações que ali foram historicamente construídas. Neste contexto, o protagonismo destes atores, indivíduos e organizações, se expressa pela capacidade de ação que detêm e que depende do posicionamento destes na teia de relações constituída no processo de implementação das políticas públicas de turismo. E é o poder institucional aliado aos poder posicional, este último apenas identificado a partir da Análise de Redes Sociais (ARS), que pode definir os resultados das políticas de turismo no âmbito local. Para a análise das relações estabelecidas entre os atores o estudo baseou-se em entrevistas, documentos oficiais e no conteúdo das atas do Conselho Costa das Piscinas (PRODETUR/NE), Conselho de Estadual de Desenvolvimento do Turismo na Paraíba - CONDETUR, Conselho Municipal de Turismo de João Pessoa - COMTUR, do Fórum Turístico do Litoral e do Grupo Gestor dos 65 Destinos Indutores do Turismo Regional, ambos ligados ao Programa de Regionalização do Turismo. Recursos utilizados para tentar identificar o surgimento de formas particulares de organização, estabelecida pelas relações entre o Estado e os demais atores sociais, que possa contribuir com as expectativas de desenvolvimento do turismo na Paraíba projetadas por tais políticas.<br>Abstract : This thesis aims at analysing the new institutional arrangements in the scope of tourism policies, which are founded on decentralising and participative processes, through the relations between State and non-state actors, and the implications of these relations for the dynamics of tourism planning in Paraíba. The core argument is that the transformation actions for the sector, which are defended by the structuring policies through the arrangements that they propose, may or may not be assimilated according to the specificities of the social fabric and of the relations that have been historically constructed inside of it. In this context, the protagonism of actors, represented by individuals and organisations, is expressed through the capacity of action they possess and depends on their positioning in the network of relations constituted during the process of implementation of tourism public policies. The thesis is that the institutional power together with the positional power, the latter only identified through the Social Network Analysis (SNA), is what can define the results of tourism policies locally. For the analysis of the relations established between the actors, the study was based on interviews, on official documents and on the contents of the minutes of the #Costa das Piscinas# Council (Northeast Tourism Development Program), of the Tourism Development Council in Paraíba (CONDETUR), of the Municipal Tourism Council of João Pessoa (COMTUR), of the Coastal Tourism Forum and of the Managing Group of the 65 Destinations for the Development of Regional Tourism, the two latter ones as part of the Program for the Tourism Regionalisation. The conducted research reveals the existence of particular forms of organisation, established by the patterns of relations between the state and the other social actors, in the implementation of tourism policies in Paraíba, which may contribute to the satisfaction of the expectations of development that the national policies project locally
