"To give the people a different mother tongue". The debate on bilingualism and education in the history of the "Volksschule" (elementary school)

Abstract

Ausgangspunkt der Überlegungen sind die aktuellen Forderungen nach einem veränderten Umgang mit gesellschaftlicher Zwei- und Mehrsprachigkeit angesichts internationaler Migration und europäischer Integration. Im Rückblick auf die Geschichte der bildungspolitischen und pädagogischen Diskussion über Zweisprachigkeit und öffentliche Erziehung werden - unter Einbeziehung der internationalen Diskussion - vor allem die "Logiken" der pädagogischen Argumentation herausgearbeitet, die in den Auseinandersetzungen im Kaiserreich und in der Weimarer Republik entwickelt worden sind. Die hier vertretene Annahme ist, daß die historisch entwickelten "Logiken", als zum jeweiligen historischen Zeitpunkt plausible, so in die Normalitätsbeschreibungen von Erziehung und Bildung eingegangen sind, daß sie schließlich wie Naturgegebenheiten erscheinen (konnten) und daher - trotz und gegen Aufklärung und bessere(r) Einsicht - bildungspolitisches, bildungsadministratives und pädagogisches Handeln bis heute bestimmen. (DIPF/Orig.)The present essay takes as its starting point recent demands for a change in attitude concerning biand pluri-lingualism in a Situation marked by international migration and European integration. Going back into the history of the educational debates on bi-lingualism and schooling, the essay focusses on the "logics" of the educational arguments as developed during the Second Reich and the Weimar Republic. The author\u27s thesis is that those "logics" made their way into what is considered "normal" in nation-state Systems of schooling and education so that, finally, they appear as "natural" and continue to guide educational policy, administration, and practice - even where critical knowledge is available.
