The City of Gothenburg's quest to create accessibility-adapted playgrounds : how do they proceed and will they succeed?

Abstract

Barn har ett inbyggt behov av att leka. Det är genom leken barn undersöker och tar risker för att på så sätt utmana sig själva och lära sig hantera sin omvärld. Det är även på så sätt som barn utvecklas socialt genom interaktioner med andra. Leken är så viktig för ett barns utveckling att den till och med är lagstadgad och anses som en rättighet. Alla barn har dock inte samma förutsättningar och leken kan därför komma att te sig olika. Oavsett förutsättningar så borde det i rimlighetens namn inte vara lekplatserna som sätter stopp för ett barns lek. Syftet med arbetet var att undersöka om Göteborgs Stad och Park- och naturförvaltningen gör rätt prioriteringar i sin strävan att göra lekplatser mer tillgängliga. Arbetets mål var att besvara följande frågeställningar: Finns det regler och lagar som styr utformningen av lekplatser i Sverige? Vad säger dessa beträffande tillgänglighet för alla? Finns det dokument framtagna och beslut fattade inom Göteborgs Stad beträffande lekplatser och tillgänglighet? Vad säger dessa beträffande tillgänglighet för alla? Leder projektet Enkelt avhjälpta hinder inom Göteborgs Stad till rätt prioriteringar och att kommunens lekplatser blir mer tillgänglighetsanpassade? Arbetet bygger inledningsvis på litteraturstudier som berör och utvecklar ämnet lekplatser. För att få information om de regler och styrande dokument som gäller lekmiljöer och lekplatser studerades dokument från Boverket, Svensk Författningssamling, Barnkonventionen, Hjälpmedelsinstitutet med flera. Till grund för fallstudien ligger inventeringar gjorda av Park- och naturförvaltningen inom projektet för Enkelt avhjälpta hinder (EAH) i Göteborg. Från detta projekt hämtades siffror och statistik med syfte att lista och kategorisera de hinder som kan finnas på de inventerade lekplatserna. Parallellt med fallstudien hölls intervjuer med olika intresseorganisationer och privatpersoner med kunskap om funktionsnedsättningar. Resultatet blev att det i Sverige visst finns en mängd regler och lagar som sätter krav gällande säkerhet och tillgänglighet på lekplatser. Vissa lagar berör inte enskilt lekplatser utan allmänna miljöer i stort. De är också mer eller mindre specifika gällande krav och tillvägagångssätt och lämnar därmed ett tolkningsutrymme. Dock styr inte dessa lagar gestaltning, innehåll eller avstånd till eller mellan lekplatser. Det är först på regional samt kommunal nivå som tydligare riktlinjer sätts gällande målbilder och målgrupper. Om Göteborgs Stad – Park- och naturförvaltningen fortsätter att jobba med frågan om tillgänglighet och vidta åtgärder för enkelt avhjälpta hinder kommer lekplatserna att bli mer tillgänglighetsanpassade. Vissa saker kan ta längre tid än andra men inom en överskådlig framtid borde målet att det på Göteborgs lekplatser ska finnas något för alla och mer åt fler vara uppfyllt. Däremot kan projektet EAH knappast leda till att alla lekplatser blir helt tillgänglighetsanpassade. Helt tillgängliga lekplatser ligger på framtiden att utforma med proaktiva åtgärder, kunskap och dialog med brukarna.Children have an innate need to play. It is through play that children explore and take risks in order to challenge themselves and learn to manage their surroundings. It is also in this way that children develop socially through interactions with others. Play is so important for a child's development that it is even statutory and considered a right. However, not all children have the same conditions and the play may therefore take different expressions. Regardless of the child’s ability, within reason, it should not be the playgrounds that put a stop to a child's play. The purpose of this essay was to investigate whether the City of Gothenburg and the Park and Nature Administration makes the right priorities in their efforts to make playgrounds more accessible. The goal of this essay was to answer the following questions: • Are there rules and laws that regulates the design of playgrounds in Sweden? What do these say about accessibility for all? • Are there documents produced and decisions made within the City of Gothenburg regarding playgrounds and accessibility? What do these say about accessibility for all? • Does the project Enkelt avhjälpta hinder, Easily remedied obstacles, within the City of Gothenburg lead to the right priorities and that the municipality's playgrounds become more accessible? This essay is initially based on literature regarding the subject of playgrounds. To obtain information about rules and documents regulating play environments and playgrounds documents from Boverket, the Swedish Constitution, the Convention on the Rights of the Child, Hjälpmedelsinstitutet and others are examined. The case study is based on inventories made by the Park and Nature Administration within the project for Enkelt avhjälpta hinder. From this project, figures and statistics are taken with the aim of listing and categorizing the obstacles that may exist on a playground. Within the case study interviews were held with various interest groups and private individuals with knowledge of disabilities. The result was that there are a number of rules and laws that set requirements regarding safety and accessibility on playgrounds in Sweden. Some of the laws do not concern playgrounds specifically but public environments in general. They are also more or less specific regarding requirements and course of action and thus leave room for interpretation. However, these laws do not regulate the design, content or distance to or in between playgrounds. It is not until at a regional and municipal level that more specific guidelines are set regarding target images and target groups. If the City of Gothenburg and the Park and Nature Administration continues the work on the issue of accessibility and take measures for easily remedied obstacles the playgrounds will be more accessible. Some things may take longer than others but in the foreseeable future the basic concept should be fulfilled with there being something for everyone and more for more. However, the EAH project will hardly make all playgrounds fully accessible. Fully accessible playgrounds are for the future to accomplish with proactive measures, knowledge and dialogue with users
