Les enjeux de la reconnaissance professionnelle au Québec

Dans le cadre de leur mission de protection du public qui leur a été déléguée par l’État, les ordres professionnels doivent vérifier les qualifications et compétences pour émettre un permis. Or, le système professionnel, et les ordres en particulier, sont au coeur des difficultés rencontrées par des personnes immigrantes ou formées à l’extérieur du Québec qui tentent d’obtenir un permis pour la profession exercée dans leur pays d’origine. Comment le système professionnel doit-il prendre en compte la mondialisation, la mobilité de la main-d’oeuvre et la politique d’immigration du gouvernement du Québec dans le cadre de sa mission de protection du public?Difficulties in obtaining a permit from a professional order in Quebec are often considered to be the main obstacle encountered by immigrants seeking to work in a profession they had practiced in their country of origin. Professional orders, entrusted by the state to ensure the protection of the public, are required to verify the qualifications and skills of candidates to the profession, with the Quebec diploma serving as the standard against which to judge credentials.
