Sjövärnskåren - Offer för byråkrati eller ovilja att anpassa sig?

By Jonas Nyberg

The Swedish Sea Cadet Corps (Sjövärnskåren / SVK) is a unique voluntary organisation with potential to greatly contribute to the Swedish society in times of crisis. The unique feature of SVK being the only voluntary organisation in Sweden that operates in the maritime domain, does not come without problems. I have in this study made clear to the reader where the problem lies and why there are problems in the first place. The study not only tries to understand the cause and effect of existing problems, but also, from a legal perspective, point out what possibilities SVK have to actually carry out its full potential. The result of the study shows that these possibilities basically do not exist. I have examined the relationship between the Swedish armed forces and SVK the past three years in order to determine the problems. Once identified, I explain existing problems from a social constructivism perspective through rules, identity, interests and bureaucracy. At the end of the study I summarize the results together with my recommendations how to correct and further on relate to the problems
