An Operational Model to Control Loss and Delay of Traffic at a Network Switch


Congestion control is concerned with efficiently using a network at high load. In this paper we are concerned with switches and networks whose input loads are at or beyond their capacity. We present an unconditionally stable method for managing different classes of network traffic at a switch, in which certain classes can be given guaranteed delay and loss bounds, despite the overall load offered to the switch exceeding its transmission capacity. The model can be used to provide end-to-end guarantees for QoS across networks as shown in [2]
