In attempting to expand influence, Iran encourages and exploits cultural ties, conducts frequent high-level diplomatic exchange, also attempts to expand economic relationswith the African states, and lays the groundwork for future cooperation in defense. Thus,Iran’s activity in Africa is a model of their strategic conduct that allows better understanding of Iran’s foreign policy pattern of behavior andits bilateral relations in other regions of the world.
