Abstract

On behalf of our client 5 CC, LLC, and in accordance with the National Pollutant Discharge Elimination System (NPDES) Remediation General Permit (RGP) in Massachusetts, MAG910000, this letter submits a Notice of Intent (NOI) and the applicable documentation as required by the US Environmental Protection Agency (EPA) for temporary construction site dewatering under the RGP. Temporary dewatering is planned in support of the anticipation of the proposed renovations of the existing 6-story structure at 5 Channel Center Street in Boston, Massachusetts as shown on Figure 1 – Site Locus. The site is located on Channel Center Street in close proximity to the Fort Point Channel. Surrounding site grades range from approximately El. 15 to 16 ft Boston City Base datum (BCB). The building includes a one level basement below the building footprint with the surface of the existing basement floor at approximately El. 11.5 to 12 ft. A Site and Subsurface Exploration Location Plan is included as Figure 2. The current property owner is the 5 CC, LLC, c/o Commonwealth Ventures, LLC and current plans for the project indicate renovation of the existing 6-story structure at the Site for future use as office and research space. Below grade construction will be limited to excavation for elevator pits, slabs, and grade beams. We anticipate construction dewatering will be conducted, as necessary, during elevator pit and tank removal activities
