Abstract

This article provides a comprehensive overview of the economic context of the third Generation Mobile Communication Licensing process carried out in Sweden. The paper summarizes a study prepared at the Stockholm School of Economics as a part of a series of Telecommunication Case Studies produced under the New Initiatives program of the Office of the Secretary General (OSG) at the International Telecommunication Union (ITU). The purpose of the country case studies is to provide a series of practical licensing experiences. Countries were selected for their level of telecommunications development, regional diversity, and recent 3G licensing activity. First, background information to the 3G licensing process in Sweden is provided. The impact of the licensing process on market dynamics follows the first section. The market dynamics are analysed regarding both the market behaviour of the players involved in the process, i.e. the applicants, and the market structure of the mobile communications industry. Finally questions and issues revealed during the study are discussed. These final issues problemize and formulate questions that appear to have been important in connection to the licensing process.
