This deliverable contains the result of a business study for location-based services. Using deliverables D5: “User and System Requirements Report ” and D21: “Marketing Applications Report ” as inputs, this document proposes business models for each category of location-based services. Regarding the fulfilment of the FCC Phase II mandate, these studies show that E-OTD and A-GPS would not be able to achieve the 100 m. accuracy in 67 % of calls. When hybridised together through an EMILY type solution, only 23.6 % of calls would have a location accuracy of more than 100 m, hence meeting the FCC requirements. E-OTD calls for the highest investment costs, because of the huge price of the deployment of a high number of LMUs, necessary to cover the whole network (i.e in the rural areas). The costs to deploy enhanced Cell Id and A-GPS are similar but 3 times less expensive than for E-OTD. The deployment of EMILY positioning would cost approximately 92 M € for infrastructure and 6M € for the yearly operations. These figures are of the same magnitude as those for E-OTD considering the deployment of LMUs is made over the whole network.
