Behavior of Civil servantes in Performance of Service

Abstract

Državnu službu kao javni servis karakterizira točnost, dostupnost, pouzdanost i mjera opreza u obavljanju službe. U obavljanju službe jako je važno i samo povjerenje građana u službu, a povjerenje se jamči pravilnom primjenom propisa koji uređuju rad državne službe. Zakon o državnim službenicima regulira odnose između državnih službenika i države, dok Etički kodeks regulira pravila ponašanja službenika, što uz ljubaznost i uljudnost donosi dobro uređen sustav obavljanja državne službe. Poslovni bonton nužan je dio svakog poslovanja pa tako i u državnoj službi, a njime se postiže red, rad i disciplina. Službenici obavljaju poslove u javnom interesu i time doprinose zajednici i održavanju reda u istoj, kroz svoj rad doprinose razvoju društvenih odnosa. Kako u svim javnim sektorima, tako i u državnoj službi potrebna je prilagodba građanima pa tako i cijeloživotno učenje sukladno propisima koji to područje uređuju. Potreba za uređenjem države kroz državnu službu polazi od toga da se pod istim uvjetima mogu zadovoljiti potrebe građana i da svima bude usluga dostupana na jednak i kvalitetan način.Civil service is characterized by punctuality, availability, reliability and a measure of caution in performing of service. In the performance of service the trust of citizens in the service itself is very important and the trust is guaranteed by the proper implementation of legislation which regulate the work of state civil service. The law about civil servants regulates the relationship between the civil servants and the state while the Ethics code regulates the code of conduct of the civil servants and with the kindness and courtesy it brings a well-arranged system of civil service performance. Business etiquette is a necessary part of every business and it is the same with the civil service and with it comes order, work and discipline. Public servants do business in the interest of the public and with it, service contributes to the community and it keeps order inside the community and through their work, it contributes to the development of social relationships. Adjustment for citizens is necessary in all public sectors and in the civil service as well, along with lifelong learning in accordance with the regulations which regulate said area. The necessity for the legislation of state through civil service begins with the premise that the needs of citizens can be satisfied under same conditions and that the service is available to everyone in an equal and effective manner
