The first volume deals with cross-cutting themes such as participation, governance, gender and environmental aspects, as well as core technical issues including poverty measurement and analysis, monitoring and evaluation, development targets and public spending. Volume two focuses on macroeconomic and sectoral approaches including rural and urban poverty, health and education, and infrastructure development
