By Christopher Scott, L. Christiaensen and Quentin Wodon

Abstract

This guide seeks to assist low-income countries in the development and strengthening of poverty reduction policies and contains a number of country case studies. It has been prepared by World Bank officials with the co-operation of governments in developing countries, as well as staff from bilateral and multilateral agencies. The publication is in two volumes. The first volume deals with cross-cutting themes such as participation, governance, gender and environmental aspects, as well as core technical issues including poverty measurement and analysis, monitoring and evaluation, development targets and public spending.
