Voter’s Turnout Evolution in Russian Overmillion Citizen Cities

Abstract

The article investigates the empirical turnout distribution of electoral commissions for 15 Russian cities with a population of over 1 million inhabitants. Such distributions are built for various level elections since 1999. For some cities distributions have sustained quasi-Gaussian (near to gaussian) type, while others show an instability in the type of distribution
