Abstract
Razvoj informacijsko-komunikacijske tehnologije je posljednjih godina značajno utjecao na sve ljudske zajedničke djelatnosti, pa tako i na područje uprave, odnosno pravosuđa. Ulaskom Republike Hrvatske u Europsku uniju, hrvatski pravosudni sustav se našao pred izazovom prilagodbe, odnosno modernizacije i reorganizacije cijelog pravosudnog sustava, posebice na području primjene novih digitalnih, odnosno elektroničkih rješenja. Strategijom razvoja pravosuđa postavljen je temelj razvojnim planovima i aktivnostima u pravosuđu, koje se u prvom redu usmjeravaju na važnost iskorištavanja potencijala moderne tehnologije. Iako praksa upravnog sudovanja u Republici Hrvatskoj seže u daleku prošlost, tek je od 2012.godine Upravni sud Republike Hrvatske počeo s radom kao Visoki upravni sud Republike Hrvatske, odnosno drugostupanjsko tijelo, a nadležnost prvostupanjskih tijela su dobili Upravni sudovi u Zagrebu, Splitu, Rijeci i Osijeku. Zakonom o upravnim sporovima iz 2010.godine hrvatski je upravni spor u velikom dijelu usklađen s europskim procesnim standardima, osnovnim pravnim načelima i konvencijskim jamstvima. Osim toga, u svrhu pojednostavljenja, efikasnosti i produktivnosti poslovanja u rad sudova su uvedena neka aplikativna rješenja, kao što su SupraNova, e-Oglasna ploča, KANCEL i slično. Statistički podatci ukazuju na vrlo brzo i efikasno rješavanje zaprimljenih predmeta, što je rezultat između ostalog i uspješne suradnje između Upravnih sudova u Hrvatskoj, kao i uspješnoj implementaciji integralnih informacijskih sustava u radu Upravnih sudova. Mjesta za napredak još ima, posebice kroz modernizaciju programa KANCEL, no s obzirom na dosadašnje rezultate i u budućnosti se očekuje pozitivan rezultat.The development of IT and telecommunications technology has significantly influenced all areas of joint human activity, including the spheres of administration and judiciary. Following Croatia’s accession to the EU, the Croatian judicial system was faced with challenges of having to adjust, modernize, and re-organize the entire judicial system, particularly concerning the implementation of new digital electronic solutions. The judicial development strategy has laid down the foundation for development plans and activities in the judiciary that are primarily centred on the importance of utilization of the potentials of modern technology. Although the Republic of Croatia boasts a long-term practice of administrative management, it was only in 2012 when the Administrative Court of the Republic of Croatia was established as the High Administrative Court of the Republic of Croatia. This was a second instance body, whereas the jurisdiction of a first instance body was given to the Administrative Courts in Zagreb, Split, Rijeka and Osijek. The 2010 Law on Administrative Litigation brought the Croatian administrative litigation to a large extent in line with European procedural standards, basic legal principals and conventional safeguards. In addition, certain application solutions such as the SupraNova, the e-Oglasna ploča (the electronic bulletin board), the KANCEL and others, were introduced in the work of the courts with a view to simplify their performance and enhance their efficiency and productivity rates. Statistical data indicates that newly received cases are being solved in a prompt and efficient manner, thanks to, among other reasons, the successful cooperation among Administrative Courts of the Republic of Croatia and the implementation of the integrated IT systems in the work of the Administrative Courts. However, there is still room for improvement, especially through the modernization of the KANCEL program. One can expect positive results in the future on the basis of the results that have been achieved so far
