Assessment of a Semantic Statistical Approach to Detecting Land Cover Change Using Inconsistent Data Sets

It was applied to UK land cover datasets from 1990 and 2000 in order to\ud determine land cover change by combining an expression of expert opinion about how\ud the semantics of the two datasets relate with meta-data about spectral homogeneity. A\ud sample of the changes identified was assessed by field validation and change was\ud identified reliably where both datasets are accurate. The results indicate the suitability\ud of uncertainty formalisms to this approach. The inclusion of extensive object level\ud meta-data by the data producers greatly facilitates practical solutions to problems of\ud data interoperability
